Needs Statement:
The lack of an adolescent’s shelter to cater for lesbian, gay,
bisexual, and transsexual [LGBT] adolescents has become an
underpinning problem which direly needs to be addressed with
the development of a shelter facility for these group. The shelter
also ought to incorporate programs that facilitate the
rehabilitation of these adolescents in the center and to mentor
them on the importance of education and career development.
This kind of project is dedicated to efforts that reduce social
inequality through demonstrable projects. There are various
factors that make this project a top priority, including the target
group being adolescents aged between thirteen and eighteen
years old, besides being a minority adolescents group that can
reform and complete their education and go to become more
productive in the society.
Moreover, housing is a basic human need and also a place one
can rest to reminisce on their personal life. Cochran, Stewart,
Ginzler, and Cauce (2012) argue that homeless bisexual,
lesbian, gay, transsexual, besides questioning adolescents’ aged
between thirteen and eighteen years old, face the lack of
housing access either because they are kicked out of their
parental homes, or they cannot comprehend the criticism by
their relatives and caregivers for their sexual orientation.
Following Durso and Gates (2012) the vulnerability of these
adolescents is further worsened as they are presented to brutal
street situations whereby they are high possibilities of being
assaulted physically, victimized, sexually assaulted, mugged,
and at worse being murdered. Besides, the freedom they have on
the streets has a high inclination towards compelling them to
indulge in other unsafe criminal activities, including, drug
abuse, robbery, and prostitution.
Keuroghlian, Shtasel, and Bassuk (2014) emphasize that by
bypassing such a conspicuous feature within the social work
system core principles, besides the strengths and needs of these
adolescents are far from being satisfactorily addressed.
Moreover, Tyler, Whitbeck, Hoyt, and Cauce (2004) pinpoint
that these adolescents represent characters from all different
genders and ethnicities. Hence, those who come from an ethnic
minority are even at a higher risk of being exposed to numerous
social ills, since they endeavor to even find acceptance within
their individual communities. These adolescents have twenty-
five percent suicide attempt rate as they encounter extra
pressures, barriers, and hurdles towards understanding and
acceptance. As a consequence, the project will be a timely one
towards addressing the problems being experienced by these
transgender adolescents.
Goals:
Goal #1:
A center that meets LGBT various needs and that uses a
collaborative model based on the investment and input from
multiple key stakeholders who provide different services needed
by these adolescents such as recreational, medical, and
education.
Goal #2:
Supporting mentors and the community to become
knowledgeable about LGBT adolescents social isolation and
stigmatization as well as how to support them in a professional
manner.
Goal#3:
An effective and successful LGBT adolescent’s center that has
the capability of reaching the maximum number of LGBT
adolescents with the maximum impact, developed out of the
needs identified by these adolescents themselves
Objectives:
Objective 1:
To develop and nurture an LGBTadolescent’s shelter that meets
various needs, including a safe space to access healthcare and
other social services.
Objective 2:
Training LGBT adolescents mentors on how to identify and
describe the concerns and issues of these adolescents and the
community.
Objective 3:
To provide a sustainable and stable LGBT adolescent's center,
besides provide emotional outlets opportunities, and champion's
personal and professional development.
Evaluation Criteria:
Evaluation Criteria 1:
· A developed and equipped LGBTadolescent’s shelter
· The degree to which the shelter meets various needs including
a safe space to access healthcare and other social services
Evaluation Criteria 2:
· The number of trained LGBT adolescents mentors
· Percentage of LGBT adolescents mentors equipped with
techniques of identifying and describing the concerns and issues
of these adolescents and the community
Evaluation Criteria 3:
· The degree to which the LGBT adolescent's center is
sustainable and stable
· Percentage of emotional outlets opportunities provided
· Percentage of personal and professional development
opportunities created.

Raikes Foundation is an organization that focuses on the
welfare of the youth from their early life to their adult life
where they fully function in society. The foundation supports
adolescents and provides opportunities for them in various
capacities. This is aimed at making them grow into healthy
adults that can contribute to society. The foundation is currently
funding two initiatives namely: Middle Shift Initiative: Building
Agency in Early Adolescents which is aimed at developing
agency on the youth through establishing their learning
strategies and mindsets from their middle level studies to the
adult life; Youth Program Quality Initiative which aids in the
provision of training and technical assistance to counties
(Homeland security, 2019).
Raike Foundation has a set of guidelines that dictate their
ability to give grants to project proposals. These guidelines set
boundaries as to which projects qualify to receive grants from
the foundation. For a grant to be given to a project proposal, the
following scores are considered (Raikes Foundation, 2019).
· The foundation only gives grants to on the projects that it has
interest in or rather on the projects that they have requested.
Any other project proposal that is not requested cannot be given
grant.
· The Foundation only funds proposals that originate from
organizations and not sole individuals who present their project
without the backing from an organization.
· The organizations receiving the grant for the proposal should
not be discriminating against people based on their natural
dispositions.
· The organization should also be serving the adolescent or
should have some activities that focus on adolescents.
· Only the organizations in the united states are eligible to
receive the grant from the foundation.
· The applicants must be classified as tax-exempt under section
501(c)(3) of the Internal Revenue Code and as public charities
under section 509(a)(1), (2) or (3) of the Code
The benefit of this review process is that it enables the
organization to establish the project to focus on a specific goal
that the foundation has determined. This prevents establishment
of an irrelevant project. The review process filters out the
required participants that are eligible for the grant. This ensures
that the organization submitting the proposal shall not pursue
different goals from the ones that the foundation has set. Also it
limits discrimination on wide aspects of people, this makes it
easier to establish projects over a wide range of issues that are
of concern.The review process has the following limitations.
The fact that it limits the grants to organizations only locks out
very useful projects that could have served well the call for
proposals that the foundation needed. It also limits grants from
organizations abroad who may be as well in a position to
effectively establish an effective project.
I will seek backing from an organization that meets the
requirements needed by the scores set. This will give me better
bargaining power and better scores to able to secure the grant. I
will also ensure that my project is in accordance with the issue
that the foundation has identified and called for establishment
of projects. My project will also be free from any bias and
discrimination against the aspects identified by the foundation.

