UNEMPLOYMENT DUE TO COVID PANDEMIC
4715. SHRI MALOOK NAGAR:
Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to
state:
(a) the number of people who became jobless due to the Covid Pandemic in the country so far,
State-wise and district-wise details thereof especially in Bijnor, Meerut and Muzaffarnagar
districts of Uttar Pradesh;
(b) whether the Government has formulated any concrete and effective policy to provide relief
from unemployment in the MSME sector; and
(c) if so, the details thereof and the steps being taken by the Government in this regard?

MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES
(SHRI BHANU PRATAP SINGH VERMA)
(a): As MSMEs are present in both formal and informal sector; data regarding temporary or
permanent loss of jobs in MSME sector are not maintained by the Government of India in Ministry
of Micro, Small and Medium Enterprises (MSME). However, the number of persons employed in
MSMEs registered on Udyam portal in All India during 2020-21 (01.07.2020 to 31.03.2021) and
2021-22 (01.04.2021 to 28.03.2022) are 2.78 crore and 3.52 crore respectively. The State/UT wise
details are attached in annexure I and District wise details for the state of Uttar Pradesh are attached
in annexure II for the same period.
(b) & (c): The Ministry of Micro, Small and Medium Enterprises (MSME) implements
different schemes and programmes aimed at promotion and development of Micro, Small and
Medium Enterprises (MSMEs) including employment generation. These schemes / programmes,
inter alia, include financial support. Some of these schemes programmes include Credit Guarantee
Fund Trust for Micro and Small Enterprises (CGTMSE), Prime Minister's Employment
Generation Programme (PMEGP), Scheme of Fund for Regeneration of Traditional Industries
(SFURTI) and Micro and Small Enterprises - Cluster Development Programme (MSE-CDP), etc.
The Government of India announced a series of measures under Aatma Nirbhar Bharat to
support the economy, especially the MSME sector. This inter-alia includes (i) Rs. 20,000 crore
Subordinate Debt for stressed MSMEs; (ii) Rs. 50,000 crore equity infusion through MSME Fund
of Funds (SRI Fund); (ii) 3 lakh crore Emergency Credit Line Guarantee Scheme (ECLGS) for
Businesses, including MSMEs (which has subsequently been increased to 5 lakh crore); etc.
