1. QAAD’s Conference on Child-Friendly School System
The Quality Assurance and Accountability Division (QAAD) of DepEd-
Regional Office VII conducted the half-day Conference on Child-Friendly School
System (CFSS) on September 26, 2012. It was attended by the nineteen (19)
Division Education Program Supervisors- in- charge of CFSS. Members of the six
Regional Field Technical Assistance Teams (RFTATs) and the Chiefs of the Budget
and Finance Division and the Administrative Division also had a one-day orientation
on the CFSS on October 1, 2012.
CFSS aims for every school in the Region to have a child-friendly leadership
and management; health promoting school programs, healthy behavior and safe and
protective environment; enrolment and completion of all students; child-centered
teaching-learning practices; collaborative partnerships between and among students,
teachers, families and communities; motivated and professionally competent
teachers; and a gender-friendly school environment. These are the seven goals of
CFSS.
The objectives of the conference were the following: gather data on the
schools’ level of “child-friendliness” using CFSS tools and procedures; determine the
extent to which the basic rights of children have been realized through the seven
goals of CFSS; and help secondary schools to fully realize the seven goals of CFSS.
During the conference of the Division Education Program Supervisors and
Coordinators, Dr. Estela B. Susvilla, the lead facilitator and assisted by the Regional
QAAD staff Mrs. Merden L. Bryant, Dr. Joy Kenneth S. Biasong and Mr. Sinfronio R.
Thelmo, presented the CFSS data-gathering procedures and data processing; report
writing and dissemination; action planning and the CFSS assessment instruments
such as School Profile Form, CFSS Goals Rubrics and School Environment Survey
to be utilized by the identified national high schools. Dr. Susvilla discussed the
Child’s Rights and CFSS Goals. Dr. Marcial P. Degamo, Chief of the QAAD, also
discussed the topic on the Designing the Assessment of Child Friendliness of
Secondary Schools which includes the background of CFSS and its rationale,
objectives, target schools and methodology.
Members of the six Regional Field Technical Assistance Teams were also
oriented about the Child-Friendly School System and to be involved in the monitoring
and evaluation on the conduct of Focus Group Discussion (FGD) and school data
gathering to be accomplished by the identified CFSS secondary schools.
The outputs of this project are the Division Consolidated CFSS Reports
prepared by the Division Education Supervisors-in-Charge of CFSS needed for the
regional consolidation of CFSS reports for submission to the DepEd-Central Office.
