2. SUBPART A GENERAL
63.3. Licences and Ratings Required.
(f) Privileges of the holder of the licence and the conditions to be observed in exercising
such privileges :
1. privileges of the holder of flight navigator licence shall be act as flight navigator of any
aircraft;
2. privileges of the holder of a flight engineer licence shall be to act as flight engineer of
any type of aircraft on which the holder has demonstrated a level of knowledge and
skill, as determined by the DGCA on the basis of those requirements specified in
63.35 and 63.39 which are applicable to the safe operation of that type of aircraft
3. privileges of the holder of a flight operations officer licence shall be to serve in that
capacity with responsibility for each area for which the applicant meets the
requirements specified in CASR 121 / 135 on which the holder has demonstrated a
level of knowledge and skill, as determined by the DGCA on the basis of applicable
requirements to the safe operation of that type of aircraft.

3. SUBPART B – FLIGHT ENGINEER
63.35. Knowledge Requirements
(a) The applicant shall have demonstrated a level of
knowledge appropriate to the privileges granted to the
holder of a flight engineer licence, in at least the following
subjects :
(8) fundamentals of navigation; principles and operation
of self-contained systems; and
(9) operational aspects of meteorology.

4. 63.37. Aeronautical Experience Requirements
(only modified the writing format on following areas according to 3.3.1.3.2)
(c). The applicant shall have operational experience in the
performance of the duties of a flight engineer, under the supervision of a flight
engineer accepted by the Director General for that purpose, in at least the following
areas:
a) Normal procedures
•) pre-flight inspections
•) fuelling procedures, fuel management
•) inspection of maintenance documents
•) normal flight deck procedures during all phases of flight
•) crew coordination and procedures in case of crew incapacitation
•) defect reporting
b) Abnormal and alternate (standby) procedures
•) recognition of abnormal functioning of aircraft systems
•) use of abnormal and alternate (standby) procedures
c) Emergency procedures
•) recognition of emergency conditions
•) use of appropriate emergency procedures

5. 63.53 Knowledge Requirements

6. SUBPART D – FLIGHT OPERATIONS OFFICER
63.75 Knowledge Requirements
a) The applicant shall have demonstrated a level of knowledge
appropriate to the privileges granted to the holder of a flight
operations officer licence, in at least the following subjects:
1) Human performance
a) human performance relevant to dispatch duties, including
principles of threat and error management

7. 63.79 Skill Requirements
The applicant shall have demonstrated the ability to :
a) make an accurate and operationally acceptable weather analysis from a
series of daily weather maps and weather reports; provide an
operationally valid briefing on weather conditions prevailing in the general
neighbourhood of a specific air route; forecast weather trends pertinent to
air transportation with particular reference to destination and alternates;
b) determine the optimum flight path for a given segment, and create
accurate manual and/or computer generated flight plans; and
c) provide operating supervision and all other assistance to a flight in actual
or simulated adverse weather conditions, as appropriate to the duties of
the holder of a flight operations officer licence.

8. 63.80 Flight Operations Officer Licence Issued on Basis of a
Foreign Flight Operations Officer Licence.
a) Licence issued
b) Medical standards and certification
c) Rating issued the aircraft type ratings listed on
d) Privileges and Limitations.
e) Renewal of licence and ratings. The holder of a licence
issued under this Part may have that licence and ratings
placed thereon renewed if, at the time of application for
renewal, the foreign flight operations officer licence on
which that licence is based in effect. Application for the
renewal of the licence and ratings thereon must be made
before the expiration of the licence.
