- 3. What Problem Does pCMS 1.0
Attempt to Solve?
Nearly 105 million Americans, 33% of the U.S. population, are
struggling with high cholesterol.
Payers such as health insurance companies and government health
agencies are striving to engage members to lower cholesterol and
to adopt preventive medicine for such challenges as health risks
and chronic conditions.
Yet most members are not adopting preventive medicine and very
few advanced technologies (e.g., business intelligence) and tools
have been created to effectively engage members with preventive
medicine.
This causes payers and members to pay over $20 billions annually
for cholesterol lowering drugs; and over $100 billions annually for
the acute care of heart and blood diseases due to high cholesterol.
pCMS 1.x employs advanced technologies to effectively engage
members to lower future cholesterol.

- 4. What is pCMS 1.x?
pCMS 1.x is a mobile and Web 2.0 based health IT system
to enable members and patients to self-manage
cholesterol and other health risks without unhealthy and
expensive drugs or acute care.
How to effectively engage members to lower bad
cholesterol? The answer is to engage members to manage
personal diet and exercise with pCMS 1.0 (app as Rx) to
lower future cholesterol.
pCMS 1.x manages (Save/Visualize/Predict) personal
health data with business intelligence (BI) and clinical
research based proprietary sophisticated predictive
analytics (SPA) algorithms

- 5. What is the Financial Value of pCMS 1.x?
Comparing to cholesterol lowering drugs that cost more than
$20 billions a year for payers and Americans, pCMS 1.0 may
deliver the same result of lowering cholesterol and other health
risks with much less cost ($5-10 millions) and without the
drugs' side effects.
pCMS 1.x is designed to work with payers such as health
insurance companies (e.g., Cigna, Wellpoint, Aetna, Humana,
United Healthcare) and government health agencies (e.g., HHS,
VA, CMS, FDA) to engage members with proactive preventive
medicine.
Partnering with payers, pCMS 1.x attempts to reduce national
healthcare spending in the long run by delivering better
population health. The national healthcare spending is
approaching $800 billions, 20% of the U.S. GDP.

- 6. What is the Differentiating & Innovating
Feature of pCMS 1.0?
It is the clinical research based proprietary sophisticated predictive
analytics (SPA) algorithms for predictions on top of a personal health
data management system
Differentiating property of the proprietary SPA technique:
2013 NIH CFP PAR-12-198: Improving Diet and Physical Activity
Assessment (R01) requests ““Explore new analytic methods or
models that integrate multiple layers of diet and/or physical
activity data.”
Example of a SPA algo: LDL = f(CBD, SFA, PUFA, SF, EX)
CBD: Cigna biometrics data by Cigna health API
LDL: low density lipoprotein
SFA: saturated fatty acid
PUFA: polyunsaturated fatty acid
SF: soluble fiber
EX: exercise

- 7. Why use Cigna Health API?
The SPA algorithms need Cigna members’ current
biometrics data such as LDL levels to predict future
LDL levels with the impact of diet and exercise.
The BI visualization needs Cigna members’ past and
current biometrics data (e.g., HDL, LDL,
Triglycerides) to effectively inform and engage
members for diet and exercise in the near future.

- 11. What are Next Steps?
1. Using Cigna health API, pCMS 1.0 attempts to address
the leading drivers of preventive medicine: high
cholesterol, poor diet, overweight and physical inactivity.
2. Using Cigna health API, pCMS 1.0 may be extended to a
preventive Chronic-condition Management System
(pCMS 1.1) for Asthma, Obesity, Diabetes, Hypertension
etc.
3. Partnering with all payers nationally and globally, pCMS
1.x attempts to deliver better health, better care, and
lower cost through technology and mHealth for the
population.
