WHO IS ALFRED SANTAMARIA?
1. I am an immigrant who arrived in the United States when I was 11 years old and who
loves the city of Miami. I am a man who thanks God for giving me the great opportunity of
growing up and live in this city, since it has been here that both my family and I enjoyed the
benefits of moving forward and progress.
2. My parents are missionaries and that was the reason why we arrived in Miami. In 19...,
my parents accepted to direct a missionary project, whose base was Miami Dade County, and
whose purpose was to help the most vulnerable people in the community, providing them with
humanitarian help and showing them the love of God. My parents’ example influenced me
from a very early age and taught me, among other things, the true value of loving one another.
3. I received all of my education from the public schools in Miami. Later on, I pursued a
career in Miami Dade College. At FIU, I graduated in Political Sciences. Soon after, I received an
MBA in Business from NOVA University. I am now pursuing a PhD in Philosophy at Revelation
University.
4. At a very early age, I understood how important it is to be a public servant, since our
best investment is service. I also understood that, as human beings, we have a great
responsibility not only personally and with our families but also with our community.
5. Due to this understanding, I decided to establish, approximately 10 years ago, my first
foundation focusing on providing help and assistance to families in crisis, giving them free
advice and counseling. The name of this foundation is Family Builders USA Foundation.
6. Following that foundation, I set up another one called Fundación Colombo Americanos
Unidos, which focuses in supporting the Colombian American community in the USA promoting
four fundamental values: Education, Service, Culture and Network Assistance.
7. Further, ahead I opened another foundation with the same values and similar mission as
the Colombian American, however, this time I focused on Latin-Americans and whose name is
Fundación Latinoamericanos Unidos. Based on these principles and helping to reach the
community’s maximum potential, I understand that Miami Dade County is unique in its
multicultural diversity.
8. A few years later, I created a fourth foundation, called Comunidades en Acción. This
foundation’s objective is to assist low-income families, providing them with bagged food, health
and job fairs. My role as founding President of all these foundations allowed me to realize how
profound the problems in the city of Miami are.
9. I had no knowledge, for example, that 30% of the children living in Miami are at poverty
level and I discovered this through the foundation. I knew neither that there were five
thousand elderly below poverty level nor that five out 34 municipalities in the county were top
on the list of the poorest municipalities in the United States.
10. I have been a member of the board of directors of the Lions Club, Rotary Club, Vascom
Palmer Cornea Hospital, and the World Trade Center of Miami, among other organizations.
In the past 12 years, I worked as a Liaison for the Latin Community for the Mayor of Miami
Dade, and later on for the Mayor of Coral Gables. I worked in the program South Florida Wet
Force that utilized state and local funding to promote local entrepreneurs. I also worked as a
liaison between the US Congress and the Hispanic community in South Florida.
SANTAMARIA IN MIAMI DADE
Due to the gratitude that I feel for this community of Miami Dade and aware of the social,
political and economical problems of the county, I took it upon myself to open, along with a
team, a Political Action Movement (PAC), with 3 main objectives:
1. To motivate the voting community of the county to participate in the electoral process
since only 15 to 20 percent of registered voters actually vote in the local elections for Miami
Dade Mayor.
2. To report our communities’ problems along with the solutions by introducing proposals,
initiatives and concrete plans about transportation, jobs, etc., to our leaders or elected officials.
3. To demand accountability from our elected officials in relationship to their actions and
political stance.
I believe that the county of Miami Dade has everything to be a leading county in all areas both
nation and worldwide. Since Miami is a natural port of entry and the main connecting point
between the US and Latin America; our enviable geographical position has made Miami to be
known as the capital city of the Americas.
That geographical position provides great opportunities commercially and culturally. This
county has a rich multicultural diversity because it is populated with people from all Latin-
American countries and the entire world.
Although Miami Dade is home to two of the most important airports and maritime ports in the
U.S. because they are in position of advantage in relationship to other counties, in the past few
years as a community leader, I have observed that Miami Dade has deep troubles.
As previously mentioned in the 2010 census, 30% of the children are at poverty level and five
thousand elderly are below poverty level. There are African American neighborhoods, where
there are monthly shootings, completely abandoned. There are 550 thousand people with
suspended drivers’ licenses, many for not having paid a minor traffic violation or toll violation.
Unemployment in Miami is very high.
All these problems show that Miami has a vulnerable middle class and a lower class that keeps
on growing. I, along with other community leaders, have concluded that Miami, having such a
strategic place in the world, has a problem rooted in the lack of political leadership.
