2. Partnerships in Romania
The Government approved the National Strategy for Sustainable
Development of Romania till 2030. According to the representatives of the
Executive, the document was conducted under the coordination of the
Department for Sustainable Development, and behind the final form of the
Strategy there is an extensive public consultation. The National Strategy for
Sustainable Development of Romania 2030 provides the main directions for the
implementation of the Agenda 2030, assumed by 193 states at the UN General
Assembly in 2015.

3. Through this Strategy, Romania sets up its national framework to support the
Agenda 2030, assumed by 193 states at the UN General Assembly in 2015, and the
implementation of the 17 ODD set (Sustainable Development Objectives). The strategy
supports the development of Romania in three main directions, i.e economic, social
and environmental, citizen oriented, focusing on innovation, optimism, resilience and
trust that the state serves the needs of every citizen in a fair, efficient, in a clean,
balanced and integrated environment.
4. Objective 17: Partnerships to achieve the objectives
Strengthen the means of implementation and revitalize the global
partnership for sustainable development. In order to support this goal,
Romania has a strategy to support its international commitments, joining the
Eurozone, the Schengen area and the Organization for Economic Cooperation
and Development and to play a proactive role at the European and
international level.
5. Strategies:
The National Culture and National Heritage Strategy 2016-2020 (SPCN 2016-
2020) is a mid-term public policy document that defines in principle the policy of
the Romanian Government in this field, outlining a horizon of public activity for
a balanced, sustainable cultural development for the benefit of all those directly
involved in cultural activities and of society as a whole. By identifying general
issues, objectives, directions and measures, SCPN 2016-2020 is the basis for
decisions in the field and is a landmark for all those interested in developing the
necessary projects and programs to guide cultural action towards a common
direction.
SCPN 2016-2020 recognizes public authorities' approaches to cultural planning and
appreciates as positive the development of local and county strategies that guide and
substantiate actions taken on cultural actions, financing, investments, regulations and
other decisions having an impact on the local and regional cultural ecosystem .
Cultural strategies and policies
6. SCPN 2016-2020 is characterized by
four structural features:
-Correlation with objectives and measures relevant to action in the
cultural sector contained in 18 other strategic documents at nation level.
-Organizing strategic action around thematically defined priority axes
(access to culture and diversity of cultural expression, culture-sustainable
development factor, creative economy, Romanian culture in the international
cultural circuit, capacity of cultural and creative sectors).
-Inclusion of a set of cross-cutting actions to support the achievement
of the general objectives of the aspiration formulated – to ensure the capacity
of the cultural and creative sectors to materialize the public mission of the
cultural act.
-The measures are grouped following a typology of government-
specific public interventions, for greater clarity of implementation.
7. "2030 starts now". Romania's National Strategy for
Sustainable Development 2030, officially launched
"We have tried, through this Strategy, to shape the framework that will
ensure Romania a sustainable future. For one year I worked in a team and
organized an extensive public consultation to produce a document as close
as possible to the needs of the Romanian society, "said László Borbély, the
coordinator of the Department for Sustainable Development.
8. The National Strategy for Sustainable Development of
Romania 2030 is divided into three chapters. The first chapter
includes an introduction to sustainable development and its role in
the European and international context. In the second chapter
there are presented 17 objectives for sustainable development,
adapted to the national specific, with clear targets for 2030. Also
in the last chapter it is proposed the institutional framework to
facilitate the implementation of the Strategy.
9. Romania joined the leaders of the 193 UN member states at the
September 2015 Development Summit, adopting Agenda 2030 for Sustainable
Development, a global action program in the field of universal development
and promoting the balance between the three dimensions of sustainable
development - economic, social and environmental factors. For the first time,
actions target both developed and developing countries.
The Central Agenda 2030 includes the 17 Sustainable Development
Goals (ODD), also unified as “Global Objectives”. Through the Global
Objective, an ambitious action agenda is set for the next 15 years to eradicate
extreme poverty, combat inequalities and injustice and protect the planet by
2030.

a safe, sustainable and modern way.
◦ Decent Work and Growth – Promote sustainable economic growth, open to all and
sustainable, full and productive employment and decent work for all.
11. ◦ Industry, innovation and infrastructure - Building resilient infrastructures, promoting
sustainable industrialization and encouraging innovation.
◦ Low inequalities - Reducing inequalities within countries and countries
◦ Cities and Sustainable Communities - Develop cities and human settlements so that
they are open to all, safe, resilient and sustainable.
◦ Responsible consumption and production - Ensure sustainable consumption patterns
and production.
◦ Climate action - Take urgent action to tackle climate change and its impact
◦ Aquatic life – Conservation and sustainable use of oceans, seas and marine resources
for sustainable development.
◦ Terrestrial life - Protecting, restoring and promoting the sustainable use of terrestrial

repairing soil degradation and halting biodiversity loss.
◦ Peace, justice and efficient institution – Promoting peaceful and inclusive societies
for sustainable development, access to justice for all, and the creation of effective,
responsible and inclusive at all levels.

and revitalizing the global partnership for sustainable development.
13. Romanian Recycling Association – RoRec
1. Subject of the Protocol The "Recycling Patrol Supporter Program" is a national
campaign run by the RoRec Association in all environments: big urban, small urban and rural and
it addresses to all categories of population and legal entities, having the direction of action
informing the public and its involvement in the issue (WEEE), electric batteries and accumulators,
bulbs and neon, as well as supporting the local recycling patrols in the administrative territorial
units (Bucharest and other counties) where the Supporter operates.
1.1. The object of the protocol is to implement within the "Holy Friday" Secondary
School of the Municipality of Ploiesti the Recycling Patrol Supporters Program, with the objective
of creating and encouraging environmentally responsible behavior of Supporter's employees
1.2. The Association collaborates with Authorized Collared Operators, in order to take
over, to treat and recycle, electrical waste that the Patrol Supporters can collect in support of the
Local Recycling Patrols.
14. Adolescent Foundation
Purpose and objectives:
Purpose: The parties will collaborate for organizing and
jointly doing extra-curricular activities, non-formal education
specific to the age of the target audience (14-18 years). The
themes and rules of the activities will be launched by the
Foundation for the benefit of the children and young people
in School, with their voluntary participation and the
involvement of parents and teachers.
15. Objectives:
1. Education for cultural, scientific, artistic values and for the formation of
positive character traits, the harmonious development of personality of
young people.
2. Developing healthy and correct attitudes and habits in the relationship of
young school students with the others, respecting civic norms and cultural
traditions, enhancing the quality of school ethos, adequate and elegant
language at all times, self-esteem and respect for the other, taking
responsibility for their acts, gestures in school and society.
3. Awareness of the need for guidance, career and life in collaboration with
School and Family
4. Developing European and Planetary citizen knowledge, knowing
individual rights and responsibility, non-discrimination, helping those in
difficulty, forming civilized skills in school, family and society, initiating
assimilation of international languages and increasing the quality of
expression through cardinal dialogues with other children and young
people.
16. Medicover Association
Preliminary note:
The Parties express their readiness to work together
to improve the health of first-year students by reducing the
type II diabetes mellitus and other diseases of civilization, as
well as by raising awareness of healthy lifestyles in the
school and family environment, decide to collaborate
together on the Program of Prevention of Type II diabetes
mellitus and other diseases of civilization, ÎnCerc,
Medicover Association (hereinafter referred to as the ÎnCerc
Program).
