to add resources devoted to streamlining inter-agency

Eliminating Utility Bill Late Penalties
• On track to eliminate $133,000 in annual late
fees by processing and paying utility bills quickly

Performance & Data Analytics – Innovation Lab
• CitiStat is a leadership strategy to mobilize city
agencies to produce specific results.
• It is based on a series of regular, periodic
meetings with the City Manager and leadership
team and each city department’s leadership.
• The meetings use data to analyze past
performance, set new performance objectives,
and examine overall performance strategies.
What is CitiStat?
• Modeled after a similar program in New York City, the Baltimore
City Police Department initiated weekly ComStat meetings to
improve crime-fighting efficiency.
• CitiStat represents the extended application of the same basic
principles to the management of all municipal functions.
• First Meeting in Baltimore held on June 29, 2000
• Since then cities, counties, states across the country as well as
federal agencies have launched stat programs

City of Cincinnati Performance Management Program Overview

  • 2. Office & Initiative Created in 2014 • Council approved funds for the creation of the Office in October 2014 • Chief Performance Officer started in November 2014 • Office officially launched May 27, 2015
  • 3. “Best Managed Local Government in the Country” • Goal: Use initiatives to be the best managed local government in the country by using our resources better, faster, and smarter • The office will have a cumulative impact that pays for itself over time via: – Improved quality of customer service and reduce turnaround times – Direct cost reductions – Revenue enhancements • Efforts will not be perfect but the impact will grow and evolve over time

Specific Initiatives • Establish the Office of Performance & Data Analytics to develop and lead performance initiatives • Strategic Planning and setting administrative priorities • Performance Management Agreement with each director to set priorities and expectations • Outcome Based Budgeting for tying priorities and performance to funding recommendations • Innovation Lab for process streamlining (think LEAN and six sigma) • Bi-weekly CincyStat performance management sessions • Open Data for posting municipal datasets to the public • Predictive Analytics to apply data science tools to increase effectiveness

  • 12. • CitiStat is a leadership strategy to mobilize city agencies to produce specific results. • It is based on a series of regular, periodic meetings with the City Manager and leadership team and each city department’s leadership. • The meetings use data to analyze past performance, set new performance objectives, and examine overall performance strategies.