Political leadership in Miami, according to some experts, has five problems that are the cause of
the actual situation there.
1. Bureaucracy at High levels
2. Corruption
3. Disconnection with the reality and cultural diversity
4. Commitments with the past and
5. Vicious leaders that do not care for Miami anymore.
These characteristics may remind us of the leaders that we left behind in our countries of
origin. It was those disastrous practices that drove prosperous countries in Latin America to
poverty and today they impoverish and stop growth of Miami Dade.
The movement NUEVO LIDERAZGO (PAC), under my leadership, was born because it is precisely
by promoting objectives and values of new leadership that we can take Miami to be a truly
competent city of the XXI century generating many opportunities for her residents that will turn
Miami into the true capital of the Americas and the best place to start a business, to raise
families and visit as a tourist destination.
Because of this, we are inviting all kind-hearted people with desire to work for Miami, to join
NUEVO LIDERAZGO. We are asking them to contact us because we are sure that if everyone
adds a grain of sand, Miami Dade County will reach its maximum potential.
PROPOSAL:
1.- TRANSPORTATION: Nuevo Liderazgo proposes that if we truly want to be competitive in this
XXI century and promote Miami at that level, we should start developing real solutions to mass
transportation that compete both nationally and internationally.
We propose a public/private alliance in which the private sector through an ample process of
bidding invest in resources to develop an effective and efficient mass transportation project
that serves all four cardinal points of the county with the highest modern standards that also
protects our environment.
An electrical rapid transit system that joins all four cardinal points of the county. Today’s
system is obsolete because it only covers one section of the county. It is not modern. It is not
competitive. It only connects a limited section of the county. (SIC)
The Metro system should be expanded moved and an alternate transportation system
implemented like a closed circuit of maritime taxis, which would be settled through bidding.
Search for means to eliminate fines generated by cameras and tolls.
2. - EMPLOYMENT: the county has all the conditions to generate thousands of new jobs if only
we could start modernizing the city and creating attractive conditions for investment both
national and internationally. Therefore, NUEVO LIDERAZGO proposes the creation of an
accompaniment and incentives to attract national and international enterprises to settle in
Miami Dade County.
We suggest that the mayor, along with the local better business bureau and the private sector,
after developing a strategic plan, travel with leaders from the private sector both within the US
and Latin America to promote this initiative.
Miami today is home to the headquarters of about 500 great enterprises but we could attract
500 more.
To modernize and expand the duty free zone of Miami, to convert it in the most attractive and
competitive in the entire world. That way we could generate thousands of new jobs.
To modernize and optimize our airport and maritime port to bring new enterprises. Regarding
the airport, to develop a plan that allows maintaining or increasing the number of national
flights and stopping them from moving to other airports like Fort Lauderdale.
To develop a program of training and sales of combat aircraft at the Air Force airport in
Homestead, just like in Tucson, Arizona, which will favorably affect to generate employment
and taxes.
Regarding agriculture, we have to take into consideration that the land in Miami County, is
highly fertile, but underutilized. We suggest that the local government leads a public and
private alliance that, in fertile land belonging to the county as well as that privately owned, a
modern system of organic sawing of fruit and vegetables is developed, which will turn us into a
leader county in this area nationwide. This will have the purpose of supplying the entire county
and, if possible, all the state with fruit and vegetables.
Incubators for business entrepreneurs: to lead county wise some physical spaces called
incubators in which hundreds of micro entrepreneurs are recruited at highly affordable prices,
with funds coming from the public and private sectors and legal and marketing advice. This
way we will guarantee and promote hundreds and maybe thousands of micro enterprises every
year.
FILM: we propose that the mayor leads a program of incentives so that the film industry comes
to Miami Dade to produce their films.
3. - SECURITY: to improve the relationship with county police because right now there is high
tension. There is bad communication between the police department and the office of the
mayor. There should be an increase in the number of police officers. To empower the
Neighborhood Watch programs, in which local police recruits and trains people in the
neighborhood to keep watch and a more open and direct communication with the police.
4. - TOURISM: We are world leaders in tourism; nevertheless, the best and biggest attractions
are the beaches and shopping malls. Miami does not offer other alternatives of world
relevance for our tourists. Therefore, we propose to lead a modernization and optimization
project of the entertainment spaces of today, like the Sea Aquarium, Metro Zoo and Parrot
Jungles.
In addition, we propose to lead a public-private alliance to bring a thematic amusement park to
Miami Dade that is at the level of Epcot Center, which is cultural and entertaining. Such a park
would create thousands of new jobs.
