Palestinian Israeli Water
Management: Separate Vs Joint
Options
By:
Marwan Haddad
Professor and Director,
Water and Environmental Studies Institute (WESI)
An-Najah National University, Nablus-Palestine
What is the Problem (1):
Water and Land are Colonized
Historic
Palestine
Population Development
Present Total Water Use of 11% Pal : 89% Isr
is a forced ratio established using military
overpower and military force
It is NOT Obtained by natural appropriation
and/or Ownership of Land
What is the Problem (2):
Peace is inevitable
(sooner or later)
What we will do with Water
Management !!!!‫؟؟؟‬
Water = Living
Water Rights = Living Rights
Peace = Equality
How we can do
Sustainable Water
Management in
Palestine in Time of Peace
w/Israelis?
Separate or
Joint
Hydrology and Water Allocation
Resource Protection and
Conservation
Efficient Water Supply
Efficient Water Use
Maintaining Equality and Sustaining
Peace and Stability
We Can do it Separately
but Poorly
in non-Sustainable Manner
Inefficiently
& we Liberate the Occupier from
Responsibility to Maintain Equality
The Way Out
One Water Authority,
One Water Supply System,
Water Development for all
Water Demand Fulfilled
One same Supply Criteria for all
Is it Better?
Is it East Easy to do?
Some Advantages
Sustainable and Efficient Q&Q water supply all times
for all
Easiness in implementing large scale strategic water
development projects and Schemes
Better
Knowledge/understanding of water problems
Conflict Prevention
Commitment to Mutual Peace and Living
Legitimation
Long term strategic cooperation
Some Disadvantages
Inefficiency of democracy.
Cost.
Uncertain outcomes.
Heterogeneous Partners.
Different Quality of Expertise and
Knowledge.
No interest to joint initiatives.
Adversity to cooperation
It is very difficult to do
because of many factors and issues
including
Lack of trust and fear of control
political, military, legal, socio-
economic, environmental,
administrative, and others
It is my Strong Belief that
Science and Experts are and
Should be considered reliable
Source of Support
We can help in doing it---for sure
2009Population in millions, March
Palestinians in the World = 10.6
• Israel 1.4
• WB + GS 3.8
• Jordan 2.4
• Syria, Lebanon, + 3.0
Jews in the World = 13.1
• Israel 5.4
49% Pal VS 51% Jews
Population in Historic Palestine Only
*
11% 89%
Non Equitable/Non Reasonable/Non Sense
Allocation/Use & Distribution
In Few Years from Now
Palestinians in Historic Palestine
Will be Equal to or Greater than
50% of Total Population
Whatever the Legal Basis for Allocating the
Water under peace treaty-----if it happens
now-----
Palestinians Should Attain at least 50% of
total Available water in historic Palestine
• Water as Human Right
• Appropriation rights
• Riparian Rights
• Equal/Reasonable Use Principle
• International Water Law
• +++++
EXISTING AGREEMENTS/RESOLUTIONS
UN 181
UN 194
+
242
+
338
+
The Declaration of Principles – DOP
First Gaza Jericho Agreement (May 4th 1994)
The Interim Agreement on the WB and GS (September 28th
1995)
The two States Solution/Annapolis/The new ISr Gov
The Solution?
Palestinians Should Decline before Israelis
the two State solution: No Satisfaction Soln.
Military Power or Overpower is not a
Sustainable Solution and if it is right for Israel
it will be at some point down the road right for
the other side---
but is it right??
Palestinians have the right to live equally in
historic Palestine as one State for both
people (and not scattered parts of it).
Also Palestinians should have equal human
rights and rights in the use and ownership
of historic Palestine land and its natural
resources including water
One Water Authority, One Water Supply
System, One same Supply Criteria for
Everybody within the One State
Options/Projects such as water import and/or
the two seas canal and/or sea water
desalination
Would be feasible within the one water
authority within one state
NO OTHER SOLUTION WILL WORK OR
FULFILL PEACE/JUSTICE & STABILITY
OR GET CLOSE TO SUSTAINABLE
WHAT SO EVER THEY TRY
Thank you for your
attention
