SIMULATION RULES:
1. The goal of the simulation is for you to learn the art of
building consensus in a context of varying and
competing interests.
2. During the simulation you will be accumulating points
corresponding to the activity that you will engage in.
3. Points will also be deducted from you depending on the
outcomes of how you simulate the role.

SIMULATION RULES:
4. These are the following points:
35 points – if you are elected into a parliament
official or you oust an elected official
25 points – if you introduce legislation
15 points – if you succeed in passing legislation
10 points – when you interpellate a fellow minister
5 points – each time you raise a motion on the floor
-15 points – if you are removed from your position

SIMULATION RULES:
5. You get bonus points given upon discretion by the
professor who shall preside over parliament as Speaker of
the House each time you act in a way that is faithful to the
manner expected of the character you are simulating (i.e.
interpellate a known political rival, vote for a known
political ally). However, you also get a 5 point deduction
each time you act in a way that the politician you are
supposed to simulate would never or not expected to act

SIMULATION RULES:
6. Your grade will depend on the points you accumulate:
100 – 90 points – 4.0
89 – 80 points – 3.75
79 – 60 points – 3.5
59 – 50 points – 3.35
49 – 40 points – 3
39 – 30 points – 2.5

RULE No. 1: The following shall be the officers of
parliament:
Prime Minister Deputy Prime Minister
Minister of Defense Minister of Foreign Affairs
Minister of Trade Minister of the Budget
Minister of Education Minister of Economic Planning
Minister of Housing Minister of Labor
Minister of Local Government Minister of Social Welfare
Minister of Health Minister of Public Works
Minister of Energy Minister of Agriculture
Minister of the Press Minister of Justice

RULE No. 2: The Prime Minister shall be elected by a
majority vote of all ministers of parliament during the first
session of parliament and shall continue to hold the office
for the entire duration of the parliamentary session unless
before the end of such session, a majority of all ministers
present shall declare their loss of confidence in the Prime
Minister and his government and elect a new Prime
Minister and/or install a new government

RULE No. 3: The seating Prime Minister shall have full
discretion over the appointment of his government’s
cabinet. However, ministers who do not belong to the
ruling government may form their own shadow cabinet
which may be tasked by their own shadow prime minister
to directly respond to the government’s proposed
legislations, hold the government’s actions into account, or
build consensus to support or withdraw support from the
ruling government

RULE No. 4: Two (2) days after the formation of a
government, such government shall furnish the parliament
with a Government Plan detailing the programs and plans
of such government corresponding to each official. Any
subsequent government formed or new minister
appointed to any ministerial post shall also do so within
the next 24 hours of that subsequent government’s
formation and/or subsequent appointment to any
ministerial post amending or overhauling any existing plan

RULE No. 5: Any member of parliament shall have the
right to introduce new legislation or amend existing
legislation. Provided that such legislation be circulated to
the parliament two (2) days before its introduction into the
floor. Proposed legislation shall follow this prescribed
format:

RULE No. 6: Any member of parliament shall also have the
right to interpellate any other member of parliament for
any of the following purposes: a) to clarify provisions of a
proposed legislation; b) to oppose provisions of a
proposed legislation; c) to clarify existing programs of the
government; d) to oppose existing programs of the
government; provided that such interpellation be limited
to 10 minutes per interpellating member of parliament

RULE No. 7: Any member of parliament shall have the right to raise any of the
following motions while parliament is in session, provided the movant address the
floor by saying “Mr. Speaker, I move to…”
AMEND DIVIDE THE ASSEMBLY
STATE(or RESTATE) THE QUESTION CONSOLIDATE
RECONSIDER OPEN THE FLOOR FOR DEBATE
DEFER DEBATE OR DISCUSSION REOPEN DEBATE OR DISCUSSION
SUSPEND THE RULES ADJOURN
All of these motions to be carried out shall be seconded by any one agreeing to its
being carried out during the session. No motion to reconsider, however, shall be
raised again after it has been twice defeated in the floor when such motion was not
carried out and NO succeeding debate ensues OR after it has been defeated after it
has been carried out and the subsequent debate and votation has defeated it.

RULE No. 8: The following motions do not need to be seconded and
may be directly addressed by the chair and resolved upon the chair’s
discretion without any need for the Assembly to vote on the matter
and may be properly raised by any movant saying, “Mr. Speaker, I
move to”:

  • 2. PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 SIMULATION RULES: 1. The goal of the simulation is for you to learn the art of building consensus in a context of varying and competing interests. 2. During the simulation you will be accumulating points corresponding to the activity that you will engage in. 3. Points will also be deducted from you depending on the outcomes of how you simulate the role.

