Training should lead to an ―in-demand‖
occupation
Full-time, career-oriented degree programs that
can be completed in two years or less
Bachelor degree programs will only be
considered for Dislocated Workers and only for
the last 2 years.

Schools and training programs must be on the
NYS Eligible Training Provider List



If associate degree programs are offered at
more than one institution, only the lowest cost
provider will be approved.
We may be able to fund the last year of training at a
higher-cost institution under certain circumstances.

Applicants are asked to provide information on the
outlook for their occupation from:



Job Postings
Pre-hire Letter(s) may be requested for
certain occupations, e.g. CDL-A

Training That Cannot Be Funded






Programs that require more than 2 years to complete
Prerequisite courses or non-Vocational Programs
Career changes for those with marketable skills
Occupations for which the applicant will not be
qualified after completing training
Courses cannot be funded retroactively

Amount of Tuition Assistance
We anticipate a maximum grant of $5,000*
*Exception: Maximum of $2,000 for CDL Training
Due to limited funds, required books, supplies, uniforms,
and certification/licensing fees that are separate from
tuition costs will not be covered unless those are the only
costs for which WIA funds are requested.

Three Eligibility Categories





Dislocated Worker (includes many, but not all,
applicants who are collecting Unemployment)
Adult (18+, and must meet income guidelines)
Youth (18–21, and must meet a different set of
income guidelines). Some grant criteria are
different for youth applicants.

How to Apply for the Grant


Application process can take up to 6 weeks

Attend Training Grant Information Workshop
Become an active RochesterWorks! member
Follow the instructions to schedule an appointment
with a training counselor (they must know their exact
start date, mo/day/year)
Assessment process may involve multiple
appointments over a 2 to 4-week period

How to Apply for the Grant


Applicant may need the following from training provider:
1. Acceptance Letter
2. Itemized bill for the upcoming term
3. Course outline/description
4. Test scores
5. Plan of study (college programs only)
6. Applicant must show proof that they applied for Pell and
TAP (if applicable)

During the assessment, training counselors are
evaluating the following:

Ability to benefit from training (demand for goal
occupation and whether they will meet the qualifications)
All barriers to training and employment have been
addressed (including financial barriers)

Training Grant Information Workshop not required
May fund occupations not on the Demand List and
programs not on the Eligible Training Provider List
Part-time Training (<12 credit hours or hours/week)
may not be approvable
Increased funding amounts but out-of-pocket costs
(including student loans) not allowable
Certain deadlines are critical

Applicants must be fully unemployed with high school
diploma or equivalency
Can cover 2-semester certificate programs that lead
to employment in advanced manufacturing
Generally will only cover fall 2014 starts at MCC,
GCC, and FLCC
Up to $8,500 in funding

Will not make an applicant eligible for Unemployment
Required of anyone who is receiving Unemployment
Can waive Unemployment’s work search requirement
May result in up to 26 additional weeks of
Unemployment, if funds are available
Only for full-time (12 credit or classroom hrs.) training

Training) Grant Amount of Tuition Assistance We anticipate a maximum grant of $5,000* *Exception: Maximum of $2,000 for CDL Training Due to limited funds, required books, supplies, uniforms, and certification/licensing fees that are separate from tuition costs will not be covered unless those are the only costs for which WIA funds are requested. 7
