PROPOSED WORKING PROCEDURES
IN ELECTING THE OFFICERS OF THE NATIONAL COUNCIL
For the upcoming November 12, 2011 Elections
I. ELECTION OF THE PRESIDENT AND SECRETARY GENERAL
Rule 1
First Meeting
(1) The meeting shall be convened by the outgoing President.
(2) A member, who is representing a Region without a voting right upon the
determination of the outgoing President, shall take the Chair and Preside the
election until the newly elected President assumes the Office.
(3) The Chair shall appoint a member of the National Council who is representing a
Region without a voting right to act as a Secretary for the said election. The roll
of the members shall then be called.
(4) After the presence of a quorum has been ascertained, the Chair shall then give
the floor to the outgoing Secretary General to certify the Credentials of the
members of the National Council attending and to exercise their rights to vote
and be voted upon based on their on-time submission of their September 31,
2011 Updated Membership Database, Remittance of the 40% Share and their
holding of District Assembly and Regional Assembly to elect their representatives
to the National Council.
(5) Interpellations to the Certification of the Secretary General shall only be limited
to three speakers with a minimum time limit of 5 minutes per speaker. After the
interpellations, a proper motion for the approval of the certification shall be
passed by the National Council.
Rule 2
Election of the President
(1) Any member of the National Council belonging to a Region with a Voting Rights
who are interested to run as President of the National Council shall file his or her
certificate of candidacy prior to the convening of the National Council to the
Secretary General.
(2) The Secretary General, upon the call of the Chair, shall read the names of the
candidates running for the position of the President of the National Council.
(3) The National Council shall, in a secret ballot, elect the President of the National
Council for the duration of the electoral term as provided for in the CDM Statute.
(4) The person receiving the votes of the majority of the members of the National
Council representing the Regions with voting rights shall be elected. If a majority
is not obtained in the first ballot, new candidates must be proposed and
nominated for a second ballot. If a majority of the votes of the National Council
is still not obtained, the subsequent ballot shall be confined to the top two
candidates who have received the largest number of votes. In the event of a tie,

the Presiding Chair shall draw lots to decide which of the two candidates is
elected. In the second and subsequent ballot, the nominated candidates may not
file any certificate of candidacy provided that they shall expressly accept the
nomination.
(5) Majority of the votes here means more than 50% of the members of the
National Council representing the Region with voting rights.
Rule 3
Election of the Secretary General
(1) The President-elect shall nominate one candidate from among the members in
the National Council representing the Region with a voting right the Secretary
General of the Federation.
(2) The National Council shall, in secret ballot and without debate, vote for the
nomination of the federation’s Secretary General.
(3) The vote shall be “Yes” for the nomination and “No” as against the nomination.
(4) If the “Yes” received the majority of the votes of the Members of the National
Council, then the Secretary General shall be elected. Otherwise, the President
shall be allowed to re-nominate his or her candidate thrice or nominate another
candidate from among the members until a Secretary General shall have been
elected by the majority of the votes of the members of the National Council.
Rule 4
Assumption of Office
The President-elect and the Secretary General-elect shall immediately take an oath
before the Chair and assumes office. The President shall preside the National Council and
continue with the election of the other officers of the National Council.
The Secretary General shall likewise commence the performance of his or her functions
as provided for in the CDM Statutes, existing working procedures and precedence.
II. ELECTION OF THE OTHER MEMBERS OF
THE EXECUTIVE COMMITTEE
The other members of the Executive Committee are the 1st
Vice President, the 2nd
Vice
President, the Deputy Secretary General and the National Treasurer.
They shall be nominated by the Secretary General without any debates.
The nominated candidates shall be elected simultaneously and through a bloc-voting
whereby the members shall vote “Yes” for the nomination and “No” as against the nomination
of the entire slate.
If the “Yes” received the majority of the votes of the members, then the nominated
officers are elected. Otherwise, the Secretary General shall be allowed to re-nominate the
entire slate thrice or select another slate until they have been elected simultaneously and
through bloc-voting.

III. ASSUMPTION OF OFFICE OF THE MEMBERS OF
THE EXECUTIVE COMMITTEE
Upon election, the elected members of the Executive Committee shall take an oath
before the National President and commence in holding office for the duration of their
electoral term as provided for in the CDM Statute.
IV. PROTEST MECHANISM
The National Council shall act as a special body to resolve any protests related to the
qualification and elections of the officer. They shall decide through the majority votes of the
members of the National Council.
