2. PRESENTATION
Carlism is a social and political phenomenon, which since its appearance,
vindicates the full selfgovernment of the nationalities of the state. As a
movement which has persisted throughout 3 centuries, it has become more
profound, maturing and adapting its programme to the contemporary era.
This brief document resumes the points on which its political action is based.
HISTORIC CARLISM
It arose in the 19th Century channeling the discontent of the moment. It
was capable of maintaining 3 wars in defense of its model of society.
CARLIST PARTY
The party was formed during the 1st World War during the course of which its
political thinking was formed. Today it continues to maintain the same political
thinking.
POINTS FOR THE 21ST CENTURY
1. Rights and liberties of the person:
The person forms the community and his rights are internationally
recognized in Article 1 of the Universal Declaration of Human Rights. It
advocates the liberty of all without any limitation except that which
affects the collective liberty, because this is the sign of the natural law.
2. Leadership of the State:
A consultancy will be carried out guaranteeing the free election of the
leader of the State by the citizens. The question will be simple and
direct: Monarchy or Republic. The Carlist party defended the option of a
confederation of republics or a confederate monarchy.
3. Territorial organization:
There would be a confederation of states formed by the association of
the peoples and nationalities which democratically opted for this union.
The principle of solidarity would rule among the different federal
republics.
3. 4. Territorial selfmanagement:
The creation of a federate model which permitted the free and voluntary
coexistence of the peoples is one of the objectives of the Carlist Party.
We believe in a territorial model that must be constructed from the base
up, in a totally democratic and solidarity form, where the peoples have
the capacity to decide and manage themselves freely.
5. Selfdetermination:
Selfdetermination is to exercise the selfmanagement in a consultation
and in a day. The principle of sovereignty and selfdetermination must
lead to the free choice of the peoples and nationalities to join together in
the confederation of republics. In this way the confederate state is a pact
of the nationalities. The Senate, the high chamber would be eliminated
and substituted by a chamber of interterritorial representation.
6. Police:
Each state will have its police corps and a confederate police corps with
competence in all the territory will be created to solve interterritorial
problems. The members of the current police corps can be integrated in
one or another of the corps according to their profile and speciality.
7. Armed forces:
A confederate army whose objective is the defense of the confederation
against will be created. A new joint strategic plan will be elaborated. All
the foreign help missions in which they may participate, will be under the
umbrella of the United Nations Organization.
8. Syndicalism:
The syndication and active participation of the persons will be promoted.
The syndicate must be of a socialpolitical organization character that
orientates and organizes the action of the persons, as much within the
framework of the enterprise as in the social and political transformation.
4. 10. Public bank:
Reform of the Institute of Official Credit so that their funds will be orientated to
the formation of the cooperative network where it’s being created. The finance of
the private sector will be reduced to direct these resources to public enterprises
and the cooperatives which have viability. It will be responsible for the good
objective of the credit operations and the intermediate management entities.
11. Fiscal operations:
Each republic will legislate their own fiscal system. The federation will
promote a truly progressive tributary system. In this way it will have the
legal mechanisms necessary for the fight against fiscal fraud. As the fiscal
collection is consolidated the elimination of indirect taxes will be eliminated
due to their scare equivalent character.
9. Cooperation:
Cooperatives will be promoted, providing them with the financial and
fiscal means that encourage their creation and later development. With
them a productive and cooperative network, managed by the workers will
be implanted. A secretariat of assessment, control and development will
be created to achieve their efficiency.
12. Agriculture:
A policy of investment which favors the production of small and medium
agricultural groups in cooperatives as well as its commercialization will be
favored. In the same way funds will be created for natural disasters that
affect the agrarian cooperative network.
13. Teaching:
It will be public, universal and bilingual. Each state will create its own
academic programme supervised by the confederate government in the
subjects that affect the confederation.
14. Languages:
The use and in the case of recuperation of autochthonous languages from
primary level will be fomented, being coofficial where they exist.
5. 15. Religion:
Carlism as a political movement in constant evolution like the society in
which it exists has not being an exception to the changes. In religious
aspects its roots are of a Christian orientation, following the directions of the
Catholic Church and the 2nd Vatican Council, which in its declaration
‘Dignitates Humanae’ speaks about religious liberty, which makes it part of
this and as a political formation declares itself nonconfessional.
17. Sexual liberty:
No person will be discriminated for their sexual orientation. There will be
work and legislation in the defense of those persons who for this motive
suffer discrimination.
16. Health:
Health will be public, universal and free. This will be coordinated by an
international council.
18. New technologies:
All aspects of the new technologies and their introduction in all education
centres will be promoted. In the same way the eradication of digital poverty in
all territories will be an objective.
19. Ecology:
The Carlist Party, true to its community vision, proposes to construct a
socialecological model of sustainable development, in which the
environmental balance of each human activity will be the principle that
guides the economic and political. The objective of the Agenda 21 of the
United Nations Organization will be promoted among the Town halls.
20. Renewable energies:
All types of clean energies which are not aggressive with the
environment instead of the use of hydrocarbons of thermal or nuclear
origin.
21. International relations:
International relations will be in the hands of the confederate
governments which will act according to the imperative mandate.