Part one
The description of the grant to be used in this paper
includes the promotion and fostering of community partnerships
to reduce homelessness in various communities. In essence, the
project is intended to engage both provincial and territorial
government levels to join the effort of aligning homelessness
investments and priorities with the ultimate goals and objectives
to prevent and reduce the aspect of homelessness especially in
many youths (Forchuk, 2018). To elaborate, the grant is a
unique program based on community affairs with the ultimate
goals of eliminating if not reducing homelessness issues within
various communities. Moreover, the project is aimed to
accomplish this by encouraging funders to directly provide their
support and funds to about sixty designated communities across
all territories and provinces that are possible to reach. The most

One of the significant factors that make this grant to be
worth and for one to gain the confidant of pursuing it is the fact
that it has been witnessed working for other countries. For
instance, the grant was given just this year to the Legal Counsel
for Youth to improve on the well-being of young people by
advancing their legal rights. Also, The funds were well utilized
by focusing them on, especially youth and young adults of age
fifteen to twenty-eight. Based on that, it is a potential grant that
I believe if well managed it is worth to take the risk as it
guarantees the reduction of homelessness.
For evaluation purposes, several questions were identified
to assess whether the grant was aligned with the objectives and
goals of eliminating or reducing the aspect homelessness in
various communities within the country. Furthermore, there
were designed questions that aimed at assessing the progress of
the program in its implementation including coordination,
communication, reporting, adherence to housing first principles,
monitoring as well as an assessment of early outcomes of the
grant.
In accomplishing all the necessary criteria that were required by
the project, I utilized Bing as my search engine for the task.
The goals and objectives of the selected funding agency
are to ensure that it provides all the necessary resources that
can enable the non-profitable organizations with its purposes of
fulfilling the intended impact towards the communities
concerned. Besides, the agency is aimed at addressing the
essential issues relating to homelessness of especially youths
and young adults within different communities.
The primary reason for selecting the RFP is accompanied
by the fact that community-based programs tend to be more
reliable and effective when it comes to dealing with issues
affecting people in societies. In essence, it is much easier to
identify such problems through community initiatives as they
tend to understand which issues affect them and the core roots
or foundation of the issues. Also, since the issues are
community-based, the people living in such communities have
experiences in regards to how they face the problems and how
they tend to reduce the issues by the limited resources available
for them (Belone, 2016). As such, I select the community-based
program because homelessness is an issue that can be explained
by the community itself and the people living in such
communities knows why many youths and young adults find
themselves on the streets without a place they can refer to as
home. Also, they see the foundation of the issue and how well
they can utilize the funds provided by the funders to reduce and
eliminate the aspect of homelessness within their respective
communities.
Part two
The project Intend to choose is the Homelessness
Partnering Strategy which is a unique program that aims at
working with various communities. The primary goal of
partnering with community-based initiatives is to attempt on
eradicating homelessness situations, especially for youths and
young adults. Substantially, there has been a significant
increase in youths and young adults with no place to call home.
As such, I intend to propose an effective and efficient way that
can help to reduce the number of people without shelter in
various communities and for a long term, completely eradicate
the issue from all communities across the nation.
The significance of this grant is that at the end of its
implementation, all youths and young adults without homes will
be provided with a shelter they can refer to as their homes. On
the other hand, the innovative thing about the grant is that it
tends to include the community as its major partnership.
As I toured different communities within our country, I
realized that since I was a little child, the number of youths and
young adults who tend to sleep across the streets have
drastically increased to a significant amount. Therefore, I saw
that there was a need to give the matter attention since the
conditioned could even be worse if not attended to. For this
reason, I think that my project should be considered and the
funders should fund it because I have no adequate resources to
implement it.
The concerned project is better since unlike many projects
with similar goals and objectives, the Homelessness Partnering
Strategy is a program or project that aims at promoting and
fostering community to work together with our organizations in
identifying the issues that typically results to homelessness and
which ways are effective in dealing and eliminating them.