We also propose to bring to Miami as permanent attractions world known entertainment
entities such as Cirque du Soleil.
The Mayor will have conversations with the private sector to propose Miami Dade as one of the
venues for Formula 1 competitions.
To develop a tourist amicable project, comprised of a good illumination system, signalization
and orientations points. To develop beautification programs, particularly in areas visited
frequently by tourists, like Little Habana, Downtown Miami and Winwoods.
To strengthen the relationship with the Miccosukee tribe to develop a tourist plan friendly and
comprehensive for the Everglades of Miami Dade.
5. - EDUCATION: Nuevo Liderazgo is in favor of a program in which there is competition among
schools. That the parents can select the school where their children will attend. Children
attend school nowadays according to the zip code where they live. We propose a plan that
allows school competition among them and the parents to decide to which school they want to
send their children. The mayor does not have much to do with education. This subject has
more to do with state government. However, this does not mean that the Mayor could not
make proposals to benefit the communities.
There are F schools in African American communities. They have been so for a long time. I
think we should have a subsidy system to create tutoring after school programs in those
schools. In addition, classrooms with smaller groups, for the teacher to be able to focus in less
students and provide a more personalized attention.
To encourage even more English learning, with more access and better schedules so people of
any age can study English free of charge.
To develop programs of citizenship culture that focus on themes like respect, traffic, surveys of
interest, city cleaning, touristic attention, transparency and citizen integrity.
6. - CULTURE: due to the multi ethnic and cultural wealth of the county, we propose a national
and international program for the development of the arts.
To make strategic alliances with art departments of local universities and artists around the
world who wish to participate in this program to promote art pieces in public spaces.
We propose 100 new art pieces in public spaces every year.
To lead incubators or spaces for young or low income artists could develop their art at low cost
with subsidy from the state.
To lead a program in which cultural districts are developed and where there would be tenths of
art galleries co subsidized by the local government.
We also suggest that the Mayor lead ecologic and artistic boulevards.
To promote the creation of a special fund to boost artistic fairs, plays, musicals and all
expressions of art in the county.
7. - HOUSING: Nuevo Liderazgo proposes that the Mayor and the committee lead a program
for three vulnerable groups in the community. Through a public private alliance, the county
facilitates sites and land, permits, feasibility studies, etc., while the private sector executes the
project.
The three groups are: 1) young students who are attending college or have just graduated and
could live at a very low monthly cost so that they can live two or three years paying rents of 300
or 400 dollars per month. 2) Senior citizens and 3) young newlywed couples.
Not increasing property taxes and searching for other means to generate additional resources
for the county.
To develop a beautifying project in depressed areas of the county or in highly exposed areas
(tourism, traffic, development) in the county. There are very depressed sectors that urgently
need an embellishment program.
8. - HOMELESNESS: To review, improve and optimize today’s homeless program of the county.
We propose that aside from the actual existing centers for the well-being of the homeless, such
as Camilus Houses, to create ranches in which those homeless individuals requiring
personalized assistance and that could work in farming could live.
In the same manner, to revise actual legislation and codes related to the homeless and the
authority that could establish local police to keep them out of the streets so our streets stay as
clear as possible of homeless presence.
9. - ENERGY: The county is known as the sun capital since our city enjoys more hours of sun
radiation than many places in the US and the world. This advantage is not actually being
utilized and capitalized. Nuevo Liderazgo proposes a program in which both businesses and
houses could instrument solar panels in order to convert our state in environment and energy
leader.
Utilization of solar energy will allow establishing savings fromthe high cost of electricity.
10. - ENVRONMENT: We will turn into the leader county in the nation in planting new native
trees. We suggest 5000 trees per year, with an average of 100 new trees per week. County
public schools and students’ families will plant such trees.
To work hand in hand with tribes and the community in general in the conservation, cleaning
and education about the Everglades of Florida. The Everglades are one of our main sources of
drinking water.
To develop a citizen awareness program to clean beaches and canals and effectively uses
recycling.
To promote the use of every form of clean energy: solar, wind, wave driven, tidal,
biodegradable, etc.
The use of electrical trains will also favorably affect the conservation of the environment.

