Abstract
This chapter highlights international health informatics initiatives, international organizations involved in these initiatives, and how health practitioners such as nurses are involved in the activities of these organizations. There are numerous international health informatics–related activities that have been initiated across the different regions of the world. In addition academic societies within these regions are pursuing health informatics theory and practice developments. These international health informatics initiatives, along with associated academic organizations, are introduced here with brief histories and the key activities of each region. There are also several international organizations involved in the development of health informatics, such as the World Health Organization, the International Medical Informatics Association, the International Organization for Standardization, the International Council of Nurses, the International Health Terminology Standards Development Organisation, and Health Level Seven. These organizations are introduced with a short description of health practitioners' contributions to their activities. Finally, global issues in health informatics initiatives are also described.
Introduction
In many parts of the world healthcare is one of the largest sectors of the economy. As a result, health spending plays a major role in economic policy throughout the world with growing pressure on the healthcare industry to streamline costs, gain efficiency, and become more innovative in improving and maintaining the health of the population. Today the health industry around the world is looking for better ways of providing healthcare and improved health for all. The application of health information technology (health IT), called information and communication technology or ICT in international settings, to healthcare is seen as key to realizing this aim. The World Health Organization (WHO) uses ehealth as an umbrella term to cover all aspects of the use of ICT in healthcare. While the terminology differs—from health IT to ICT to ehealth—the goal of using technology to effectively and efficiently improve the health of individuals, families, and communities remains the same. An important differenc ...

Andy Bleaden - ECO 17: Transforming care through digital healthInnovation Agency
Presentation by Andy Bleaden, International Projects Manager, ECHAlliance at ECO 17: Transforming care through digital health on Tuesday 4 December at Lancaster University, Lancaster
The European, Chinese, and United States healthcare markets are a study of contrasts, each of which face a unique set of challenges and issues for their combined 2.4 billion citizens. Despite their differences, there are a number of opportunities for organizations to learn and profit through intercontinental collaboration on their paths to a more connected healthcare ecosystem. Panelists representing the three regions will provide an overview of their country’s unique healthcare landscape and offer a vision for a future of collaboration and progress.

The objective of this presentation is to provide a national audience with an overview of how eHealth is being viewed and what is being done on eHealth at European level.
Connected health data meets the people: Diversity, Standards, and Trustchronaki
Using health data in a connected world requires new competencies, a personal digital health compass calibrated to individual personalities and needs. Patients and clinicians able to collect and manage data, data-operational informatics professionals able to analyze data, and cutting-edge researchers, innovators, and educators able to apply knowledge, will take learning health systems to the next level.
In this EFMI-HL7 event using innovative technology and surprises to engage the audience, we will discuss strategies for empowering and activating people to engage, share and use their health data. We will point to diversity, trust and open standards like HL7 FHIR to open up access and capacities to manage data safely for patients, care-givers, and the health system.

eHealth in the EU Legal Context
• Wide range of legal issues are relevant to eHealth, ranging across
contract law, employment and market laws, and even criminal law, etc.
• But 3 areas of legislation are essential for eHealth flourishing:
– Data Protection, Confidentiality and Security (Directive 95/46/EC on Data
Protection)
– Product and Services Liability , i.e. to what extent rules on liability for goods
and services cover the provision of healthcare using eHealth tools (Directive
97/7/EC on Distance Contracting)
– Trade and Competition Law, i. e. buying, selling and using eHealth Tools and
Services (Articles 81 and 82 of the Treaty on the European Communities)

Summary
• Europe, and especially the EU, has done a lot towards wide development and
implementation of eHealth
• EU may serve as an example of how eHealth regulations are build respecting
the interests of different countries and implemented at international level
• Yet, Europe does not have a monopoly on how eHealth has to be regulated.
Europe is always ready to coordinate actions, share expertise, exchange
knowledge and learn from the rest of the world because eHealth is truly
GLOBAL
• The CHALLENGE for most countries is how to expand the health services to
meet growing needs with limited resources, i.e. to achieve UNIVERSAL
HEALTH COVERAGE (UHC). This requires a strong, efficient, well-run health
system; access to essential medicines and technologies and sufficient,
motivated health workers

With almost 20000 known diseases, most of them spread
worldwide, there is no single national healthcare system that is
able to dedicate human or financial resources to deal with all of
them. In the globalized world it is time to learn from others!
International cooperation and coordination is the only way forward.
