The Governance Challenge
1. Problem Hypothesis
 No real-world applications
The lack of real-world application in the field of industries is a big issue in the system of Haryana. Students are reading
about trigonometry and calculus but not getting practical insights of it. A lack of practical applications is leading to a lack
of interest and hence loss of manhours and efforts.
 Job-specific training
To do a particular job, people are given training in the job and another job as well. This leads to frustration among the
employees. After a few days, those people will forget about the training over which they are not working again, hence
resulting in a loss of talent acquisition and frustration for the employees as well.
 Lack of Job opportunities
The job opportunities that are available for the employees are not efficient. B.Tech people are applying for ITI jobs. This is
a loss of brain power for the state and the country. We must address the issues as we are on the verge of Industry 4.0.
 High dropout counts from academic institutions
There is high dropout count in degree and diploma colleges. This is a grave issue. The reason can be that the students are
not enjoying their studies and there are no guaranteed placement opportunities after completing the course
 Lack of skilled talent acquisition
Issue with talent acquisition is the main problem. Graduates are not skilled enough and hence they are not getting the
required job. Planning for the training is also a big concern and hence there is an issue for that.
2. Solutions
Haryana has done quite well in 50 years of its existence. It has come a long way in providing basic facilities to citizens like water, electricity
and roads. Haryana didn’t have a single major city at the time of inception nor industries, but today it has flourishing industries in many
districts due to the industrial revolution (Industry 4.0), all villages are connected with roads and electrified. The following propositions are
set forward to the Haryana government to tackle various problems which they are currently facing: -
 Students should be provided with hands-on Industrial experience through mandatory internships during graduation in the field of
interest of the individuals. This will also help the student to specialize in specific fields and will lead to better job satisfaction.
 In order to improve the employment rate for the state, we propose Haryana government to set a minimum quota that 25% on the
industrial workforce for the industries in the state of Haryana should be citizens of Haryana.
 Providing better job opportunities after completing the ITI program and graduation will act as an incentive for the students that will
help to reduce the dropout rates.
3. Value proposition
The above-proposed solution approach shall inculcate several stakeholders for its hassle-free and effective implementation for creating
maximum impact in the long run. Therefore, the stakeholders in our opinion shall be government, youth, academic institutions and industries
interested in setting up their plants in the state.
Our solution attempts to cater to all our beneficiaries in a positive light and form a sustainable and conducive environment for the evolution
of the workforce. The major benefit we try to imbibe is, owing to the fact that Haryana has a profundity industrial expansion and is a part of
the revolution, we assume in numerous industries would have had approached the government up till now for setting up their manufacturing
and multi-purpose plants. In such cases, if a mandate is published towards the industries to hire at least a part of their workforce from the
state academic institutions, it would benefit industries, youth and academic institutions all at once. It shall help in cutting down valuable
resources of the industries which they would have had deployed for recruitment purposes. It also helps in mitigating the negative branding
of the academic institutions as these recruitment drives would dispense lucrative avenues for the youth studying there and in turn help in
reducing the dropout count.
4. Impact Outcomes: -
Short Term goals: -
 Positive branding of the Haryana government because of steps towards incorporating people of the state, education & industries.
 Curtailment of the Dropout count from institutions by incentivizing the students with lucrative on-campus job offers by firms.
Long Term goals: -
 Due to better employment opportunities and incentive the unemployment rate tends to go down in the long term.
 With more industries being set up, the infrastructure and logistic facilities for the state will improve manifolds.
5. Risks: -
 Increasing the quota of the state citizens, may be a risk to the morale of the minority communities from other states.
 Increasing the state industry capacity may impact climate change and hence it is not a sustainable approach.
