1. Information Systems (IS) and Information Technology (IT)
De meeste organisaties zijn afhankelijk van hun informatie systemen. Er wordt steeds vaker
gekeken naar de mogelijkheden om nieuwe mogelijkheden te creëren die een concurrentie
voordeel kunnen opleveren.
Men richt zich nu op een strategische aanpak, maar zit vaak nog met legacy systemen uit de
tijd dat men op een tactisch niveau naar IS/IT keek.
factoren die de snelheid en effectiviteit van IS/IT vooruitgang beïnvloeden zijn:
• de mogelijkheden van de technologie
• economie van het inzetten van de technologie
• haalbare applicaties
• beschikbare bekwaamheid en vermogen om de applicaties te ontwikkelen en te
gebruiken
• druk op de organisatie om zijn uitvoering te verbeteren
IT: technologie; hardware, software en telecommunicatienetwerken
IS: theorieën en praktijken die gerelateerd zijn aan sociale en technologische fenomenen,
welke de ontwikkeling, gebruik en effecten van informatiesystemen in organisaties en de
maatschappij bepalen.
Er worden vaak investeringen gedaan in technologie zonder begrip of analyse van de aard van
de activiteiten die de technologie ondersteunt in de organisatie.
e-bussiness: de automatisering van de interne bedrijfsprocessen van een organisatie m.b.v.
internet en browser technologieën.
e-commerce: het elektronisch handel drijven
IT is niet de business strategie.
Onderscheid tussen internet en andere technologieën:

marketspace: nieuwe medium met andere karakteristieken dan de fysieke wereld.

Ondanks verschillende kritieken is dit model door zijn eenvoud erg populair gebleven tot de
komst van strategic system in de jaren 80. In het model is de overgang van computer (DP)
management naar informatie (systemen) management. Een fundamentele overgang van hoe
IS/IT resources werden gemanaged en hoe de rol van IS/IT in de organisatie geëvalueerd
wordt. Tot nu toe was de drijfveer het managen van computer resources en activiteiten met
meer aandacht voor de technische aspecten zonder aandacht voor de waarde voor het bedrijf.
Dit veranderde in een top down aanpak.
Er zijn drie fasen in de model:
Delivery: IS is grotendeels intern.
Heroriëntatie: De focus wordt uitgebreid naar buiten de DP afdeling
Reorganisatie: Hoog niveau van bewustzijn in zowel lokaal in het bedrijfsgebied als centraal
in het hogere management zorgt voor integratie van IS investeringen met de bedrijfsstrategie.
3. Early views and models: up to 1980
Tot 1960/70 werd er voornamelijk vanuit een technisch perspectief naar IS/IT management
gekeken i.p.v. er in het bedrijf gebruik van maken.
De ontwikkeling van operationele en controle systemen werden redelijk succesvol uitgevoerd.
Plan systemen kwamen echter niet van de grond.
Operatie en controle systemen bestonden uit twee typen:
• monitoring – transactie afhandeling en controle
• exception – triggered verslag en/of acties
De invoering van PC en spreadsheet programma’s zorgde voor de nieuwe functies:
• enquiry – flexibele toegang tot data en informatie geïnitieerd door de gebruiker
• analyse – beslissingsondersteuning met flexibele verwerking van data en informatie

This book will focus considerable attention on the application and implications of the third era
(‘strategic information systems (SIS)) but:
• A considerable part of future investment will be in DP and MIS and these must be
part of any strategic plan.
• Much can be learned from experience gained in the first two eras.
• All organizations have to live with the legacy of previously developed applications

Hardware, software and methodology developed in three parallel threads of evolution.
The problems of developing DP systems are generally well known, if not fully resolved.
Return on investment calculation did not look as attractive for MIS as they did for DP.
Database applications required a heavy user involvement in data definitions and the datasets
often prove inflexible.

