Intro to Trade Trade Adjustment Assistance (Trade) Federally-funded program to provide benefits to workers who have lost jobs or are threatened to lose their jobs due to: • Production being moved out of the country • Increased foreign imports • Downstream supplier to Trade-certified company United States Department of Labor (USDOL) determines if workers become certified under this program • Benefits can be received in any state in the U.S., regardless of where the layoff occurred. • Workers must be laid off due to no fault of their own. If a worker quits or is terminated their Trade eligibility may be negatively affected. 6

Requires completion of an application and prior approval before the job search commences Pays a maximum benefit of $1,250 for a single job search or multiple job searches After the job search activity is completed, receipts must be submitted to the career planner so a reconciliation of costs can be submitted for approval 17

Relocation Allowance Reimburses up to 90% of expenses incurred to relocate for new employment outside of the commuting area (10 miles) Includes reimbursement of the following costs: Mileage Lodging Moving Company Rental Truck Temporary Storage And more! Deadline for filing of application is the later of: • 425 days from separation date or certification date, OR • 182 days after the completion of Trade-approved training 18
- 19. Relocation Allowance (cont.) Requires completion of an application and prior approval before the relocation occurs As part of the relocation, the worker will receive a lump sum equivalent to three times the workers average weekly wage, not to exceed $1,250 Reimbursement is reduced by any relocation costs paid by another source Verification of employment and estimates for moving must be submitted After the relocation is complete, receipts must be provided to the career planner so a reconciliation of costs can be submitted for approval and final reimbursement made 19

- Welcome to the Trade Adjustment Assistance orientation for Company & Petition/Certification #. We are having this orientation because the worker group from this company has been certified by the United States Department of Labor as eligible to apply for Trade Adjustment Assistance benefits and services. Upon initial notice of the layoff, you may have received information on dislocated worker services. These services remain available to provide re-employment resources to minimize disruptions associated with job loss. However. this workshop will cover additional services to workers whose jobs were lost due to foreign trade or shifts in production out of the United States. You were invited to this orientation because your name was on the affected employee list from this company as one of the individuals who were a part of the worker group certified to apply for Trade benefits and services. While eligibility is determined on an individual basis, dislocated worker and Trade benefits are at no cost to the participant.
- The agencies who will be presenting information today on Trade benefits and services are from the Illinois Department of Commerce and Economic Opportunity. (Have the DCEO staff introduce themselves and state what their role is). The Local Workforce Innovation Area (LWIA) (Have the LWIA staff introduce themselves and state their role). And the Illinois Department of Employment Security (IDES). (Have the IDES staff introduce themselves and state what their role is). Today we will cover program benefits and providing detailed information and the next steps. If you have questions, please feel free to utilize the Chat/Q&A features. Please do keep questions relevant to the entire group. Specific individual questions for your individual situation, we ask that you please reach out to that particular presentor to have an offline conversation. There will also be an opportunity for questions and answers at the end.
- When individuals are impacted by job loss, mass layoffs, global trade dynamics, or transitions in economic sectors, the Dislocated Worker program provides immediate services to assist Illinois residents in re-entering the workforce. Staff in your local area will be able to assist you with re-employment services such as; unemployment benefits filing assistance, career counseling, resume optimization, job search assistance, information about in-demand jobs in the area, and grants funds to help you obtain training for a new career through education and professional certifications. These are just a few of the comprehensive services that are available to you to ease your job transition. Services for dislocated workers are integrated and provided through a statewide network of local job centers. You may find the location closest to you by visiting illinoisworknet.com/locations. We also have local area representatives on today’s call who will offer assistance with the next steps to accessing services. In additional to these services, we will provide an overview of the Trade Adjustment Assistance Program which offers additional benefits and services.
- We are discussing the Trade Adjustment Assistance (Trade) program. You may be asking yourself, what is the Trade program. The Trade program offers a variety of benefits and reemployment services to help unemployed workers prepare for and obtain suitable employment. Trade is a federally funded program designed to allow eligible trade-affected workers to receive retraining and reemployment opportunities. This program is offered in partnership between IDES and the local job centers. Workers may be eligible for training, job search and relocation allowances, income support, and other reemployment services. (Presenter should read the slide information).
- You may be wondering how can the Trade Program help me? The program assists workers affected by foreign trade or competition and provides resources to obtain new skills and find suitable employment. Here is a list of Trade program benefits that you may be eligible to receive at no cost to you. (Presenter should read each item on the slide). We will go over each benefit individually on the following slides. It’s important to note that each benefit has its own deadline. To maximize your benefits, please enroll in the Trade program as soon as possible.

