New Superintendent in the CS
Mister Francisco Diaz Rodriguez was appointed on February 2nd, as the new Competition
Superintendent by the President of the Republic, Mister Mauricio Funes Cartagena. The
newly appointed Superintendent is a prominent jurist with a long life experience in
Constitutional Law, Justice Administration, and Civil Rights.
The Competition Superintendent (CS) is presided since February 2nd, by Francisco Di Rodriguez, a distinguished
iaz
lawyer with a highly recognized judicial and academic experience. He was the Founder Director of the Legal Aid Office
Founder-Director
of the Civil Rights Institute (in Spanish, IDHUCA) of the Universidad Centroamericana “Jos Simeon Cañas”; Founder
Centroam “Jose
and Executive Director of the Foundation of Studies for Law Enforcement, (n Spanish, FESPAD); and, member of the
National Judicature Council, representing exercising lawyers.
“To be the Chairman of an institution such as the CS implies the challenge to generate the favorable competition

conditions for the development of the different economic agents in the country and improve its competitiveness

internationally”, asserted Mr. Diaz Rodriguez, Competition Superintendent.
Furthermore, the new Superintendent asserted that the compliance to the public policy recommendations must be
reviewed, the verification of the status quo of the merger/acquisition authorization requests filed must be carried on, as

well as sanctioning proceedings initiated by the Institution. Due to the fact that the CS is a new entity, the
Superintendent asserted that stronger steps must be taken with respect to areas which are responsibility of the
taken
Superintendence.
Amongst the duties and attributions of the Competition Superintendent, figure the following: Hear ex-officio or at
request of a third party, about any situation in which the market competition might be affected; investigate and order the
filing of the corresponding record.
Other of his attributions are: establish the coordination mechanisms with regulatory entities to prevent and combat
anticompetitive practices referred to in the Competition Law; and, order and contract periodically the realization of
market studies and specific consultancies of technical aspects necessary to fulfill the objectives herein; the results of
technical o
said studies may be published.
About the new Superintendent
Mr. Diaz Rodriguez is a lawyer and has a degree in Profound Studies in Development Sociology from the Institute of
degree
Economic and Social Studies at the University of Paris.
With respect to his professional achievements the most outstanding are, amongst others: Founder
achievements, Founder-Director of the Legal
Aid Office of the Civil Rights Institute (in Spanish, IDHUCA) of the Universidad Centroam

Regarding his activities as professor, Mr. Diaz has taught in various country´s universities, teaching History of Political

Doctrines, General Theory of the State, General Theory of the Process, and Civil Rights.
Furthermore, he has made over a dozen publications and written and published in different newspapers of the country
more than two hundred articles on legal issues, including a weekly column (from October 1999 until July 2002) in the