These are the following points: 35 points – if you are elected into a parliament official or you oust an elected official 25 points – if you introduce legislation 15 points – if you succeed in passing legislation 10 points – when you interpellate a fellow minister 5 points – each time you raise a motion on the floor -15 points – if you are removed from your position

You get bonus points given upon discretion by the professor who shall preside over parliament as Speaker of the House each time you act in a way that is faithful to the manner expected of the character you are simulating (i.e. interpellate a known political rival, vote for a known political ally). However, you also get a 5 point deduction each time you act in a way that the politician you are supposed to simulate would never or not expected to act

Your grade will depend on the points you accumulate: 100 – 90 points – 4.0 89 – 80 points – 3.75 79 – 60 points – 3.5 59 – 50 points – 3.35 49 – 40 points – 3 39 – 30 points – 2.5

PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 RULE No. 2: The Prime Minister shall be elected by a majority vote of all ministers of parliament during the first session of parliament and shall continue to hold the office for the entire duration of the parliamentary session unless before the end of such session, a majority of all ministers present shall declare their loss of confidence in the Prime Minister and his government and elect a new Prime Minister and/or install a new government

PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 RULE No. 3: The seating Prime Minister shall have full discretion over the appointment of his government’s cabinet. However, ministers who do not belong to the ruling government may form their own shadow cabinet which may be tasked by their own shadow prime minister to directly respond to the government’s proposed legislations, hold the government’s actions into account, or build consensus to support or withdraw support from the ruling government

PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 RULE No. 4: Two (2) days after the formation of a government, such government shall furnish the parliament with a Government Plan detailing the programs and plans of such government corresponding to each official. Any subsequent government formed or new minister appointed to any ministerial post shall also do so within the next 24 hours of that subsequent government’s formation and/or subsequent appointment to any ministerial post amending or overhauling any existing plan

PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 RULE No. 5: Any member of parliament shall have the right to introduce new legislation or amend existing legislation. Provided that such legislation be circulated to the parliament two (2) days before its introduction into the floor. Proposed legislation shall follow this prescribed format:

PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 TITLE OF LEGISLATION: INTRODUCED BY: WHEREAS, State the existing conditions that motivated the proposal RESOLVED, State another major provision of the proposal (if any) WHEREAS, State a general principle/value that motivated the proposal RESOLVED, State another major provision of the proposal (if any) RESOLVED, State a major provision of the proposal RESOLVED, State how the proposal shall be carried out
  • 12. PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 RULE No. 6: Any member of parliament shall also have the right to interpellate any other member of parliament for any of the following purposes: a) to clarify provisions of a proposed legislation; b) to oppose provisions of a proposed legislation; c) to clarify existing programs of the government; d) to oppose existing programs of the government; provided that such interpellation be limited to 10 minutes per interpellating member of parliament

PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 RULE No. 7: Any member of parliament shall have the right to raise any of the following motions while parliament is in session, provided the movant address the floor by saying “Mr. Speaker, I move to…” AMEND DIVIDE THE ASSEMBLY STATE(or RESTATE) THE QUESTION CONSOLIDATE RECONSIDER OPEN THE FLOOR FOR DEBATE DEFER DEBATE OR DISCUSSION REOPEN DEBATE OR DISCUSSION SUSPEND THE RULES ADJOURN All of these motions to be carried out shall be seconded by any one agreeing to its being carried out during the session. No motion to reconsider, however, shall be raised again after it has been twice defeated in the floor when such motion was not carried out and NO succeeding debate ensues OR after it has been defeated after it has been carried out and the subsequent debate and votation has defeated it.

PARLIAMENTARY RULES OF ORDER & ORDER OF BUSINESS Simulated Parliamentary Session PoS100 – ADI Intersession 2015 RULE No. 8: The following motions do not need to be seconded and may be directly addressed by the chair and resolved upon the chair’s discretion without any need for the Assembly to vote on the matter and may be properly raised by any movant saying, “Mr. Speaker, I move to”: WITHDRAW A MOTION RAISE A MATTER OF PARLIAMENTARY INQUIRY CALL THE ASSEMBLY INTO ORDER SUSPEND THE ASSEMBLY FOR A ONE(to FIVE) MINUTE RECESS
