Substitute Firewise Zone For Missing Rural Ecological Zone In Transect
Like the missing middle, there are places in Austin where there is a missing rural zone in the transect.
This means that there are areas where the suburban zone is adjacent the natural zone. Like any
ecological transect, a missing zone leads to changes, and the ecological transect either dies or the
missing zone is created by nature. In this case, as the neighborhoods that have the Barton Creek
Wilderness Park as their immediate neighbor, the danger of wildfire is imminent. If we do not take
steps to introduce a buffer zone, nature will attempt to do so itself through wild fire. In all cases where
there is a missing rural zone, The Firewise zone should be substituted for the missing rural zone. The
Firewise transect includes three zones covering 200 feet from the home.
The primary goal for Firewise landscaping is fuel reduction — limiting the amount of flammable
vegetation and materials surrounding the home and increasing the moisture content of remaining

2. vegetation. The home itself and everything around it up to 100 – 200 feet is known as the ‘home
ignition zone.’ In areas across the country where the risk of wildfire is high, the home ignition zone
extends up to 200 feet beyond the actual home structure. Within this 200 foot area, there are three
zones:
Zone 1 encircles the structure and all its attachments (wooden decks, fences, and boardwalks) for at
least 30 feet on all sides. Note: the 30-foot number comes from the very minimum distance, on flat
ground, that a wood wall can be separated from the radiant heat of large flames without igniting. In this
area:
• Plants should be carefully spaced, low-growing and free of resins, oils and waxes that burn
easily.
• Mow the lawn regularly. Prune trees up six to ten feet from the ground.
• Space conifer trees 30 feet between crowns. Trim back trees that overhang the house.
• Create a ‘fire-free’ area within five feet of the home, using non-flammable landscaping
materials and/or high-moisture-content annuals and perennials.
• Remove dead vegetation from under deck and within 10 feet of house.
• Consider fire-resistant material for patio furniture, swing sets, etc.
• Remove firewood stacks and propane tanks; they should not be located in this zone.
• Water plants, trees and mulch regularly.
• Consider xeriscaping if you are affected by water-use restrictions.
Zone 2 is 30 to 100 feet from the home, and plants in this zone should be low-growing, well irrigated
and less flammable. In this area:
• Leave 30 feet between clusters of two to three trees, or 20 feet between individual trees.
• Encourage a mixture of deciduous and coniferous trees.
• Create ‘fuel breaks’, like driveways, gravel walkways and lawns.
• Prune trees up six to ten feet from the ground.
Zone 3 is 100 to 200 feet from the home and this area should be thinned, although less space is required
than in Zone 2. NOTE: Because of other factors such as topography, the recommended distances to
mitigate for radiant heat exposure actually extend between 100 to 200 feet from the home – on a site-
specific basis. In this area:
• Remove smaller conifers that are growing between taller trees. Remove heavy accumulation of
woody debris.
• Reduce the density of tall trees so canopies are not touching.
Zone 1 conditions should be written into the code for housing adjacent a natural zone. The other two
should be written into the code for any natural area owned or operated by the city. It should supersede
any environmental regulations.

3. Require Mobility Standard For Parks
Many parks in Austin do not have sufficient mobility options. There isn't enough parking for cars and
access to other forms of access are limited or non existent. The most egregious of these is the Barton
Creek Wilderness Park. As a result cars park anywhere they can, often in unsafe conditions or creating
a nuisance for neighborhoods.
Limit Commercialization Of Parks
Zilker Park is over commercialized. Event after event are held in the park degrading the park, limiting
access and creating a nuisance for neighborhoods. The first thing the news media report is the
economic impact of the events. The zoning regulations for parks should contain a graduation of types
of parks with specified limits on the amount of commercial activities that can take place. What Austin
needs if it wants to continue to exploit parks for economic gains is a space similar to what used to be
called a fairgrounds. There is also not enough civic space throughout the city.
Require Dark Sky Practices
There is no mention of Dark Sky1
in the prescription. It should be a requirement in most if not all of the
zoning.
Require Parkland Dedication For Office/Commercial Buildings
All office and commercial buildings should have a park land dedication similar to that required for
residential.
Require Maintenance And Policing On Park Development As On Any Other
Development
Park development and maintenance should have to obey a code similar to what is required for
residential and commercial space.