- You should have received in your packet of information today a Benefits, Rights and Obligations Form. This document provides detailed information on the Trade program benefits and services that may be available to you. Before you leave today, this form must be completed, signed, and dated. You will also receive a copy of this document to take with you. The TAA Bona Fide Application for Training (210 Form) also needs to be completed, signed and dated before you leave today. Completion of this form does not obligate you to enroll in training or does not limit you to the occupational training interest you indicate on the form. Please make sure you complete these forms and submit to the LWIA representative before you leave.
- Trade Readjustment Allowance or TRA as it is normally referenced is the income support benefit. IDES staff will be presenting more information on this benefit later. We will highlight some information here. TRA provides the opportunity to continue to receive income support while you are participating in full-time training. You must have been entitled to receive UI benefits before you may receive TRA and you must have exhausted your UI entitlement. The amount of each weekly TRA payment is based on the weekly unemployment insurance (UI) benefit amount you already have received. This benefit provides up to 104 weeks of income support to eligible Trade participants while participating in Trade-approved training.
- To be eligible to apply for Trade benefits, you must have a qualifying separation and a layoff due to no fault of your own between the impact date and the expiration date. To be eligible for TRA (cash benefit) you must be enrolled in training or, in certain circumstances, waived from training by the later of 3/28/22 or your individual separation date. The LWIA representative can help you calculate that date, or you can find it on the other document you were given today.
- To ensure workers are referred to appropriate job openings and placed in jobs that utilize their highest skills, the following services are generally provided through an American Job Center.
- Allowable types of training include: classroom training, on-the-job training, customized training designed to meet the needs of a specific employer or group of employers, apprenticeship programs, post-secondary education, or remedial education, which may include GED preparation, literacy training, basic math, or English as a Second Language. In order to receive TRA during training, you must be enrolled in training by the later of the 8th week following certification or the 16th week after your separation date.
- You may attend training on a full-time or part-time basis. 100% of training costs are paid. You may be eligible for reimbursement of travel costs when you travel more than 10 miles one way to attend training. The maximum number of weeks you can attend training is limited to 130. If you are enrolled in OJT, the maximum number of training weeks is 104.
- To receive training paid for under this program, you must meet the following six criteria. (Presenter should read each criteria) Your LWIA career planner will help you with these at your individual meeting.
- This monetary benefit is available to cover necessary expenses incurred while seeking employment outside your normal commuting area, if employment in a good job, where you are likely to remain employed and earn family-sustaining wages is not available in your area. An application for a job search allowance must be submitted before your job search begins, within 365 days of your layoff or certification, or within 182 days after the conclusion of training (whichever is later).
- Job search allowances reimburse 90% of the costs of allowable travel and subsistence, up to a maximum of $1,250. Once your job search is completed, you must submit receipts to the career planner so the job search expenses can be reconciled. Please note that if you receive ATAA payments, you are not eligible for this benefit.
- This monetary benefit is available to reimburse you for approved expenses when you must move to a new area to earn family-sustaining wages in employment outside of your normal commuting area because such employment is not available in your commuting area. Relocation allowances may include 90% of the reasonable and necessary expenses involved in moving you, your family, and household goods to a new area following your re-employment outside of your normal commuting area. You must submit an application for a relocation allowance before your relocation begins, and within 425 days of your layoff or certification (whichever is later) or within 182 days after the conclusion of training.
- In addition, you may receive a lump sum payment equal to three times your average weekly wage, up to a maximum payment of $1,250. Once your relocation is completed, you must submit receipts to the career planner so the relocation expenses can be reconciled.
- The next steps to take is to contact the LWIA career planner at the phone number or email provided. The career planner will assist you in determining the benefits and services you are eligible to receive and to answer any questions you may have.
