The Superintendencia de Competencia (SC) is the agency that investigates and decides on cartel cases in El Salvador. Cartel participation is considered an administrative infringement. While hardcore cartels involving practices like price fixing are not specifically defined, agreements between competitors violate the Competition Law. The SC handles complaints made in writing and can initiate investigations itself or based on complaints regarding suspected cartel behavior. All complaints are reviewed but the SC has discretion around whether to take action in a particular case.