  • 2. 10. I have been a member of the board of directors of the Lions Club, Rotary Club, Vascom Palmer Cornea Hospital, and the World Trade Center of Miami, among other organizations. In the past 12 years, I worked as a Liaison for the Latin Community for the Mayor of Miami Dade, and later on for the Mayor of Coral Gables. I worked in the program South Florida Wet Force that utilized state and local funding to promote local entrepreneurs. I also worked as a liaison between the US Congress and the Hispanic community in South Florida. SANTAMARIA IN MIAMI DADE Due to the gratitude that I feel for this community of Miami Dade and aware of the social, political and economical problems of the county, I took it upon myself to open, along with a team, a Political Action Movement (PAC), with 3 main objectives: 1. Unemployment in Miami is very high. All these problems show that Miami has a vulnerable middle class and a lower class that keeps on growing. I, along with other community leaders, have concluded that Miami, having such a strategic place in the world, has a problem rooted in the lack of political leadership. Political leadership in Miami, according to some experts, has five problems that are the cause of the actual situation there. 1. Bureaucracy at High levels 2. Corruption 3. Disconnection with the reality and cultural diversity 4. Commitments with the past and 5. Vicious leaders that do not care for Miami anymore. These characteristics may remind us of the leaders that we left behind in our countries of origin. It was those disastrous practices that drove prosperous countries in Latin America to poverty and today they impoverish and stop growth of Miami Dade. The movement NUEVO LIDERAZGO (PAC), under my leadership, was born because it is precisely by promoting objectives and values of new leadership that we can take Miami to be a truly competent city of the XXI century generating many opportunities for her residents that will turn Miami into the true capital of the Americas and the best place to start a business, to raise families and visit as a tourist destination. Because of this, we are inviting all kind-hearted people with desire to work for Miami, to join NUEVO LIDERAZGO. We are asking them to contact us because we are sure that if everyone adds a grain of sand, Miami Dade County will reach its maximum potential. PROPOSAL: 1.- TRANSPORTATION: Nuevo Liderazgo proposes that if we truly want to be competitive in this XXI century and promote Miami at that level, we should start developing real solutions to mass transportation that compete both nationally and internationally. We propose a public/private alliance in which the private sector through an ample process of bidding invest in resources to develop an effective and efficient mass transportation project that serves all four cardinal points of the county with the highest modern standards that also protects our environment.
  • 4. An electrical rapid transit system that joins all four cardinal points of the county. Today’s system is obsolete because it only covers one section of the county. It is not modern. It is not competitive. It only connects a limited section of the county. (SIC) The Metro system should be expanded moved and an alternate transportation system implemented like a closed circuit of maritime taxis, which would be settled through bidding. Search for means to eliminate fines generated by cameras and tolls. 2. - EMPLOYMENT: the county has all the conditions to generate thousands of new jobs if only we could start modernizing the city and creating attractive conditions for investment both national and internationally. Therefore, NUEVO LIDERAZGO proposes the creation of an accompaniment and incentives to attract national and international enterprises to settle in Miami Dade County. We suggest that the mayor, along with the local better business bureau and the private sector, after developing a strategic plan, travel with leaders from the private sector both within the US and Latin America to promote this initiative. Miami today is home to the headquarters of about 500 great enterprises but we could attract 500 more. To modernize and expand the duty free zone of Miami, to convert it in the most attractive and competitive in the entire world. That way we could generate thousands of new jobs. To modernize and optimize our airport and maritime port to bring new enterprises. Regarding the airport, to develop a plan that allows maintaining or increasing the number of national flights and stopping them from moving to other airports like Fort Lauderdale. To develop a program of training and sales of combat aircraft at the Air Force airport in Homestead, just like in Tucson, Arizona, which will favorably affect to generate employment and taxes. Regarding agriculture, we have to take into consideration that the land in Miami County, is highly fertile, but underutilized. We suggest that the local government leads a public and private alliance that, in fertile land belonging to the county as well as that privately owned, a modern system of organic sawing of fruit and vegetables is developed, which will turn us into a leader county in this area nationwide. This will have the purpose of supplying the entire county and, if possible, all the state with fruit and vegetables.
