4. About QBuild
QBuild is a commercialised business unit who
partners with government agencies to deliver
‘Plan’, ‘Build’ and ‘Maintain’ services.
QBuild’s Customers include- Housing, Education,
Qld Corrective Services, Police, Health, Justice,
Accommodation Office, etc.
QBuild manages and delivers approximately $2
billion worth of annual work programs with
approximately 800,000 work orders processed.
5. Current State
QBuild relies on a core technology solution of Ellipse (v6.4) to deliver services to our
customers
The Ellipse system provides QBuild with the high-level functions of:
• Core Enterprise Asset Management (EAM) – inclusive of capital delivery, asset
management, and maintenance including work order management; and
• Financial Management and Reporting
The department has the following challenges with Ellipse:
• QBuild’s instance is end of life and vendor support will cease;
• No longer adequately supports operations; and
• Customisation in our instance limits our ability for a simple upgrade
6. About B2E: Build to Enable Program
We have 4 strategic drivers for the program:
Driver 1: Business Risk – Ellipse is at end-of-life
Driver 2: Rebuild QBuild – the strategic vision to transform our organisation
Driver 3: Need for more contemporary systems – enable better service delivery
& customer relationships
Driver 4: Need for process simplification – build more efficient & consistent
processes, aligned to customer needs
We'll deliver work in the program following 4 strategic principles:
Design - mobile, responsive, integrated user experience, easy to adopt
People - transparency at all levels of work, clear about the change, communicate
effectively, focus on the same outcome
Technology Sourcing - best available eco-system, open by design, cost
manageable, scalable
Implementation Approach - mitigate system risk, simplify process, fit-for-
purpose solutions, incremental release to the business

A major part of this phase is to:
• define our services, review & document at a

• determine our requirements for a new suite of
systems.
Our system requirements will be used in the ITO
for companies to address against their systems.
In our first program phase or “Right Work” we are:
• working to secure funding, and
• determine system requirements to find the right solutions.
