This specific case study was one in which IHS acted as an extension of government staff. IHS mediated conversations between the Department of Defense and Boeing to find a way to adjust required contract payouts. When contracting with the US government, there are risk-sharing escalation clauses that ensure the supplier/contractor is adequately compensated for rising costs over the life of a contract. In this case, worker benefits were improperly reported by the Bureau of Labor Statistics (BLS), causing a massive spike in the contract adjustment. IHS worked closely to audit the data, and provide the DoD a new, cleansed set of numbers to be used in its three primary affected contracts with Boeing. IHS sat down with both Boeing and the government to discuss the situation, shed light on the numbers, and come to mutual agreement. The contract payouts were resolved amicably, saving the US government over $500 million. As a side note, Boeing is a P&P client as well, and we worked on both sides of the contract to ensure a fair, market price, without favoring either player.
