is amended by adding Section 31.004 to read as follows:
…the district provides each student with textbooks,
electronic textbooks, or instructional materials that cover
all elements of the essential knowledge and skills adopted
by the State Board of Education for that subject and grade
level.

1085 term “adequate instructional materials” means a sufficient

1088 backed or soft-backed textbooks, consumables, learning
1089 laboratories, manipulatives, electronic media, and computer
1090 courseware or software that serve as the basis for
1091 instruction for each student in the core courses…
