The apportionment of representatives in the Norwest in the House would decrease because of lowering populations, while representatives in the Southwest would increase because of growing population. According to Wikipedia there are about 700,000 people in a population per representative. If 700,000 people left a certain state in the Northwest, then it would lose a representative. If 700,000 came into a Southwest state, then it would gain a representative.
