1. INTRODUCTION AND BACKGROUND
The Ministry of Land, Environment and Rural Development (MITADER), in coordination
with other ministries and public institutions, has prepared a WB-financed operation entitled
Mozambique Forest Investment Project (MozFIP). MozFIP aims to improve the practices and
enabling environment for forest and land management in targeted landscapes in Mozambique.
MozFIP comprises 3 major components: 1) Promoting Integrated Landscape Management,
focused on landscape-level activities in areas such as land tenure regularization, decentralized
spatial planning, agroforestry and multi-purpose plantations development, and sustainable biomass
production in Zambézia and Cabo Delgado; 2) Strengthening Enabling Conditions for Sustainable
Forest Management, focused on national-level activities in areas such as land use planning, forest
governance, inspection and information systems, and sustainable natural forests management; and
3) Project Coordination and Management. Detailed information on the overall Project may be
found in MozFIP’s Project Appraisal Document (PAD) available at the link provided below1
.
These ToR pertain to MozFIP’s support under component 1, more specifically to the Planted
Forests Grant Scheme.
Planted Forests Grant Scheme
The development of well-planned, sustainable small and medium-sized forest plantations2
can generate social and environmental benefits. Forest plantations are increasingly recognized
for their important role in supplying the growing global demand for wood and wood products,
including hardwood timber for furniture, general purpose and construction timber, transmission
poles, and other products such as sustainable charcoal. Wood product imports in Mozambique
were estimated at US$68 million in 2010 (2.3 percent of total imports) and US$85 million in 2011.
These figures reveal the potential of the domestic market to supply a variety of wood products and
reduce reliance on imports. Under the right circumstances, the plantation sector can supply raw
materials to meet domestic demand and to support a major export industry. Plantation investments
can support rural economic growth and diversification, providing employment for smallholders
through a variety of arrangements, including throughout-grower arrangements between companies
and smallholders. The restoration benefits of these endeavors may also contribute to ecological
gains.
The goal of the grant scheme is to generate sustainable rural income through the promotion
of small and medium commercial tree plantations, as well to restore priority degraded areas.
The Scheme aims to establish a minimum of 3,000 hectares of sustainable, multipurpose
plantations and the restoration of an additional minimum of 500 hectares of degraded land. To
achieve these targets, the Scheme will combine performance-based grants and technical assistance
to small and medium landholders, as well as inputs to communities.

The primary objective of this consultancy is to provide technical support to kick-start the
implementation of the Mozambique Planted Forests Grant Scheme (key operational features of the
scheme are described in section 2). The Scheme’s implementation will be led by a service provider
whose recruitment is ongoing and whose work is expected to start in January 2019. However, to
ensure the planting season of 2018/2019 is fully harnessed, the consultant will be recruited chiefly
to support:
1. Development of good quality forest management and business plans for each of the pre-
identified 20 beneficiaries, in line with Scheme’s requirements according to the Operations
Manual.
2. Train (mainly on-the-job) FNDS’s provincial staff assigned to work with the consultant,
enabling them to support additional development of forest management and business plans
as needed.
3. Recommend and support the development of partnerships with stakeholders for the
successful implementation of the scheme (nurseries, large plantation companies, potential
offtakers, academic institutions, NGOs, etc.)
4. To handover the ongoing work to the selected Service Provider including the
documentations and other materials produced under this consultancy.
2. KEY OPERATIONAL FEATURES AND SPECIFIC ACTIVITIES
2.1.1. Key Operational Features
Objective. The overall development objective of the Scheme is to attract investment by small and
medium holders into the commercial forestry sector, catalyzing sustainable rural development
within the area of coverage. This will be done through performance-based grants, calculated based
on estimated establishment costs. Tree plantations are also urgently needed to offset the high level
of deforestation within Mozambique’s natural forests as well as to meet the short-medium term
industrial demand for saw logs and poles. The presence of a major international investors in the
region is also relevant, as they will provide a market for pulpwood, either grown specifically for
that market or a by-product from a saw log or transmission pole regime.
Scheme Operations Manual. A Manual has been produced for the Planted Forests Grant Scheme
and will be shared with the consultant. The Manual includes a draft template for the forest
management and business plan, expected to be used by the consultant. The referred Manual
constitutes the main document regulating the Scheme. It is also expected to be modified during the
implementation of this Scheme, to encompass previously unforeseen situations. The following
subsections describe the main aspects of the Scheme.
Target beneficiaries and eligible applicants. Applications for the grant from individuals and
other legal entities (e.g. company, co-operative, partnership or other type of organization) will be
allowed. Target beneficiaries include:
• Valid DUAT title holders3
with the minimum of 20 ha of registered land: DUATs must
permit planting long rotation tree crops on the land.

