They can’t cope with all the risks
but it’s almost certainly better
than being on your own.

groups, businesses, institutions and
authorities) may (and should)
provide the next level of security.
They can’t cope with all the risks but
they can cover some that are too
big for yourself , family and friends.

Regional communities (regional or
national businesses, institutions and
authorities) may (and should) take
security a few levels up.
They still can’t cope with all possible
risks but are able to better respond
to larger scale problems with larger
means.

Global communities

security.
Only by multiple actors collaboration will be
possible to minimize risks to bearable levels.
