Panchayati Raj in MP
Panchayati Raj has come into existence as an important measure
in the direction of decentralization from the very beginning in
MP. Panchayati Raj is being implemented in MP with
unambiguous policy and intention to see that community at large
may participate in strengthening panchayati raj and in the
development journey of government.
AIMS OF PANCHAYAT RAJ SYSTEM
(1)To give more power to people in administration.
(2)Introduce decentralisation of power in administration
(3)Work for the comprehensive progress of a village
Gram Sabha
The Act provides for a Gram Sabha as the foundation of the
Panchayati Raj System. It is a body consisting of all the
registered voters in the area of the panchayat.
There shall be at least 4 meetings of the Gram Sabha every year.
GRAM PANCHAYAT
After 73rd amendment in the constitution  of India, MP
Panchayats Raj Adhiniyam, 1993 came into existence, in
which three tier panchayat raj system was constituted in
Madhya Pradesh.
The progress and development of village depends on it.
Composition of Panchayats
Gram Panchayat: A Sarpanch, and directly elected Panchas from
as many wards as are determined.
Panchayat Samiti: Directly elected members from as many
territorial constituencies.
Zila Parishad: Directly elected members from as many territorial
constituencies as are determined.

Objective
The objective of the assignment is :
•To raise the awareness of the citizens on right and entitlements.
•Raise awareness about the responsibilities in the decision making
process.
•Create adequate pressure on the system of governance through
citizens' demand.
Methodology
• Early Project mobilization and team building: We plan to begin
project mobilization as early as possible to prevent from overhasty
last minute actions and decisions.
• Close cooperation and team work :The preparation of all
components in accordance with the project requirement and
objectives depends on efficient communications, close cooperation
and team work between the projects team, state project management
unit (SPMU) and the other stake holders.
Approach
The common approach and strategic methodologies to be
pursued by agency as follows
From Brief to Research: Once the brief has been received from
the Society, research will take place by team to start
developing the concept.
From Research to Inception Report: Using the research, the
consultant will select the topics for communication, secondly
will also analyse that what the Target audience wants /
expectations from the panchayat to bridge gap in the most
effective way.
Approach Cont…
From Report to Execution: The consultant’s creative people will have the
job of converting the communication into words and pictures through
advertising. The copywriter will, as the name suggests, write the copy,
whilst the art director will visually implement the copywriter’s message.
From Execution to submission of report: Once the advertisement or
commercial has run through IMVAC, the consultant will verify and check its
performance and modify if needed as per time and submit the report.
The entire content /story will be developed through positive depiction of
things.

1. Research development & Production of Print IEC Material and
dissemination.
2. Based on research Develop Radio Jingles and Programs.
3. Based on research production of Short educative films and
AV Snippets for social media dissemination.
Three -Tier System
The Act provides three- tier system of Panchayati Raj in every
state with panchayat at village, intermediate and district level.

Rationale for Introducing the Systematic Approach to
Training (SAT)- Cycle and Decentralized Training
Cascades for PRIs
• For customized/need-based responsive training corresponding to entry behaviour of
PRIs (w.r.t. knowledge, skills and attitudes- existing & desired)
• To equip PRIs for effective role-performance with a view for improving local self governance
• Need-based module and material development to guide state-wide training of PRIs with a
uniform curriculum for maintaining optimal quality of content and delivery
• Training a strong cadre of trainers to deliver direct training to PRIs as Decentralized cascades
• Decentralized training- a time and cost effective alternative to ensure fast outreach and
ensuring ‘Training for All’- in the PRI-Sector: with more than 1.25 lac functionaries to be trained
every 5 years
• Assessing training impact as a strategy for validation of training objectives, content,
methodology and outcomes
Exposure Visit & Helpline
Exposure visits has been conducted to identified beacon
Panchayati of other states.
Panchayati Raj Training Institutions at District level (PRTIs)
District level Training Centre would be operationalised in
convergence mode with Rural Development Department.
These DTCs will provide facilitation support in conduct of
Training Programs of PRD and RD.