Interested candidates that do not have a DUAT title allowing for the commercial plantation activities can also request
support from FNDS (through the Land SP) for titling. As described in the Operational Manual, the Planted Forest SP
is expected to coordinate with the Project Coordination Team and the Land SP for titling support.

• Individuals, companies and other organizations registered in Mozambique or with valid
relevant permissions to operate in Mozambique (for non-Mozambicans and those
registered outside Mozambique).
• Communities would be eligible to participate in the scheme to receive performance-based
grants, provided they are organized into a formal organization and have the required
minimum of 20 ha. As with the individual beneficiaries, the land for planting must either
be in one block or areas close together and within the cluster areas in Zambézia for
logistical and business reasons.
• Holders of land within a delimited community: documentation required indicating that the
land can be used for establishment of a commercial plantation (e.g. Community Land Use
Plan in line with Community Delimitation Certificate, etc.).
• Other formal partnerships provided they hold a valid Memorandum of Understanding or
Partnership Deed.
For entities other than individuals, the following minimum documents should be attached to the
application:
a) Certificate of Registration;
b) Memorandum and Articles of Association in case of Company; or;
c) Bylaws in case of a Cooperative; or
d) Partnership Deed in case of partnerships; or
e) Other relevant documents which legalize the entity and its operations in Mozambique;
The major application document for all applicants is the Forest Management Plan (FMP),
developed according to the Scheme’s Operations Manual. The above constitute attachments to the
FMP.
Land for planting. In general, a minimum area of 20 ha and a maximum of 250 ha to be planted
in a period of 3 years is required. Subject to other provisions in the Manual, the land will be
required to meet the following criteria:
a) There is legal proof of ownership/DUAT permitting tree planting for the period of
investment;
b) It must be in an area where the growing of the approved tree species is silviculturally sound;
c) It must be within easy access largely for supervisory purposes;
d) The land is secure from any encumbrances from third parties;
e) The land is of a size (at least 20ha) to make the commercial tree growing profitable to the
investor;
f) Area to be planted is not already covered by a reasonably intact natural high forest or
miombo;
g) Establishment of a forest plantation does not contravene the relevant Mozambique laws.
Tree species. The Scheme has strict rules regarding the origin or provenance of seed used by its
clients. Please refer to the Scheme’s Operations Manual for a draft list. Other seed sources could
be added to the list if they are first approved by the Government of Mozambique and the Project
Coordination Unit. The same is true for other species that perform well in trials may be permitted
at a later stage under the Scheme.

Screening of applications. The Scheme will function on an “on demand” basis, receiving
applications from eligible applicants. All applications will be screened, and site visits made by the
Scheme’s Service Provider. A Committee, already established by FNDS, will meet periodically to
approve (or otherwise) new applications for the grant and sanction payments. Please refer to the
Scheme’s Operations Manual.
Grant size. The grant is paid as a subsidy towards the costs of establishing commercial timber
crops in Zambézia province of Mozambique. The full establishment costs vary depending on site
and level of individual planning. However, the grants size paid to the individual contracted planters
does not vary according to these aspects; instead it is standardized as shown in the below (based
on fixed value per hectare established). Importantly, it varies according to purpose/rotation
category. The values provided in the table below are for reference only. Upon initiation of the
Scheme, values fixed in Meticais will be set by the Project Coordination Unit. Subsequent changes
to payment amounts will require formal agreement between the Government of Mozambique and
the World Bank.

Payment schedule. Applicants who are accepted into the Scheme will be paid only after members
of the Scheme’s SP team have visited the planting site(s) and approved the work carried out.
Payments will be retrospective (i.e. after the investor has carried out the work using their own
resources) and paid in 3 or 4 separate installments (to ensure the plantations are properly
established): the 4th payment is only in the case of plantations grown for longer rotations – for
saw logs and transmission poles.

