11. Levels and Concepts of Energy
Service Providers *
1 The service provider (SP) conducts an energy audit against a fixed fee. Delivers a report with recommendations
and pulls out.
2 The SP conducts an energy audit as in case 1. In addition obvious causes of energy waste are immediately fixed
if low cost or quick solutions are available.
3 The SP as in case 1 conducts an energy audit and details recommendations by an investment grade report (IGR)
that may also include engineering design.
4 The SP as in case 3 goes beyond an energy audit and prepares an IGR. In addition SP assists in establishing an
improved data collection, recording and analysis system.
5 As in case 5, but the performance contract has a clause about guaranteed savings.

7 SP provides complete engineering design for recommendations and invests under a performance contract.
8 Contract for delivery of energy based on a true ESCO model.
9 Vendor ESCO, selling equipment under a high energy efficiency label. Almost all sell equipment under a
guaranteed performance or annual energy saving liable. Vendors who do not sell but lease, or even operate
their own equipment are rare..

16. Options for our region
1. We do one training / certification at a time using different service
providers /content for each event and each country. This approach is a
business as usual non sustainable scenario which I, in the last 20 years,
resulted in nothing.
2. We introduce an existing program such as the European Energy Manager
training program or CEM of the association of Energy Engineers hoping
that RCREEE and other will become regional/national certified providers.
This approach can be useful in the short term and perceived prestigious
from participants and the beneficiary countries. It might be expensive to
maintain in the long run.
3. To build our own curricula in the three languages with local regional case
studies, test banks as some kind of a regional training/certification
program. This approach is the most difficult but most sustainable. We end
up having our own affordable regional training and certification programs
that also creates a regional market.

such programs in Arab and European
Countries and propose a regional delivery
mechanism