• We have developed the content based on the dipstick study
conducted and the feedback received during the visits in several
Gram Panchayats.

• Character development is based on the names commonly accepted
by the villagers in different Panchayats.
• Designing focused on the Long term impact and higher visibility.
• Topics finalised with the help of Officials and the requirement of the
project.
• Short messaging with less content and strong visual impact will force
the viewer to think and react.

The Story of a Gram Panchayat

Core Approach for the Fiction Film
• It Bring awareness of Participation in Gram Sabha
• It make villagers understand the functions and benefits of Gram Sabha
• It motivates villagers to take charge of their village by participating in Gram
Sabha
STORY LINE
• Bharatpur is an ideal village in Bihar, ideal in the sense of cleanliness, management,
operation of government bodies, law and other social activities. The credit for peace
and development is directly linked to the ‘Gram Panchayat’ and it’s active members.
• Suraiya is one of the most active and prominent member of the Gram Sabha. She has
contributed a lot in the development of the village.
• Suraiya’s father fixes her marriage with an Army officer named Ashok, son of an
Upmukhiya, Akwari Chacha from another village.
• Suraiya is welcomed in the new house & her in-laws are very humble. But, just in few
days Suraiya notices that basics amenities are not available to many villagers.
• As Suraiya tries to address various problems to the villagers, her father-in-law tells her
that the Mukhiya, Triolchan is a complacent man, who doesn’t pay much attention to
the real problems and that’s the reason Gram Sabha in his village is not so active.
• After pondering over the situation of the village, Suraiya gathers
courage and joins hand with the ailing people by educating them about
various benefits of Gram Sabha for the betterment of the Village.
• Initially Mukhiya doesn’t like this initiative but Suraiya needs no
approval, so things continue and slowly the villagers start trusting her.
• Later, on persuasion, Suraiya stands for the Mukhiya’s election and as
the whole Village is awaken towards the Gram Sabha, she wins the
election .
• Eventually, Suraiya transforms the village to an ideal village with the
help of fellow villagers.
• She makes every villager participate in Gram Sabha, by communicating
the importance of Panchayat and people’s involvement in Panchayat
for an overall development of village like her own Bharatpur.
Docu Drama
Outline of the Gram Panchayat Documentary
CONCEPT
Documentary will cover:
• Panchayati raj, the idea and the structure covering 1992 Act, hierarchy implementation,
structure, functioning and the benefits of decentralisation of power.
• It will explore Gram Panchayat in detail covering all its bodies, functioning, current
problems and provide solution with real life examples.
• It will explain the Gram Sabha, its members and their duties and how Gram Sabha is the
tool for attaining Gram Swaraj.
• It will also give significant importance to the participation in Gram Sabha and the
function of six standing committee and their role in development of Panchayat along
with other schemes facilitated to Gram Panchayat for the development of community.  
APPROACH
Research - Our Team has Learned and gathered almost everything related to the subject
Gram Panchayat. We have traced out the story lines and have acquired the leads (Mukhiyas)
for our subject who would convey the core concept of our Documentary.
Shooting -We are going to shoot the documentary from the perspective of Gram Panchayat.
We will visit the Gram Panchayat of Mukhiyas and document them, Gram Sabha Members and
the entire village from the perspective of Gram Panchayat.
Post Production- Once all of the footages are shot and we have gathered the various
production elements, we would start to organising it into an edited documentary. We would
pinpoint the most compelling elements of our concept and start crafting "mini-scenes"
around those events along with a required voice over, who would be the narrator of our
documentary.
Final Cut - Once as per the concept of the Documentary everything is assembled in
coherence within the given timeline, we will match the final narration with the concept and
take the final output.
RADIO
OBJECTIVES
• To present the information on the core concept of Panchayati
Raj System with respect to the law of the land.
• To communicate the idea of an ideal Gram Panchayat, traits of
active and effective leaderships and role of citizens in collective
advancement.
• To entertain and educate citizens through dramatic
representation of the information on Panchayati Raj System in
Bihar.
Radio Scripts
The Radio Scripts have been submitted in two sets.
Radio Jingles - First set of 60 Scripts is a brief play out of
characters, each script explaining one aspect of the Bihar
Panchayat Raj Act – 2006 in 60 secs.
Radio Episodes - The Second set of 52 Scripts is a detailed
playout of the characters and a story explaining specifics and
more in-depth aspects of the Act in 30 mins.
Both these sets have been marshalled by lead characters who have
been instrumental in story-telling and connect building.