Methodology and Evaluation Plan
The methodology is one of the most important sections in the
grant. This particular section is concerned with addressing how
the project will be carried out. Over the past few t years,
evaluation plans have become increasingly important documents
for prospective funders. Competition for grants is very intense,
and therefore funders must feel confident that finances will be
well spent and that projects can be evaluated appropriately. This
particular document also assures the organization that the time
and effort put into a project proves that the objectives are
attained. This paper seeks to outline methodology and
evaluation plan for a project aimed at the issue of homelessness
among the youth living in Tri-Cities.
Methodology
Program description
The program seeks to come up with various strategies that will
effectively address homeless among youths in Tri-cities that are
Kennewick, Richland, and Pasco. Youths are facing a lot of
housing challenges because most of them do not have adequate
finances to cater for their needs such as school fees, food, and
accommodation. The program will recommend some targeted
prevention measures which will assist in supporting youth who
experience the challenge of homelessness. This particular
program will also ensure youth get access to education, health
services, employment, and other services. This is because
homelessness has hindered youth from accessing these
important services. Finally, the proposed program will establish
a resource center that will be used in identifying, tracking and
reporting issues of homelessness among youths. This particular
resource center will be handling issues related to youth
homelessness and suggest a solution to the problem.
Research design
The study will be based on a cross sectional correlation and
survey designs. Qualitative approach will also be used. The
qualitative approach will be used in that it gives precise and
testable expression to qualitative ideas. The study is cross
sectional because it will be carried out across participants over
a short period of time. Survey design is preferred because it will
allow the researcher to get data from many respondents. These
methods that will be used in the study will ensure that there is
free interaction between the researcher and the homeless youth
so that their challenges can be adequately addressed.
Human subjects (sample)
The researcher’s focus will be on the youth who have
experienced homelessness in Tri-Cities. The population for the
study will be chosen randomly from the three cities and every
homeless youth will have an equal chance of participating.
However, due to constraints such as time and resources, the
researcher will find a convenient sample.
Study validity and reliability
In order to ensure validity, the researcher will mostly use
his/her expertise with regard to the homeless youth. Multiple
methods of collecting data will be used in order to enhance
reliability.
Assumptions and limitations
The key assumption is that there will be minimal errors and the
collected data will be very accurate. The major anticipated
limitations are finance constraints and time constraints.
However, these limitations will be addressed through adequate
funding and scheduling adequate time to conduct the research.
Timeline
Due to the nature of the study, the timeline for carrying out the
research will be a minimum of two months. But the entire
program activities will be undertaken for a period of maximum
of ten months.
Analysis
The data which will have been obtained will be analyzed using
various analysis techniques such as descriptive statistics and
Pearson correlation.
Non-personnel resources
There will be some facilities, supplies and equipment that will
be required. They include writing materials, gadgets, computers
etc.
Personnel resources
There are a number of personnel who will be assigned some
tasks to undertake. They include Project Director, Project
Coordinator, Clinical Coordinator, Academic Coordinator,
Project Evaluator and Project Secretary.
Management plan (Work plan)
The project director will ensure that all activities of the project
are undertaken. There will be project team members who will be
assigned some specific tasks. The project team members will be
required to complete their tasks within a period of three months.
The project will be managed by the overall project director. The
head of each project team will be answerable directly to the
project director.
The Evaluation Plan
Description of the specific criteria that will measure the success
of the project
It is important to measure the success of a project once it is
completed. This will give stakeholders an opportunity to assess
the effectiveness of the project. The first criterion will be used
is the scope. This will assist in determining whether the project
achieved its objectives within the given framework. The second
criterion is the schedule. This will help in assessing whether the
project was able to hit its milestones on time and whether the
project was delivered on time. The third criterion is the budget.
This criterion evaluates whether the project was managed to be
delivered within the budget which had been formulated. Another
success criterion is team satisfaction. The project team that is
satisfied is an indicator of success of the project. The final
criterion that will be used to measure success is the quality of
output It is important to track quality and make changes where
necessary.
Explanation of data that will be collected
The data that will be collected will be pertaining to the
activities that were undertaken. The data on the specific time it
took to complete each project activity will also be collected.
The data on the amount of money that was spent will also have
to be collected. The data on the quality of output will also have
to be collected.
Explanation of the data collection plans at the beginning, mid-
program, and final evaluation
The data which will be collected at the beginning will be
obtained from the project coordinator. He/she will indicate how
the program was rolled out and state any challenges
encountered. The data which will be collected at the mid of the
program will be obtained from the heads of respective project
teams and it will be pertaining to the progress of respective
project activities. The data which will be collected at the end of
the project will be obtained from the project director. This data
will indicate whether the project was able to meet its targets.
Evaluation instruments that will be used and an explanation of
why these instruments were selected
Two evaluation instruments will be used. The first one is the
value of outcomes/deliverables. The final outcome of the
project is supposed to have met its initial objectives. The value
of outcome will be low if some of the goals and objectives of
the project are not met. The second evaluation instrument is the
stakeholder satisfaction. If the project stakeholders are
interviewed and they state that they are satisfied with the
deliverables of the project, then that particular project will be
deemed to be successful.
Plans for writing the periodic reports to keep the funder updated
The project secretary will be tasked with documenting reports.
He/she should be in a position to generate quarterly reports.
These particular reports will be presented to all stakeholders
including the funder.

