€ 5 billion investment support for Carbon Capture Storage
(CCS) and innovative Renewable Energy Sources (RES)
What is NER 300?
NER300 refers to the allocation by the EC of 300 million CO2 allowances from the Emissions
Trading Directive for New Entrants Reserve (NER). The EC’s objective is to accelerate the
introduction of innovative renewable energy technologies and investments in Carbon Capture
Storage (CCS).
The European Investment Bank (EIB) will auction the reserved CO2 allowances. The traded
market price for these certificates, which is expected to exceed 5 billion Euros, will be allocated to
submitted innovative investment projects.
NER300 will finance 50% of the relevant costs. These are: the extra investment cost + operating
cost minus extra operating benefits.
The first call for proposals is expected in September 2010 for projects that are operational end
2015. A second and final NER300 call will follow approx. 2 – 3 years later.

Eligible investments
NER 300 will be focussed on techniques that are not commercially available yet, but ready for
demonstration at pre-commercial scale. The draft version of the NER300 decision covers the
following energy sources as eligible:
CCS demonstration:
Pre-combustion, post-combustion or oxyfuel
Industrial application at refineries, cement kiln, iron & steel or aluminum production
Innovative RES:
Bio energy based (lignocelluloses and algae)
Concentrated solar power (parabolic, tower and striling dish)
Photovoltaics
Geothermal
Wind (on-shore and off-shore)
Ocean (wave, marine, tidel and thermal)
Hydropower (with High Temperature Superconducting Generators)
Distributed Renewable Management (Smart Grids)

Selection process en roles
Each member state will decide on the eligibility of the submitted proposals. The EIB will perform
the financial and technical due diligence and draw up a concept ranking. The EC will decide on the
ranking of projects.
Important selection criteria are:
The geographical spreading of selected projects (minimum 1 and maximum 3 project per
member state)
The technological spreading of selected projects. The EC aims at 8 CCS projects and 34 RES
projects.
