Restrictive zoning: Only 13% zoned for Palestinian construction, much of it built-up already; Of the rest, 35% has been expropriated for Israeli settlements; 22 % for “Green Areas” or public infrastructure; and 30% remains unplanned.
Restrictive planning: Master and special outline plans either lacking or implemented in a discriminatory or unfair manner: “Planning in East Jerusalem is based on considerations that do not meet accepted legal, administrative and constitutional norms, such as government fairness, reasonability, proportionality and the protection of human rights” (Bimkom).
Restrictive permit regime: Palestinian residents face numerous obstacles when applying for permits; including strict, complicated and time-consuming administrative procedures and high fees. In most cases, the application is rejected. In 2008, only 125 permits were granted, leaving a shortfall of over 1,100 housings per year.