Part II: Budget Narrative and Sustainability Plan
The Budget Narrative
The total budget for the whole project that will involve the
construction of building from the ground and renovation of the
old ones is $4,012,938. This amount is expected to cover a total
of 25 sites corresponding to the tertiary institutions in this state
and shall be broken down as explained below. The leading
members of the project are the director, project coordinator,
secretary, academic coordinator, clinic coordinator, and project
evaluator. Most people are supposed to work full time because
the project is large and demanding.
Salaries for the people coordinating the whole process are
significantly large because of their qualifications and skills
which were a requirement for transparency, efficiency, and
competence that were needed to accomplish the project. Among
those working full time are project director, clinic coordinator,
project evaluator and project secretary who will be paid $9,822,
$7,587, $7,124 and $ 6,978 respectively. Per hour, each will be
paid $61.4, $47.42, $44.52, and $43.61 according to the
minimum wage requirement in their respective job group. Each
one of them will be working a maximum of 40 hours in a week,
and all of them will be reporting to the project director. The
whole project will take a whole year to complete the above-
mentioned salaries, and their benefits are monthly for the whole
year. In one month, salaries will be totaling to $41, 410 and the
benefits will be $2,074 which sums up to $43, 474. In a year
this will be $521,688. Project coordinator and academic
coordinator will be working part-time since they are the
employees of one of the tertiary institutions in the country
where they will still be serving for the most part of their time.
The cost of consultation is $2,750 for the whole year. It is
not possible to break it down into weeks since consultation will
be done once for every site that shall be open where about 25
sites are expected to open in the whole state that corresponds to
the number of tertiary institutions in this country.
For contracts, the whole amount needed is $3,456, 000 which
include all the subcontractors such those who will install
lighting and elevator, ventilation and air condition, drainage,
and water piping, doors, and kitchenware, painting, among
many others. Travel will cost around $10,000 for the whole
year where each month $833 will be spent on fuel for traveling
from one site to another attending meeting in the many sites.
Itemized equipment includes site safety equipment for staff,
office furniture, printers, and desktops in the office that will
cost around $10,000 the whole year. Supplies will only cost
$3500 for the whole year. Supplies will include printing papers,
ink for printers, files, and stationery for the whole year. Other
expenses are the insurance, electric bill, water bill, and first aid
equipment. They will cost approximately $9, 000 for the whole
year (Von, 2016).
The Sustainability Plan
There are two main ways in which my agency plans to continue
operating this particular program once the funding has run out.
The two main ways are external sources of funds and internal
sources of funds. The external sources of funds include seeking
more aids and grants from other donor agencies, government
funding, donations etc. Since the program will have been rolled
out successfully, it will be easy to get financial support from
other governmental and non-governmental organizations.
It is through the internal sources of finances that the project
will also be sustained. My agency will raise finances through
some revenue creating activities. For example some houses
which will have been built will be rented to the youth. The total
rent which will have been obtained will be used to sustain the
project. The agency will also seek financial help from well-
wisher through its website. Through these mentioned ways, the
agency will sustain the project in future.

Individual Model
According to the text of Gitlin & Lyon (2014) only has ONE of
the defining characteristics that are a basic requirement of any
project which consists of a clear statement of goals,
expectations and procedures.
Unlike the other three model, the individual model is less viable
when it comes to large projects as it doesn’t have the necessary
components to involvement diversity in multiple areas of
expertise and experience in participating in more than one
organization preventing the individual from moving forward in
their project implementation.
The individual model is only effective in four situations such
as:
Small pilot grant offers under $50,000
When an experienced investigator who has a well developed
agenda is an expert in all aspects of the project
Advance a career through competition
Teach doctoral and postdoctoral students how to become
independent investigators to begin a research study
Consultative Model
An extension of the individual model, but in using this model
one develops a project idea and then asks for assistance from
other experts who can contribute their specific skills and
expertise
This model consists of six defining characteristics, yet the
investigator hired by the review panel must have an open
communication in order to effectively explain the project to the
consultant and the specific expectations for his or her work
This model is best suitable for individuals who have adequate
knowledge and skills to perform major activities, but they need
technical expertise in well-defined areas such as those in social
service and healthcare facilities.
Cooperative Model
Contains two types of cooperative models:
The initiator of the project defines the scope of involvement,
but decided to hire experts to work on particular areas of the
project in order to get it implemented
The initiator of the project defines the scope of involvement and
assign group activities for experts who have different or
sometimes similar expertise of the project.
It also contain an cooperative arrangement as is involves
multiple sites, institutions and laboratories to participate in a
project to a common end
Collaborative Model
This model is not an extension, but helps to build on the
cooperative model as it is built around working groups; each
individual in the group has to contribute to a task independently
to work on all aspect of the project (Gitlin & Lyon, 2014).
This model requires both individual and collective actions who
are mutually accountable to get the project done.
Members of the project have to reflect experts who work
together in order to build each other’s strength, backgrounds
and experiences.
Comparison of the (4) models for Proposal Development
According to the text of Gitlin & Lyon (2014) each of the four
models offer diverse approaches to developing a project idea
and grant writing. No model is superior or more effective than
the other, as one model doesn’t exclude the other.
Each model has the same first defining characteristics of clear
statement of foals, expectations and procedures.Yet, they all
have their own unique advantages and disadvantages to how
they will help us organize a grant proposal and get it
implemented then funded.
The Model for my Youth Community Homeless Shelter
The cooperative model relates closely to my program of
implementing a community youth homeless shelter. I have
knowledge that is useful to teachers, parents and those in the
community working with children who are experiencing
homelessness. Yet, I lack experience in the network to
disseminate materials with the community to prevent youth
homelessness.
The youth homeless shelter has the goal to decrease youth
homelessness and increase skills in youth that will allow them
to survive in this world by creating low-income housing, access
to affordable education and GED programs through means of
mentoring students, parent involvement and guidance through
counseling.