  • 3. Panchayati Raj in MP Panchayati Raj has come into existence as an important measure in the direction of decentralization from the very beginning in MP. Panchayati Raj is being implemented in MP with unambiguous policy and intention to see that community at large may participate in strengthening panchayati raj and in the development journey of government.
  • 4. AIMS OF PANCHAYAT RAJ SYSTEM (1)To give more power to people in administration. (2)Introduce decentralisation of power in administration (3)Work for the comprehensive progress of a village
  • 5. Gram Sabha The Act provides for a Gram Sabha as the foundation of the Panchayati Raj System. It is a body consisting of all the registered voters in the area of the panchayat. There shall be at least 4 meetings of the Gram Sabha every year.
  • 6. GRAM PANCHAYAT After 73rd amendment in the constitution  of India, MP Panchayats Raj Adhiniyam, 1993 came into existence, in which three tier panchayat raj system was constituted in Madhya Pradesh. The progress and development of village depends on it.
  • 7. Composition of Panchayats Gram Panchayat: A Sarpanch, and directly elected Panchas from as many wards as are determined. Panchayat Samiti: Directly elected members from as many territorial constituencies. Zila Parishad: Directly elected members from as many territorial constituencies as are determined.

  • 9. Objective The objective of the assignment is : •To raise the awareness of the citizens on right and entitlements. •Raise awareness about the responsibilities in the decision making process. •Create adequate pressure on the system of governance through citizens' demand.

Methodology • Early Project mobilization and team building: We plan to begin project mobilization as early as possible to prevent from overhasty last minute actions and decisions. • Close cooperation and team work :The preparation of all components in accordance with the project requirement and objectives depends on efficient communications, close cooperation and team work between the projects team, state project management unit (SPMU) and the other stake holders.

Approach The common approach and strategic methodologies to be pursued by agency as follows From Brief to Research: Once the brief has been received from the Society, research will take place by team to start developing the concept. From Research to Inception Report: Using the research, the consultant will select the topics for communication, secondly will also analyse that what the Target audience wants / expectations from the panchayat to bridge gap in the most effective way.
  • 12. Approach Cont… From Report to Execution: The consultant’s creative people will have the job of converting the communication into words and pictures through advertising. The copywriter will, as the name suggests, write the copy, whilst the art director will visually implement the copywriter’s message. From Execution to submission of report: Once the advertisement or commercial has run through IMVAC, the consultant will verify and check its performance and modify if needed as per time and submit the report. The entire content /story will be developed through positive depiction of things.

Rationale for Introducing the Systematic Approach to Training (SAT)- Cycle and Decentralized Training Cascades for PRIs • For customized/need-based responsive training corresponding to entry behaviour of PRIs (w.r.t. knowledge, skills and attitudes- existing & desired) • To equip PRIs for effective role-performance with a view for improving local self governance • Need-based module and material development to guide state-wide training of PRIs with a uniform curriculum for maintaining optimal quality of content and delivery • Training a strong cadre of trainers to deliver direct training to PRIs as Decentralized cascades • Decentralized training- a time and cost effective alternative to ensure fast outreach and ensuring ‘Training for All’- in the PRI-Sector: with more than 1.25 lac functionaries to be trained every 5 years • Assessing training impact as a strategy for validation of training objectives, content, methodology and outcomes
  • 20. Exposure Visit & Helpline Exposure visits has been conducted to identified beacon Panchayati of other states. Panchayati Raj Training Institutions at District level (PRTIs) District level Training Centre would be operationalised in convergence mode with Rural Development Department. These DTCs will provide facilitation support in conduct of Training Programs of PRD and RD.

