Update on WRC 2019, agenda, issues
and preparations

WRC-19 Process (December 2015 – November 2019)
• Process now in full steam
– CEPT
CPG has met 3 times, with the 5 project teams meeting serially
Next CPG meeting (#4), Romania 4th to 7th July
No PTA and PTB reporting to that meeting
– ITU
TG 5/1 has second meeting 15 – 23rd May (1st May 2016)
31st March deadline for parameters
Other groups meeting on a routine basis
– IFPG19
Has had two Plenary meetings – now open to UK stakeholders
Working groups meeting as necessary
Next joint IFPG19 and ISSB – Wednesday 10th May
5G above 24 GHz (AI 1.13) 1/2
• “A work in progress”
– 26 GHz remains the band of focus for Europe
UK and Europe remains committed to the band internationally
CEPT brief updated at CPG#3 to highlight satellite interest
– Task is to continue to promote 26 GHz band wider
CEPT will attend other regional group meetings
Ofcom continues to engage informally
– FSS and MSS Criteria for compatibility analysis
Deadline for relevant criteria is upon us
TG 5/1 meets in May
Ofcom has listened to views of all stakeholders
Sharing parameters for 5G and other services have been provided into ITU process
Propagation models have been provided into ITU process

UK and CEPT still supportive, but need to maintain focus on 26 GHz
Ofcom has published an update on its 5G spectrum activities

● requirements for other services (other than 5G mobile access), and
● the chances for global harmonisation

Both UK and CEPT (as well as Americas) proposed and supported item at WRC-15
– Main current discussions centred around user regulatory compliance
CEPT has differing views on compliance approach
UK still supportive of a distance approach
CEPT input on the potential mechanisms sent to Working Party 4A
– This is the CEPT/UK focus for the 28 GHz band

UK Committed to providing additional spectrum for RLAN whatever the WRC outcome

  • 1. Update on WRC 2019, agenda, issues and preparations Stephen Talbot, Ofcom for SPF Plenary – Thursday 20th April
  • 2. WRC-19 Process (December 2015 – November 2019) • Process now in full steam – CEPT CPG has met 3 times, with the 5 project teams meeting serially Next CPG meeting (#4), Romania 4th to 7th July No PTA and PTB reporting to that meeting – ITU TG 5/1 has second meeting 15 – 23rd May (1st May 2016) 31st March deadline for parameters Other groups meeting on a routine basis – IFPG19 Has had two Plenary meetings – now open to UK stakeholders Working groups meeting as necessary Next joint IFPG19 and ISSB – Wednesday 10th May
  • 3. 5G above 24 GHz (AI 1.13) 1/2 • “A work in progress” – 26 GHz remains the band of focus for Europe UK and Europe remains committed to the band internationally CEPT brief updated at CPG#3 to highlight satellite interest – Task is to continue to promote 26 GHz band wider CEPT will attend other regional group meetings Ofcom continues to engage informally – FSS and MSS Criteria for compatibility analysis Deadline for relevant criteria is upon us TG 5/1 meets in May Ofcom has listened to views of all stakeholders Sharing parameters for 5G and other services have been provided into ITU process Propagation models have been provided into ITU process
  • 4. 5G above 24 GHz (AI 1.13) 2/2 • “A work in progress” – Bands other than 24.25 – 27.5 GHz UK and CEPT still supportive, but need to maintain focus on 26 GHz Ofcom has published an update on its 5G spectrum activities Also have published an overview of international spectrum developments and a programme of work. – Ofcom intend to establish priorities for the different bands, based primarily on UK utilisation; ● the direction of travel ● requirements for other services (other than 5G mobile access), and ● the chances for global harmonisation

Earth Stations in Motion (AI 1.5) • “ESOMPs Part Deux” – UK and CEPT have agreed regulatory environment Both UK and CEPT (as well as Americas) proposed and supported item at WRC-15 – Main current discussions centred around user regulatory compliance CEPT has differing views on compliance approach UK still supportive of a distance approach CEPT input on the potential mechanisms sent to Working Party 4A – This is the CEPT/UK focus for the 28 GHz band Note to this effect included in AI 1.13 CEPT brief

Radio LAN in 5 GHz (AI 1.16) • “Wi-Fi et al” – UK supported AI at WRC-15 UK Committed to providing additional spectrum for RLAN whatever the WRC outcome – Agenda Item 1.16 is Intrinsically linked to Issue 9.1.5 (applicable 5 GHz Recommendations) CEPT still debating the point with regard to updates in RR for new military radar UK view: additional evidence required before any CEPT position agreed – WRC-19 work is separate from the ECC Work Item on RLAN in 6 GHz This is a ECC work item This will be debated at WG-FM in mid May

Others of interest (AI 1.8, 1.11, 1.14) • GMDSS modernisation (AI 1.8) – Not a UK or CEPT proposed agenda item Primarily came from the Americas and Asian regional groups Main item is the potential accommodation of other satellite systems into GMDSS • Railway – Trains and Trackside (AI 1.11) – Not a UK or CEPT proposed agenda item Came from the Asian regional group Administrations to respond to ITU questionnaire UK/CEPT view continues (can be accommodated within current mobile allocations) • HAPS (AI 1.14) – Not a UK or CEPT proposed agenda item Came from the Americas regional group Ofcom recognisees the different regional benefits for HAPs, coordination considerations