Application for the NIH Research Grant Program: Increasing
Community Physical Activity
To Whom It May Concern:
I am pleased to submit a grant proposal with the title “Bike My
Way” for consideration under the
NIH Research Grant Program Increasing Community Physical
Activity with PA number PA-07-
2018, as discussed with Program Officer Josh Daniels.
The reasons for this grant funding request are:
According to ColoradoHealth.org (2015), kids in 23 states are
more active than kids in Colorado!
Furthermore, only 58 percent of teen boys in Colorado and only
40 percent of teen girls report at
least 1 hour of physical activity five days a week
(ColoradoHealth.org, 2015). Finally, in
Colorado as a whole, nearly 70 percent of teens attend 1 weekly
physical education class in
school (ColoradoHealth.org, 2015). In Moffat County, this rate
decreases to a mere 25 percent
(ColoradoHealth.org, 2015). These statistics, coupled with the
adult statistics mentioned above,
show a dire need for programs that target school aged children’s
physical activity levels. The
Bike My Way program would aim to organically add physical
activity into student’s every day
routine through participation in active transportation to school.
We are requesting $251,789.00
for the Bike My Way program.
This project is alignment with the mission of the NIH and
Walden University. As you will see in
the application, Walden University’s Office of Research will be
providing in-kind resources
throughout the grant funding period.

Grant Application Abstract Template
A grant application must include an abstract. Do not write the

contacted.
2. A one or two sentence need statement. This is immediately
followed by the project’s purpose.
3. Your target population for your project.
4. Brief overview of your project. This must include what you
will be doing and how you will be
doing it. Plus the goals and objectives of your project.
5. Your proposed outcomes for your project.
6. How much money you are requesting from the funder.
The abstract must be 500 words or less. Do not exceed this 500
word count..

Needs Statement: The lack of an adolescent’s shelter to cater for lesbian, gay, bisexual, and transsexual [LGBT] adolescents has become an underpinning problem which direly needs to be addressed with the development of a shelter facility for these group. The shelter also ought to incorporate programs that facilitate the rehabilitation of these adolescents in the center and to mentor them on the importance of education and career development. This kind of project is dedicated to efforts that reduce social inequality through demonstrable projects. There are various factors that make this project a top priority, including the target group being adolescents aged between thirteen and eighteen years old, besides being a minority adolescents group that can reform and complete their education and go to become more productive in the society. Moreover, housing is a basic human need and also a place one can rest to reminisce on their personal life. Cochran, Stewart, Ginzler, and Cauce (2012) argue that homeless bisexual, lesbian, gay, transsexual, besides questioning adolescents’ aged between thirteen and eighteen years old, face the lack of housing access either because they are kicked out of their parental homes, or they cannot comprehend the criticism by their relatives and caregivers for their sexual orientation. Following Durso and Gates (2012) the vulnerability of these adolescents is further worsened as they are presented to brutal street situations whereby they are high possibilities of being assaulted physically, victimized, sexually assaulted, mugged, and at worse being murdered. Besides, the freedom they have on the streets has a high inclination towards compelling them to indulge in other unsafe criminal activities, including, drug abuse, robbery, and prostitution. Keuroghlian, Shtasel, and Bassuk (2014) emphasize that by bypassing such a conspicuous feature within the social work system core principles, besides the strengths and needs of these adolescents are far from being satisfactorily addressed. Moreover, Tyler, Whitbeck, Hoyt, and Cauce (2004) pinpoint

Hence, those who come from an ethnic minority are even at a higher risk of being exposed to numerous social ills, since they endeavor to even find acceptance within their individual communities. These adolescents have twenty- five percent suicide attempt rate as they encounter extra pressures, barriers, and hurdles towards understanding and acceptance. As a consequence, the project will be a timely one towards addressing the problems being experienced by these transgender adolescents. Goals: Goal #1: A center that meets LGBT various needs and that uses a collaborative model based on the investment and input from multiple key stakeholders who provide different services needed by these adolescents such as recreational, medical, and education. Goal #2: Supporting mentors and the community to become knowledgeable about LGBT adolescents social isolation and stigmatization as well as how to support them in a professional manner. Goal#3: An effective and successful LGBT adolescent’s center that has the capability of reaching the maximum number of LGBT adolescents with the maximum impact, developed out of the needs identified by these adolescents themselves Objectives: Objective 1: To develop and nurture an LGBTadolescent’s shelter that meets various needs, including a safe space to access healthcare and other social services. Objective 2: Training LGBT adolescents mentors on how to identify and describe the concerns and issues of these adolescents and the community.