Contract. The relationship between the beneficiary and the Scheme will be governed by a contract,
signed by the beneficiary and the National Sustainable Development Fund (FNDS). A draft
contract template is available as an attachment within the Scheme’s Operations Manual.
Geographic coverage. MozFIP will start the implementation of the Plantation Forests Grant
Scheme in Zambézia. While all 9 districts4
of MozFIP are eligible for implementation,
identification and promotion should be focused on the Districts of Gurué, Alto Molócue, Ile,
Mocuba and Mulevala, at a first phase. This decision is driven by a prioritization exercise
conducted to guide implementation locations in the Scheme’s first phase, resulting from GIS
analysis and consultations with specialists and stakeholders (1). Opportunities arising from
potential applicants otherwise eligible with Project sites in MozFIP districts other than the above
should be consented by the Project Coordination Team in FNDS.

As previously referred, this section only discusses key features of the operational approach of the
Scheme. Details are to be found in the Scheme’s Operations Manual.
2.1.2. Key Specific Activities and preliminary implementation arrangements
The consultant will not work alone. While the consultant is ultimately responsible for the agreed
deliverables, he/she will be assigned 3 staff from FNDS in Zambezia with background on forestry
and an additional safeguard specialist, dedicating, on average, 75 percent of their time, to
supporting this work. Moreover, he/she is expected to be in constant communication with the
MozFIP project coordinator and forestry specialists in Maputo. Maputo’s team will also be
available to participate in some field visits with the consultant and provincial staff, and support as
required for the successful implementation of this consultancy.
In addition, a significant preparatory work has been done, with more on the way. For instance,
around 12 beneficiaries were contacted and willing to participate in the scheme. The provincial
FNDS staff have identified and mapped around 300ha and there are others in the process to be
confirmed.

The table below describes the main features of the key activities expected from the consultant.
3. EXPECTED RESULTS AND DELIVERABLES
Overall expected results are:
i. Contracts signed with beneficiaries for planting a total of 500 ha during the 2018/2019
planting season, under good quality forest management and business plans;
ii. FNDS Provincial Staff capable of developing good quality forest management and business
plans for additional beneficiaries without senior technical support;

The consultant will be expected to lead the development of forest management and
business plans for a total of 500 ha (expected to be equivalent to around 20 plans)
deemed acceptable to FNDS, in line with the Scheme’s requirements as described in
the respective Manual. The consultant will be assisted by 3 provincial staff from FNDS
in this task.
Drafts are expected to be designed with full participation of the potential beneficiaries,
who are the ultimate owners of the plans and expected to implement them. Potential
beneficiaries must understand the full implications of their plans, including expected
implementation effort, costs and cash flow requirements in specific times of plantation
development, and financial returns, taking into consideration the plantation cycle.
2- Training
The, training of the 3 provincial staff of FNDS assigned to support the consultant ,
enabling them to (i) support the development of additional forest management and
business plans for other potential beneficiaries without senior technical guidance and
(ii) supervise effectively the service provider after it comes onboard, is a key objective
of this consultancy.
Most of this training is expected to be on-the-job training and coaching, effectively
supporting the consultant to successfully implement activity 1 under this TOR. Other
training formats may also be proposed by the consultant in his/her application.

4. REPORTING REQUIREMENTS
The consultant will report directly to the MOZFIP Coordinator.
He/she will be expected to:
• Provide brief monthly updates on the workplan, in a format agreed with the client (e.g.
PPT, word, etc.). Monthly updates should describe progress and next steps.
• Deliver final report, including achieved results, lessons learned and recommendations for
the continued implementation of the Scheme. It should be delivered in word, accompanied
by a summary in PowerPoint, as well as other additional documents (excel sheets, GIS
information, etc.)
5. LOCATION
The Consultant will be expected to spend most his work days in the field, in Zambezia province.
Some visits to Maputo are also expected.
The consultant is expected to spend a minimum of around work 100 days in Zambezia province,
Mozambique.
6. DURATION AND CONTRACT CONDITIONS
The contract will have a duration of 6 months. The contract may be extended based on performance
and needs. Work is expected to start in September 2018. All costs related to travel and transport in
Zambezia province will be covered by FNDS.

7. CONSULTANT QUALIFICATIONS
• Minimum Master’s Degree in Agriculture/Forestry/Business/Economics with at least ten
(10) or more years working in the commercial plantation sector.
• Demonstrated experience in the development of forest management and business plans for
commercial plantation development, preferably for small and medium sized plantations.
• Willingness to spend significant time doing fieldwork in often remote locations is required.
• Specific experience with eucalyptus plantations will be an advantage.
• Previous experience in Mozambique or the region will be an advantage.
• Knowledge of Portuguese is essential