  • 44. STORY LINE • Bharatpur is an ideal village in Bihar, ideal in the sense of cleanliness, management, operation of government bodies, law and other social activities. The credit for peace and development is directly linked to the ‘Gram Panchayat’ and it’s active members. • Suraiya is one of the most active and prominent member of the Gram Sabha. She has contributed a lot in the development of the village. • Suraiya’s father fixes her marriage with an Army officer named Ashok, son of an Upmukhiya, Akwari Chacha from another village. • Suraiya is welcomed in the new house & her in-laws are very humble. But, just in few days Suraiya notices that basics amenities are not available to many villagers. • As Suraiya tries to address various problems to the villagers, her father-in-law tells her that the Mukhiya, Triolchan is a complacent man, who doesn’t pay much attention to the real problems and that’s the reason Gram Sabha in his village is not so active.
  • 45. • After pondering over the situation of the village, Suraiya gathers courage and joins hand with the ailing people by educating them about various benefits of Gram Sabha for the betterment of the Village. • Initially Mukhiya doesn’t like this initiative but Suraiya needs no approval, so things continue and slowly the villagers start trusting her. • Later, on persuasion, Suraiya stands for the Mukhiya’s election and as the whole Village is awaken towards the Gram Sabha, she wins the election . • Eventually, Suraiya transforms the village to an ideal village with the help of fellow villagers. • She makes every villager participate in Gram Sabha, by communicating the importance of Panchayat and people’s involvement in Panchayat for an overall development of village like her own Bharatpur.

CONCEPT Documentary will cover: • Panchayati raj, the idea and the structure covering 1992 Act, hierarchy implementation, structure, functioning and the benefits of decentralisation of power. • It will explore Gram Panchayat in detail covering all its bodies, functioning, current problems and provide solution with real life examples. • It will explain the Gram Sabha, its members and their duties and how Gram Sabha is the tool for attaining Gram Swaraj. • It will also give significant importance to the participation in Gram Sabha and the function of six standing committee and their role in development of Panchayat along with other schemes facilitated to Gram Panchayat for the development of community.  
  • 48. APPROACH Research - Our Team has Learned and gathered almost everything related to the subject Gram Panchayat. We have traced out the story lines and have acquired the leads (Mukhiyas) for our subject who would convey the core concept of our Documentary. Shooting -We are going to shoot the documentary from the perspective of Gram Panchayat. We will visit the Gram Panchayat of Mukhiyas and document them, Gram Sabha Members and the entire village from the perspective of Gram Panchayat. Post Production- Once all of the footages are shot and we have gathered the various production elements, we would start to organising it into an edited documentary. We would pinpoint the most compelling elements of our concept and start crafting "mini-scenes" around those events along with a required voice over, who would be the narrator of our documentary. Final Cut - Once as per the concept of the Documentary everything is assembled in coherence within the given timeline, we will match the final narration with the concept and take the final output.

OBJECTIVES • To present the information on the core concept of Panchayati Raj System with respect to the law of the land. • To communicate the idea of an ideal Gram Panchayat, traits of active and effective leaderships and role of citizens in collective advancement. • To entertain and educate citizens through dramatic representation of the information on Panchayati Raj System in Bihar.
  • 51. Radio Scripts The Radio Scripts have been submitted in two sets. Radio Jingles - First set of 60 Scripts is a brief play out of characters, each script explaining one aspect of the Bihar Panchayat Raj Act – 2006 in 60 secs. Radio Episodes - The Second set of 52 Scripts is a detailed playout of the characters and a story explaining specifics and more in-depth aspects of the Act in 30 mins. Both these sets have been marshalled by lead characters who have been instrumental in story-telling and connect building.