  • 6. Proposal Review Raikes Foundation is an organization that focuses on the welfare of the youth from their early life to their adult life where they fully function in society. The foundation supports adolescents and provides opportunities for them in various capacities. This is aimed at making them grow into healthy adults that can contribute to society. The foundation is currently funding two initiatives namely: Middle Shift Initiative: Building Agency in Early Adolescents which is aimed at developing agency on the youth through establishing their learning strategies and mindsets from their middle level studies to the adult life; Youth Program Quality Initiative which aids in the provision of training and technical assistance to counties (Homeland security, 2019). Raike Foundation has a set of guidelines that dictate their ability to give grants to project proposals. These guidelines set boundaries as to which projects qualify to receive grants from the foundation. For a grant to be given to a project proposal, the following scores are considered (Raikes Foundation, 2019). · The foundation only gives grants to on the projects that it has interest in or rather on the projects that they have requested. Any other project proposal that is not requested cannot be given grant. · The Foundation only funds proposals that originate from organizations and not sole individuals who present their project without the backing from an organization. · The organizations receiving the grant for the proposal should not be discriminating against people based on their natural dispositions. · The organization should also be serving the adolescent or should have some activities that focus on adolescents. · Only the organizations in the united states are eligible to receive the grant from the foundation. · The applicants must be classified as tax-exempt under section 501(c)(3) of the Internal Revenue Code and as public charities under section 509(a)(1), (2) or (3) of the Code
  • 7. The benefit of this review process is that it enables the organization to establish the project to focus on a specific goal that the foundation has determined. This prevents establishment of an irrelevant project. The review process filters out the required participants that are eligible for the grant. This ensures that the organization submitting the proposal shall not pursue different goals from the ones that the foundation has set. Also it limits discrimination on wide aspects of people, this makes it easier to establish projects over a wide range of issues that are of concern.The review process has the following limitations. The fact that it limits the grants to organizations only locks out very useful projects that could have served well the call for proposals that the foundation needed. It also limits grants from organizations abroad who may be as well in a position to effectively establish an effective project. I will seek backing from an organization that meets the requirements needed by the scores set. This will give me better bargaining power and better scores to able to secure the grant. I will also ensure that my project is in accordance with the issue that the foundation has identified and called for establishment of projects. In essence, the project is intended to engage both provincial and territorial government levels to join the effort of aligning homelessness investments and priorities with the ultimate goals and objectives to prevent and reduce the aspect of homelessness especially in many youths (Forchuk, 2018). To elaborate, the grant is a unique program based on community affairs with the ultimate goals of eliminating if not reducing homelessness issues within various communities. Moreover, the project is aimed to accomplish this by encouraging funders to directly provide their support and funds to about sixty designated communities across

The goals and objectives of the selected funding agency are to ensure that it provides all the necessary resources that can enable the non-profitable organizations with its purposes of fulfilling the intended impact towards the communities concerned. Besides, the agency is aimed at addressing the essential issues relating to homelessness of especially youths and young adults within different communities. The primary reason for selecting the RFP is accompanied by the fact that community-based programs tend to be more reliable and effective when it comes to dealing with issues affecting people in societies. As such, I select the community-based program because homelessness is an issue that can be explained by the community itself and the people living in such communities knows why many youths and young adults find themselves on the streets without a place they can refer to as home. Also, they see the foundation of the issue and how well they can utilize the funds provided by the funders to reduce and eliminate the aspect of homelessness within their respective communities. Part two The project Intend to choose is the Homelessness Partnering Strategy which is a unique program that aims at working with various communities. The primary goal of partnering with community-based initiatives is to attempt on eradicating homelessness situations, especially for youths and young adults. Substantially, there has been a significant increase in youths and young adults with no place to call home. As such, I intend to propose an effective and efficient way that can help to reduce the number of people without shelter in various communities and for a long term, completely eradicate the issue from all communities across the nation. The significance of this grant is that at the end of its implementation, all youths and young adults without homes will be provided with a shelter they can refer to as their homes. On the other hand, the innovative thing about the grant is that it tends to include the community as its major partnership. As I toured different communities within our country, I realized that since I was a little child, the number of youths and young adults who tend to sleep across the streets have drastically increased to a significant amount. Therefore, I saw that there was a need to give the matter attention since the

