The project aims to develop a Finnish model for personal budgeting that strengthens self-determination, inclusion, and freedom of choice. Regional projects will seek practical solutions and involve professionals, persons with disabilities, and other stakeholders. The Ministry of Social Affairs and Health and the Finnish Institute for Health and Welfare will oversee the project nationally and coordinate the regional projects. Up to €3.3 million in government funding will support 5-10 regional projects running from autumn 2020 through the end of 2021.

Objective and purpose of the project
• The project is based on the Government Programme of Prime Minister Sanna Marin
• Aim of project is to develop a Finnish model for personal budgeting (PB), which strengthens
- self-determination
- inclusion
- freedom of choice
• The model will enable flexible availability of assistance and support in different life
situations
• The final output of the project will be a report prepared as a government proposal by the
end of 2021
• Professionals participating in the project will get to improve their skills in different client
processes

Regional projects
• Regional projects will seek solutions to the practical aspects of PB
• Participants will include professionals, persons with disabilities and various other
stakeholders
• Regional project work includes:
1. Initial assessment in the municipality or joint municipal authority
2. Social work carried out with clients
3. Regional networking
4. Cooperation with national development process

National steering and coordination
• The national bodies overseeing the project are the Ministry of Social Affairs and Health (MSAH) and the
Finnish Institute for Health and Welfare (THL)
• MSAH is responsible for
- strategic steering of the project
- granting and supervision of government aid
• THL is responsible for
- nationwide implementation
- coordination and support of regional projects
- research aspects of the project
- national project communications and regional communications support
- preparation of the final report
• MSAH and THL jointly assess project applications and are jointly responsible for stakeholder cooperation
• The project has a national steering group which includes representatives from MSAH, THL, the Advisory
Board for the Rights of Persons with Disabilities VANE, the Finnish Disability Forum and the Association of
Finnish Local and Regional Authorities
