• The Barangay as the basic political
unit is mandated under Section 384 of
the Local Code “as the primary
planning and implementing unit of
government policies, plans, programs,
projects and activities in the
community.”
5. • According to the Art. 405 (e) of the
Local Government Code (LGC) which
provides that “Local government
budgets shall operationalize approved
local development plans.”

of barangay budget.
•PB ensures that funds are disbursed in accordance
with the appropriation ordinance and reviewed
annual budget.
• Financial transaction follows accounting and
auditing rules.
