1. PROJECT: The Development of Infrastructures for Community and Support for
Vulnerable groups in Republic of Central African.

More than 1 million Central Africans have been displaced by sectarian clashes since
2013. The inability to earn an income, compounded by trade and harvest disruptions,
has had a tremendously negative impact on the economy and people’s ability to meet
their basic needs.
During the long period of conflict in the CAR, several Infrastructure have been
destroyed. This situation has deteriorated the living conditions of Disadvantaged
populations, as well as the levels of socio-economicindicators Countries, which are now
among the lowest in the world. About 67.2% of the population lives Below the poverty
line, and GDP per capita rose from US $ 470 in 1977 to US $ 401 in 2007. Only 52%
of the population has access to health services and Life expectancy at birth is 44.7 years.
In 2013 alone, the Central African Republic’s (CAR) gross domestic product declined
by 28 percent, the agriculture sector by 38 percent and livestock production by 55
percent compared to 2012. To improve the living condition of population in Central
African Republic (CAR) specially for vulnerable groups, as a development partner, we
have created a project called: The Development of Infrastructures for Community
and Support for Vulnerable groups in Republic of Central African.
2. To achieve any of the SDGs the country need to mobilize external funding to allow it to
pursue its effort towards their achievement. The Development of Infrastructures for
Community and Support for Vulnerable groups in Republic of Central African.
will support the efforts of the Government towards achieving the SDGs. The project
activities directly target the neediest social groups.
The project will take place in 20 villages of the country, spread over five regions in
CAR. The main beneficiaries of the project are rural poor, farmer and women. The cost
of the project is 10 000 000 US dollars and will be financed by a grant from the Fragile
States Facility (FSF). Also, the world bank through IDA will intervene by providing a
grant of 8 000 000 US dollars in term of coordination with the Bank regarding activities
relating to infrastructure capacity building and project management.
The project will be implementing for 6 years from 2013-2019 and the main expected
result will be:
- To improve the production technique of the 2000 trained farmers;
- To improve the living condition of the population, through basic community
infrastructure;
- To improve the production of agricultural, fisheries and livestock kits;
- To reduce domestic task for women, especially when it related to the processing
of agricultural product, it can be done through platforms of women’s group.
To ensure the success and the inclusiveness of the project, it is important to make sur
that development committees and village development committees will participate in
the implementing of the project, as part of the participatory process that will be put in
place, and will contribute to the realization of community infrastructure.
In the past, the Bank has financed several projects to support vulnerable groups in
several other countries. Lessons learned from these operations relate to the limitation of
the number and diversity of activities, and the need to bring the implementing body
closer to the beneficiaries in Better monitoring of activities in the field.
This project will focus on infrastructure, the body will have a central unit in the capital
city of Bangui and five Regional organizations with adequate human, logistical and
financial resources in the project's main areas of intervention. A monitoring and
evaluation specialist is the central implementation unit, and will work in close
coordination with the executing unit’s Regional partners and implementing partners for
the collection and processing of data.
3. The project involves carrying out impact studies and surveys to assess the impact of the
project. It also provides for light economic and social studies in the project area. The
results of this work will be disseminated through validation workshops and the
publication of the written reports. Implementing partners' reports will also be used to
draw lessons from the project. Their results will be taken into account in the mid-term
review report of the project and in the completion report.
