2. What is VERIFICATION?
• One of the primary functions of POLOs, verification refers to the
procedure being conducted or applied by the Labor Attache to ensure
that all the employment rights, benefits and welfare of Filipino
migrant workers at the worksite are duly protected.
• Ensure that all contracts are consistent with the prevailing laws,
standards and practices in both the PH and host country
• Ensure that all documentary requirements for overseas employment
as required by the POEA are complied with.

3. WHO CONDUCTS VERIFCATION?
• The Head of POLO or duly authorized POLO officer
• A duly deputized officer of the embassy/consulate in posts where
there is no POLO

4. WHAT ARE THE DOCUMENTARY REQUIREMENTS FOR VERIFICATION?

• LEGAL PERSONALITY OF THE EMPLOYER/PRINCIPAL
• FINANCIAL CAPABILITY OF THE EMPLOYER/PRINCIPAL
• VIABILITY OF THE PROJECT/S
• CONSISTENCY OF THE TERMS AND CONDITIONS OF EMPLOYEMNT WITH DOLE,
POEA RULES AND REGULATIONS
• COMPLIANCE WITH THE LAWS OF HOST COUNTRY WHICH ARE FOR THE BENEFIT OF THE OFWS
• RESULT OF THE ON-SITE INSPECTION FOR NEW COMPANIES HIRING FILIPINOS FOR THE FIRST TIME
• POEA/DOLE REGULATIONS ON THE PRE-QUALIFICATION OF FOREIGN
PRINCIPAL/EMPLOYER

7. PROCESS FLOW RESPONSIBLE ACTION

1)Employer/Manpower agency/workers shall submit the
related documents

2) Check the completeness of the requirements and
stamps “VERIFIED” if found complete.

3) Collect the verification fee and issue corresponding O.R. AS
4) Write the O.R. No. and the date on the stamp mark on
the document/s, and attach the original O.R. to the
document and endorse the same to the Labatt for
verification

5) Checks the correctness of the charges/fees and verifies
the docs based on established criteria and guidelines

9. REMEMBER:
1) Verification process shall be completed within 24hours from the day of
submission of documents, particularly if the employer/principal is of good
standing.
2) If employer is new or has unsatisfactory record, and onsite inspection is
deemed necessary, verification may be complete, when feasible, not later
than five (5) days from submission of complete documents and result of
onsite inspection.
10. SERVICE FEES FOR VERIFICATION:
• US$10 or equivalent in local currency for: Job Order/manpower
Request, Individual Employment Contract, Special Power of Attorney
or other similar documents relating to the hiring of an individual
worker.
• US$30 or equivalent in local currency for: Master Employment
Contract, Special Power of Attorney, Job Order/Manpower Request,
Service/Manning Agreement or other similar documents relating to
the hiring of more than one worker.

11. REMEMBER:
The Head of POLO may defer action on the verification of recruitment
documents of foreign employer, FPA and PRA in case of non-
compliance by the latter in their contractual obligations to Filipino
workers and/or failure to cooperate and provide the necessary
assistance in the repatriation of their workers.
