EAC Action Plan for Supporting Rooftop Solar Prakas.  In 2018, the Electricity Authority of Cambodia (EAC) issued an regulation setting out the general conditions for connecting solar power from the national grid to the supply Big power consumers (medium voltage consumers) and Bulk power consumers (high voltage consumers); Allowing national grid users to install solar panels on rooftops can pose the following challenges: 1. Reduce the possibility of developing solar farms, which is helping to reduce overall electricity prices 2. Must have clear technical and safety management 3. A master plan study shows that the national grid will be able to accept the highest solar installations of 3,115 MW, equivalent to 29.8% by 2040, and 4. This installation must maintain equity between all electricity users Due to the countries that import products, the ordering companies and institutions that import products and goods made in Cambodia have set conditions to reduce the carbon footprint of those goods. Therefore, factories in Cambodia are looking at the possibility of installing RTS to show their contribution to environmental and climate change obligations To address this, a study with UNDP suggests that RTS development quotas, which are part of the master plan, should be shared to consumers who need to install them by setting out the roles and responsibilities of Ministries and Relevant institutions with clear coordination mechanisms. DEFINITION Refers to solar PV power system that installed behind the consumer meter and within the premise of the consumer for serving electricity consumption of electricity user that can be the system installed on land or on a roof. The permit to use rooftop solar power refers to the permit to install and use the rooftop solar power. To enhance the management of permitting to use rooftop solar power in Cambodia to be clear, effective, transparent, equality, accountability, and fairness. GOAL Manage issuance of permit, installation, and use of rooftop solar power following clear, transparent, equality, accountability, and effectiveness on both technical and safety. Three frameworks to achieve the vision and goal Roles, Duties, and Responsibilities of Ministry-Institutions and relevant stakeholders. Permit issuance, management measures to use rooftop solar power. Mechanism to facilitate support for implementation.

Connecting Solar Generation Sources to the
Electricity Supply System of National Grid or to

permission and tariff implementation.
