● Import license requirements from CFIA
○ Condition: having an Import Preventive Control Plan
● US based companies can hold an SFCR license (not intended for product manufactured
outside US)
● Process for Preventive Controls similar to Supplier Approval Programs as outlined in
FSMA and GFSI

● Big difference from FSMA is that the SFCR PCs have to cover “other” regulatory requirements
beyond food safety
○ i.e. labelling, weights/counts, claims, grades, standards of identity etc.
● Importers need to have detailed information on all suppliers, products, processes, and
hazards
● Need to conduct an assessment of potential hazard associated with the imported products

● Importers have multiple means to ensure imported product meets Canadian standards:
○ audits of suppliers, GFSI or other recognized certifications, COAs, foreign government
recognition such as Canada/US Recognition Agreement between FDA and CFIA, foreign
government product certifications etc.
● Other means of verification are inspection and testing of incoming products

● Where products are covered under existing agreements, products must continue to meet
these requirements, such as USDA/CFIA agreement on meat entering Canada
● CFIA will audit these Importer PCPs based on a Risk Based Inspection Model
○ includes both document review and product sampling
● PCP section on complaints, traceability and recall procedures, including notifications to
CFIA in potential recall situations
12. Safe Food for Canadians (SFCR) – Timelines & Deadlines
FSMA FRIDAYS
● Importers of meat, fish and seafood, dairy, eggs, maple had to comply as of January 2019
○ There are deadlines of mid-2020 for most other foods and for very small businesses it is
2021
● The CFIA website section on SFCR
● Licences can be applied for on the MY CFIA section of the website: $150 for 2 years
