This document discusses interregional cooperation in innovation between European regions. Clusters are regional and interregional networks in which companies, research facilities, political and non-profit institutions cooperate all along the value chain. The cluster policy of North Rhine-Westphalia's government aims to "strengthen strengths", supporting such partnerships in 16 different industries and technological fields.
The environmental technology cluster Umwelttechnologien.NRW works under the auspices of North Rhine-Westphalia's Ministry for Climate Protection, Environment, Agriculture, Nature Conservation and Consumer Protection (www.mkulnv.nrw.de). The cluster pursues the central goal of continuing to improve NRW's already prominent position in the GreenTech industry. It has set itself the following guiding objectives:
1. Improve competitiveness and create high-quality and innovative jobs
2. Sensitize the international market for environmental technologies from NRW
3.Promote integrated environmental protection as an alternative to after-care approaches
4. Build up the identity of environmental technology as an industry
5. Raise the state's profile in the industry

Sustainable Organisation between Clusters of Optimised Logistics @ Europe is a project that aims to create an open European platform of excellence in the area of supply chain management and logistics in connection with hubs and gateways that will be open for participation by other regional clusters with a logistics and transportation profile after its establishment. Its purpose is to enable research-driven regional clusters throughout Europe to collaborate and exchange experiences for increasing sustainability and competitiveness of logistical services and intermodal transport operations.
The presentation introduces insights into key elements of successful cluster management, strategies to develop new industries and corresponding policy intervention.

11. ‘HIGH PERFORMANCE PRODUCTION
with 3D PRINTING’
• This is one of pilot actions of the Vanguard Initiative started by
Flanders, South-NL and Norte, to implement a ‘Smart Specialisation
Platform Advanced Manufacturing’ in cooperation with the EC.
• Building a European network of demonstrators and industry-led
pilots for 3D-printing solutions, to contribute to:
– Acceleration of the uptake of 3D-printing solutions by a combined effort of industry led
clusters in a large number of European regions.
– Co-creation of growth markets for 3Dprinting applications, based on smart specialisation
and on the mutual learning from the experiences in demonstrators and pilots in different
application areas
– Breakthroughs in the industrial organisation of manufacturing in Europe
• Kick-off on 26 September with 16 regions:
– Starting ‘mapping’ and ‘matching’ the potential for collaboration
– Open to other regions and clusters that share the ambition
and build critical mass.

INSTRUMENTS ARE THERE
The VI is an alliance of regions that want to impact the European innovation and industrial policies for new growth.
It is composed of 21 partner regions at this moment, that all share the ambition to use smart specialisation strategies for supporting entrepreuneurship and innovation driven clusters to develop new industrial activities in the regions across Europe.
The Industrial Policy Communication of the Commission of January, announced the development of thematic Smart Specialisation Platforms to link regional smart specialisation strategies with the six European priority domains of industrial policy (Markets for advanced manufacturing and technologies for clean production; Markets for key enabling technologies; Bio-based product market; Sustainable industrial policy, construction and raw materials; Clean vehicles and vessels; Smart grids and digital infrastructure)
The Vanguard Initiative proposed the EC to start a pilot SSP for Advanced Manufacturing, based on the commitment of its partners to engage in interregional collaboration around European priorities, for exploring the opportunities of demonstrating and piloting activities using complementarities in their smart specialisation strategies. The first step was to develop a methodology based on mapping and matching these complementarities for common objectives, involving experts from industry-led platforms and clusters. This is applied to three more specific themes. Flanders and South-Netherlands, supported by Norte, proposed to work on a European network for 3D-prining solutions to show-case the role of regions, clusters and smart specialisation in advancing the deployment of the emergent industry of 3D-printing and co-develop the necessary support mechanisms to accelerate the go-to-market. Networked demonstrators can create spillovers that enhance the quick upscaling of local niches to European-wide industries and markets.
In order to prepare a design for such a network a questionnaire is used to assemble expert knowledge about the potential and needs of the regions and prepare contacts to explore cooperation.
