Robin Rabii, APA member and Director of the
Bureau of State Payroll Services in the New York
Office of the State Comptroller, was recently
honored for distinguishing himself in both his
workplace and the community.
During an African American History Month
celebration held at the State Museum in Albany on
February 1, Rabii received the annual African
American Leaders of Excellence in State Service
Award from Governor George E. Pataki.
As such, Rabii was cited as a "champion of
innovation, improvement, and customer
responsiveness." Since coming to the State
Comptroller's Office in 1999, Rabii "has pioneered
the use of performance measures to guide state
agency payroll operations, established a strong
customer focus in state payroll administration,
introduced improved audit and internal control
practices in payroll, and facilitated the evolution of
the payroll system into a state-of-the-art browser-
based system employing many best practices in
security and payroll processing."
Rabii oversees the management of a $12 billion annual payroll for over 250,000 employees
of the New York state executive, legislative, and judicial branches of government; the State
University of New York; and the City University of New York senior colleges. He holds a
bachelor's degree from the State University of New York at New Paltz, as well as an MPA
from the State University of New York at Stony Brook. In addition to his membership in APA,
Rabii is involved with the National Association of State Auditors, Comptrollers and
Treasurers, and serves as Chair of the New York State Payroll Users Group.
