New Board of Directors of the CS is Appointed
Today, the President of the Republic took the oath of the new members of the Competition
Superintendence´ (CS) Board of Directors (BD). . They come to join the current Competition
Superintendent, Francisco Diaz Rodriguez, to conform the highest authority of said institution.
Starting today, the CS has a new Board of Directors: 2 Property Directors and 2 Alternate ones. The
appointment of one Alternate Director is still pending to complete said Board.
The appointed Directors are four professionals with ample experience in Economics and Law belonging to
the academic and governmental sectors. Currently, the BD is formed by:

Academic experience: She is an industrial engineer, with degrees on: Economics and Applied Macro
Economics; Research for Local Economic Development; a masters on Human Development; and, is
currently studying to obtain a PhD in Iberoamerican Philosophy
Professional experience: She is currently the Chief of the Economics Department at the Universidad
Centroamericana “Dr. José Simeón Cañas” (UCA). She held the position of Director of the Banco de
(UCA).

Abraham Mena – Alternate Director
Academic experience: He has a degree and PhD in Economics, specialized in Management of Social and
Economic Development. He has a master’s degree in Economics and Planning of Social and Economic
Development.
Professional experience: He has been professor at the Universidad “Dr. José Matías Delgado”,
the
Universidad “Tecnológica de El Salvador”, Universidad Centroamericana “José Simeón Cañas”; all the

aforementioned in El Salvador, and in Panama at the Universidad Nacional de Panamá. In all these
universities he has taught subjects related with Economic Sciences.

Currently, he holds the position of Chief of the Division of Strategic Analysis of the Office of Policies and
Sector Planning at the Ministry of Agriculture and Livestock. In said Ministry, he has been Coordinator of
the Commercial and Sector Policy Area of the Policies and Strategies Office; specialist in Sector and
Macro Economics Policy of the Unit of Analysis of Agricultural Policies; Technician of the Sector Office for

Jose Angel Tolentino – Alternate Director
Academic experience: He is an economist specialized in international trade.
Professional experience: He works for the (Fundación Nacional para el Desarrollo), FUNDE, an Oxfam
partner in El Salvador.
Attributions and duties of the BD:

a) Impose sanctions in accordance to this Law;

b) Order and contract market studies and specific consultancies on technical aspects necessary to reach
the objectives herein, provided that said studies are used to expand or complement those carried out by
the Superintendent during the filing period;
c) Instruct the Superintendent to initiate investigations ex-officio;
d) Order the cessation of anticompetitive practices accordance with the terms set forth herein;
e) Authorize, deny, or condition the requests for mergers or acquisitions in accordance with the Law;
f) Hear and resolve review recourse against Board resolutions pursuant to the Law;

g) Solve the cases under their jurisdiction and enforce the corresponding sanctions;
h) Inform the regulators, when as a result of an investigation of anticompetitive practice, it is determined
that the root or the problem originates in the regulations of these agencies, in order to take the necessary