For this reason, I think that my project should be considered and the funders should fund it because I have no adequate resources to implement it.   • 12. September 22, 2019 Methodology and Evaluation Plan The methodology is one of the most important sections in the grant. This particular section is concerned with addressing how the project will be carried out. Over the past few t years, evaluation plans have become increasingly important documents for prospective funders. Competition for grants is very intense, and therefore funders must feel confident that finances will be well spent and that projects can be evaluated appropriately. This particular document also assures the organization that the time and effort put into a project proves that the objectives are attained. This paper seeks to outline methodology and evaluation plan for a project aimed at the issue of homelessness among the youth living in Tri-Cities. Methodology Program description The program seeks to come up with various strategies that will effectively address homeless among youths in Tri-cities that are Kennewick, Richland, and Pasco. Youths are facing a lot of housing challenges because most of them do not have adequate finances to cater for their needs such as school fees, food, and accommodation. The program will recommend some targeted prevention measures which will assist in supporting youth who experience the challenge of homelessness. This particular program will also ensure youth get access to education, health services, employment, and other services. This is because homelessness has hindered youth from accessing these important services. Finally, the proposed program will establish a resource center that will be used in identifying, tracking and reporting issues of homelessness among youths. This particular
  • 13. resource center will be handling issues related to youth homelessness and suggest a solution to the problem. Research design The study will be based on a cross sectional correlation and survey designs. Qualitative approach will also be used. The qualitative approach will be used in that it gives precise and testable expression to qualitative ideas. The study is cross sectional because it will be carried out across participants over a short period of time. Survey design is preferred because it will allow the researcher to get data from many respondents. These methods that will be used in the study will ensure that there is free interaction between the researcher and the homeless youth so that their challenges can be adequately addressed. Human subjects (sample) The researcher’s focus will be on the youth who have experienced homelessness in Tri-Cities. The population for the study will be chosen randomly from the three cities and every homeless youth will have an equal chance of participating. However, due to constraints such as time and resources, the researcher will find a convenient sample. Study validity and reliability In order to ensure validity, the researcher will mostly use his/her expertise with regard to the homeless youth. Multiple methods of collecting data will be used in order to enhance reliability. Assumptions and limitations The key assumption is that there will be minimal errors and the collected data will be very accurate. The major anticipated limitations are finance constraints and time constraints. However, these limitations will be addressed through adequate funding and scheduling adequate time to conduct the research. Timeline Due to the nature of the study, the timeline for carrying out the research will be a minimum of two months. But the entire program activities will be undertaken for a period of maximum of ten months.
  • 14. Analysis The data which will have been obtained will be analyzed using various analysis techniques such as descriptive statistics and Pearson correlation. Non-personnel resources There will be some facilities, supplies and equipment that will be required. They include writing materials, gadgets, computers etc. Personnel resources There are a number of personnel who will be assigned some tasks to undertake. They include Project Director, Project Coordinator, Clinical Coordinator, Academic Coordinator, Project Evaluator and Project Secretary. Management plan (Work plan) The project director will ensure that all activities of the project are undertaken. There will be project team members who will be assigned some specific tasks. The project team members will be required to complete their tasks within a period of three months. The project will be managed by the overall project director. The head of each project team will be answerable directly to the project director. The Evaluation Plan Description of the specific criteria that will measure the success of the project It is important to measure the success of a project once it is completed. This will give stakeholders an opportunity to assess the effectiveness of the project. The first criterion will be used is the scope. This will assist in determining whether the project achieved its objectives within the given framework. The second criterion is the schedule. This will help in assessing whether the project was able to hit its milestones on time and whether the project was delivered on time. The third criterion is the budget. This criterion evaluates whether the project was managed to be delivered within the budget which had been formulated. Another success criterion is team satisfaction. The project team that is satisfied is an indicator of success of the project. The final

Explanation of data that will be collected The data that will be collected will be pertaining to the activities that were undertaken. The data on the specific time it took to complete each project activity will also be collected. The data on the amount of money that was spent will also have to be collected. The data on the quality of output will also have to be collected. Explanation of the data collection plans at the beginning, mid- program, and final evaluation The data which will be collected at the beginning will be obtained from the project coordinator. He/she will indicate how the program was rolled out and state any challenges encountered. The data which will be collected at the mid of the program will be obtained from the heads of respective project teams and it will be pertaining to the progress of respective project activities. The data which will be collected at the end of the project will be obtained from the project director. This data will indicate whether the project was able to meet its targets. Evaluation instruments that will be used and an explanation of why these instruments were selected Two evaluation instruments will be used. The first one is the value of outcomes/deliverables. The final outcome of the project is supposed to have met its initial objectives. The value of outcome will be low if some of the goals and objectives of the project are not met. The second evaluation instrument is the stakeholder satisfaction. If the project stakeholders are interviewed and they state that they are satisfied with the deliverables of the project, then that particular project will be deemed to be successful. Plans for writing the periodic reports to keep the funder updated The project secretary will be tasked with documenting reports. He/she should be in a position to generate quarterly reports. Part II: Budget Narrative and Sustainability Plan The Budget Narrative The total budget for the whole project that will involve the construction of building from the ground and renovation of the old ones is $4,012,938. This amount is expected to cover a total of 25 sites corresponding to the tertiary institutions in this state and shall be broken down as explained below. The leading members of the project are the director, project coordinator, secretary, academic coordinator, clinic coordinator, and project evaluator. Most people are supposed to work full time because the project is large and demanding. Salaries for the people coordinating the whole process are significantly large because of their qualifications and skills which were a requirement for transparency, efficiency, and competence that were needed to accomplish the project. Among those working full time are project director, clinic coordinator, project evaluator and project secretary who will be paid $9,822, $7,587, $7,124 and $ 6,978 respectively. Per hour, each will be paid $61.4, $47.42, $44.52, and $43.61 according to the minimum wage requirement in their respective job group. Each one of them will be working a maximum of 40 hours in a week, and all of them will be reporting to the project director. The whole project will take a whole year to complete the above- mentioned salaries, and their benefits are monthly for the whole year. In one month, salaries will be totaling to $41, 410 and the benefits will be $2,074 which sums up to $43, 474. In a year this will be $521,688. Project coordinator and academic coordinator will be working part-time since they are the employees of one of the tertiary institutions in the country where they will still be serving for the most part of their time. The cost of consultation is $2,750 for the whole year. It is not possible to break it down into weeks since consultation will be done once for every site that shall be open where about 25 sites are expected to open in the whole state that corresponds to the number of tertiary institutions in this country.