  • 5. Incubators for business entrepreneurs: to lead county wise some physical spaces called incubators in which hundreds of micro entrepreneurs are recruited at highly affordable prices, with funds coming from the public and private sectors and legal and marketing advice. This way we will guarantee and promote hundreds and maybe thousands of micro enterprises every year. FILM: we propose that the mayor leads a program of incentives so that the film industry comes to Miami Dade to produce their films. 3. - SECURITY: to improve the relationship with county police because right now there is high tension. There is bad communication between the police department and the office of the mayor. There should be an increase in the number of police officers. To empower the Neighborhood Watch programs, in which local police recruits and trains people in the neighborhood to keep watch and a more open and direct communication with the police. 4. - TOURISM: We are world leaders in tourism; nevertheless, the best and biggest attractions are the beaches and shopping malls. Miami does not offer other alternatives of world relevance for our tourists. Therefore, we propose to lead a modernization and optimization project of the entertainment spaces of today, like the Sea Aquarium, Metro Zoo and Parrot Jungles. In addition, we propose to lead a public-private alliance to bring a thematic amusement park to Miami Dade that is at the level of Epcot Center, which is cultural and entertaining. Such a park would create thousands of new jobs. We also propose to bring to Miami as permanent attractions world known entertainment entities such as Cirque du Soleil. The Mayor will have conversations with the private sector to propose Miami Dade as one of the venues for Formula 1 competitions. To develop a tourist amicable project, comprised of a good illumination system, signalization and orientations points. To develop beautification programs, particularly in areas visited frequently by tourists, like Little Habana, Downtown Miami and Winwoods. To strengthen the relationship with the Miccosukee tribe to develop a tourist plan friendly and comprehensive for the Everglades of Miami Dade. 5. - EDUCATION: Nuevo Liderazgo is in favor of a program in which there is competition among schools. That the parents can select the school where their children will attend. Children attend school nowadays according to the zip code where they live. We propose a plan that allows school competition among them and the parents to decide to which school they want to
  • 6. send their children. The mayor does not have much to do with education. This subject has more to do with state government. However, this does not mean that the Mayor could not make proposals to benefit the communities. There are F schools in African American communities. They have been so for a long time. I think we should have a subsidy system to create tutoring after school programs in those schools. In addition, classrooms with smaller groups, for the teacher to be able to focus in less students and provide a more personalized attention. To encourage even more English learning, with more access and better schedules so people of any age can study English free of charge. To develop programs of citizenship culture that focus on themes like respect, traffic, surveys of interest, city cleaning, touristic attention, transparency and citizen integrity. 6. - CULTURE: due to the multi ethnic and cultural wealth of the county, we propose a national and international program for the development of the arts. To make strategic alliances with art departments of local universities and artists around the world who wish to participate in this program to promote art pieces in public spaces. We propose 100 new art pieces in public spaces every year. To lead incubators or spaces for young or low income artists could develop their art at low cost with subsidy from the state. To lead a program in which cultural districts are developed and where there would be tenths of art galleries co subsidized by the local government. We also suggest that the Mayor lead ecologic and artistic boulevards. To promote the creation of a special fund to boost artistic fairs, plays, musicals and all expressions of art in the county. 7. - HOUSING: Nuevo Liderazgo proposes that the Mayor and the committee lead a program for three vulnerable groups in the community. Through a public private alliance, the county facilitates sites and land, permits, feasibility studies, etc., while the private sector executes the project. The three groups are: 1) young students who are attending college or have just graduated and could live at a very low monthly cost so that they can live two or three years paying rents of 300 or 400 dollars per month. 2) Senior citizens and 3) young newlywed couples.
  • 7. Not increasing property taxes and searching for other means to generate additional resources for the county. To develop a beautifying project in depressed areas of the county or in highly exposed areas (tourism, traffic, development) in the county. There are very depressed sectors that urgently need an embellishment program. 8. - HOMELESNESS: To review, improve and optimize today’s homeless program of the county. We propose that aside from the actual existing centers for the well-being of the homeless, such as Camilus Houses, to create ranches in which those homeless individuals requiring personalized assistance and that could work in farming could live. In the same manner, to revise actual legislation and codes related to the homeless and the authority that could establish local police to keep them out of the streets so our streets stay as clear as possible of homeless presence. 9. - ENERGY: The county is known as the sun capital since our city enjoys more hours of sun radiation than many places in the US and the world. This advantage is not actually being utilized and capitalized. Nuevo Liderazgo proposes a program in which both businesses and houses could instrument solar panels in order to convert our state in environment and energy leader. Utilization of solar energy will allow establishing savings fromthe high cost of electricity. 10. - ENVRONMENT: We will turn into the leader county in the nation in planting new native trees. We suggest 5000 trees per year, with an average of 100 new trees per week. County public schools and students’ families will plant such trees. To work hand in hand with tribes and the community in general in the conservation, cleaning and education about the Everglades of Florida. The Everglades are one of our main sources of drinking water. To develop a citizen awareness program to clean beaches and canals and effectively uses recycling. To promote the use of every form of clean energy: solar, wind, wave driven, tidal, biodegradable, etc. The use of electrical trains will also favorably affect the conservation of the environment.
