3. 1.What is economic land concessions
Refers to the state private land granting mechanism through a specific
concession contract to a concessionaire to use agri-industry and agro-
industry
There are two images of economic land concessions
1-The proposal has been called upon by the MAFF to make plans to call on
investors to submit their proposals.
2-The request does not appeal. Investors are proposing a proposal to the
State for authorization
Investments in economic land concessions started in 1992, but were
suspended on May 7, 2012 under the Royal Government's Order No. 01 on
the measures to strengthen and improve the effectiveness of economic
land concessions.
4. 2.The purpose of granting economic land concessions
Developing agricultural and agro-industry activities requiring first-time
capital investment at a high rate and appropriate level.
Achieving specific agreements from investors for the development of land in
a suitable and sustainable manner, based on the land use plan of the area.
Increase rural employment in the framework of intensification and
diversification of livelihood opportunities, and within the framework of
appropriate natural resource management.
Encourage all investments in ELC and projects
Generate state revenue or provincial or municipal income through collecting
land use fees, taxes, and related service fees.
5. 3.General Situations of implementation of economic land concessions
The company has been operating in 219 companies As of
September 2017. the 219 companies implemented their
investment plan as follows:
▪Clearing 530,000 hectares of cultivated land, 430,000 hectares
-Building a total road system of 16,000 km
-Employs nearly 50,000 workers, of which about 47,000
domestic labor force

-At present, there are 23 companies that have been Re-
signed contract (Vietnamese companies 17, Khmer 4
companies, Australian companies 1 and Chinese companies
1)
-Other operating companies have been continuing the
process of ending land registration to re-enter into a new
contract.
8. 4.The situation of rubber plantation in the
concession area2017
-A total of 154 companies out of the 219 companies are
planting rubber trees from Cambodia, Vietnam, China,
Malasian, Korean ...
-Total clearing 290,000 hectares of cultivated land, 250,000
hectares
• Building a total road system of 15,000 km
• Employs nearly 29,000 workers, of which about 27,000
domestic labor force
9. 1.Continue to update information and update data related to progress of
investment companies.
2.In the case of acute land disputes, the company must cooperate with the
Ministry and must implement the letter of the Royal Government of the
Inter-ministerial Committee for measuring, measuring and evaluating
economic land concessions.
3.According to the Government's letter of notification, investment firms, ELCs
that have already settled the impact, need to collaborate with the MAFF to
re-establish a contract and revise the investment period from 70 to 50 years.
4.The ELC, which is due to pay land fees, must pay in time, in cooperation with
the Inter-ministerial Commission to collect concessions
5.For the ELC, which has received investment before the Royal Government's
Order No. 01 July 7, 2012, the Royal Government will continue to carry out
the procedures to complete the contract with the Royal Government.