For contracts, the whole amount needed is $3,456, 000 which include all the subcontractors such those who will install lighting and elevator, ventilation and air condition, drainage, and water piping, doors, and kitchenware, painting, among many others. Travel will cost around $10,000 for the whole year where each month $833 will be spent on fuel for traveling from one site to another attending meeting in the many sites. Itemized equipment includes site safety equipment for staff, office furniture, printers, and desktops in the office that will cost around $10,000 the whole year. Supplies will only cost $3500 for the whole year. Supplies will include printing papers, ink for printers, files, and stationery for the whole year. Other expenses are the insurance, electric bill, water bill, and first aid equipment. They will cost approximately $9, 000 for the whole year (Von, 2016). The Sustainability Plan There are two main ways in which my agency plans to continue operating this particular program once the funding has run out. The two main ways are external sources of funds and internal sources of funds. The external sources of funds include seeking more aids and grants from other donor agencies, government funding, donations etc. Since the program will have been rolled out successfully, it will be easy to get financial support from other governmental and non-governmental organizations. It is through the internal sources of finances that the project will also be sustained. My agency will raise finances through some revenue creating activities. For example some houses which will have been built will be rented to the youth. The total rent which will have been obtained will be used to sustain the project. The agency will also seek financial help from well- wisher through its website. Through these mentioned ways, the agency will sustain the project in future.

The Four Models for Proposal Development Alexis Lowe October 2, 2019 Walden University Individual Model According to the text of Gitlin & Lyon (2014) only has ONE of the defining characteristics that are a basic requirement of any project which consists of a clear statement of goals, expectations and procedures. Unlike the other three model, the individual model is less viable when it comes to large projects as it doesn’t have the necessary components to involvement diversity in multiple areas of expertise and experience in participating in more than one organization preventing the individual from moving forward in their project implementation.

The individual model is only effective in four situations such as: Small pilot grant offers under $50,000 When an experienced investigator who has a well developed agenda is an expert in all aspects of the project Advance a career through competition Teach doctoral and postdoctoral students how to become independent investigators to begin a research study Consultative Model An extension of the individual model, but in using this model one develops a project idea and then asks for assistance from other experts who can contribute their specific skills and expertise This model consists of six defining characteristics, yet the investigator hired by the review panel must have an open communication in order to effectively explain the project to the consultant and the specific expectations for his or her work This model is best suitable for individuals who have adequate knowledge and skills to perform major activities, but they need technical expertise in well-defined areas such as those in social service and healthcare facilities.

It also contain an cooperative arrangement as is involves multiple sites, institutions and laboratories to participate in a project to a common end Collaborative Model This model is not an extension, but helps to build on the cooperative model as it is built around working groups; each individual in the group has to contribute to a task independently to work on all aspect of the project (Gitlin & Lyon, 2014). This model requires both individual and collective actions who are mutually accountable to get the project done. Members of the project have to reflect experts who work together in order to build each other’s strength, backgrounds and experiences.

Comparison of the (4) models for Proposal Development According to the text of Gitlin & Lyon (2014) each of the four models offer diverse approaches to developing a project idea and grant writing. No model is superior or more effective than the other, as one model doesn’t exclude the other. Each model has the same first defining characteristics of clear statement of foals, expectations and procedures.Yet, they all have their own unique advantages and disadvantages to how they will help us organize a grant proposal and get it implemented then funded. The Model for my Youth Community Homeless Shelter The cooperative model relates closely to my program of implementing a community youth homeless shelter. I have knowledge that is useful to teachers, parents and those in the community working with children who are experiencing homelessness. The reasons for this grant funding request are: According to ColoradoHealth.org (2015), kids in 23 states are more active than kids in Colorado! Furthermore, only 58 percent of teen boys in Colorado and only 40 percent of teen girls report at least 1 hour of physical activity five days a week (ColoradoHealth.org, 2015). Finally, in Colorado as a whole, nearly 70 percent of teens attend 1 weekly physical education class in school (ColoradoHealth.org, 2015). In Moffat County, this rate decreases to a mere 25 percent (ColoradoHealth.org, 2015). These statistics, coupled with the adult statistics mentioned above, show a dire need for programs that target school aged children’s physical activity levels. The Bike My Way program would aim to organically add physical activity into student’s every day routine through participation in active transportation to school.

The name of your organization, including who you are and your title, and how you can be contacted. 2. A one or two sentence need statement. This is immediately followed by the project’s purpose. 3. Your target population for your project. 4. Brief overview of your project. This must include what you will be doing and how you will be doing it. Plus the goals and objectives of your project. 5. Your proposed outcomes for your project. 6. How much money you are requesting from the funder. The abstract must be 500 words or less. Do not exceed this 500 word count..