IS/IT deployment has generally improved the efficiency of information based functions in
organizations when technology is used to automate discrete, structured, repetitive, stable
information-intensive tasks. The return on investment is lower that the often quoted figures.
The results with regard to management effectiveness are less consistent. This is due to
measuring difficulties.
5. The three-era Model
The three era overlap but differ in the prime objective of using IS/IT:
• Data Processing (DP): to improve operational efficiency by automating information-based
processes
• Management Information Systems (MIS): to increase management effectiveness by
satisfying their information requirements for decision making
• Strategic Information Systems (SIS): to improve competitiveness by changing the nature
or conduct of business
The objectives of DP and MIS are a subset of the SIS objective, but this tends to be achieved
indirectly by using IS/IT to improve current business practices. SIS systems rely on DP or
MIS systems as MIS systems rely on good DP systems for accurate information.
SIS systems are not essentially different applications, it’s the impact on the business due to
the changes they enable or cause that’s different.
6. The Strategic Information System Era
during the late 70s a number of organizations had began to use IS/IT in ways that
fundamentally changed who their business was conducted, changing the balance of power
with respect to competitors, customers and/or suppliers. In the mid 80s a lot of examples were
7. quoted on how IS/IT proved competitive advantages. They are all fundamentally different
from the analysis approaches traditionally employed regarding the deployment of IS/IT they
are therefore additional tools and techniques that need to be includes in the IS/IT strategy
development and planning toolkit.
7. Strategic Uses of IS/IT
four main types of strategic systems:
1. those that share information via technology based systems with customers/consumers
and/or suppliers and change the nature of the relationship
2. those that produce more effective integration of the use of information in the
organization’s value-adding processes
3. those that enabled the organization to develop, produce, market and deliver new or
enhanced products or services based on information
4. those that provide executive management with information to support the development
and implementation of strategy
Notowigidigdo divided SIS into: internal systems that have direct benefit for the company and
external systems that have direct benefits for the company’s customers.
Venkatraman described 3 types of ‘revolutionary’ uses of IT:

Externe focus niet intern: Kijken naar klanten, concurrentieleveranciers en andere
business relaties.

In praktijk komt dit neer op het kunnen realiseren van bedrijfsmogelijkheden door
toe doen van IT.

Realiseren van 1 stap per keer en niet in 1 keer de gehele visie.
Gebruik de vergaarde informatie
Wanneer bijvoorbeeld de klantgegevens bekend zijn, is men instaat om gerichte
marketing toe te passen. Gebruik deze kennis dan ook.
De bovenstaande factoren hebben in het verleden bewezen succesvol te zijn. Het is echter wel
zo dat het voordeel van deze systemen niet geldt voor de lange termijn planning. De reden
hierachter ligt in het feit dat binnen kortte tijd de concurrent over dezelfde of soortgelijke
systemen kan beschikken. Het grootste rendement ligt dan ook net na de aanschaf.
9. The Management Implications
In deze paragraaf worden de relaties tussen de business en de DP, MIS, SIS weergegeven
door middel van figuur 1.5 blz 39. Deze figuur geeft aan dat de techniek is opgeklommen van
DP (operationeel nivo) via MIS naar SIS (strategisch nivo). SIS onderscheid zich van de twee
andere door zich te richten op de externe wereld en het ondersteunen van strategische
beslissingen. Hierbij word gekeken naar competitive impact analysis (manier van kijken naar
het potetieel van IS/IT vanuit het business oog punt) en strategic alignment (het
synchroniseren van IS/IT met de rest van de doelstellingen. Dit doet men door onderscheid te
maken tussen Business strategie, IS strategie en IT strategie. Zie figuur 1.6 blz 41. Business
strategie geeft antwoord op de vraag where is the business going and why, IS strategie geeft
antwoord op de vraag What is requierd en IT strategie geeft antwoord op de vraag How it can
be delivered.
An applicatons portfolio for ‘Combined Era’
De opdeling van DP, MIS en SIS in de verschillende categorieën houdt tevens in dat ze elke
een andere strategie na streven. Afhankelijk van de manier waarop ze in het bedrijf gebruikt
worden. Dit resulteert in het boek in de volgende op deling. Zie figuur 1.7 (blz 42)

10. What is an IS/IT Strategy
IS/IT strategie is de strategie die investeringen prioriteerd naar gelang ze bijdragen aan het
applicatie portfolio, op basis van de voordelen en de nodige veranderingen om deze te
bereiken, zonder hierbij buiten de grenzen van de organisatie te gaan.
Strategic alignment
9. Is het op elkaar afstemmen van business strategie, organazational infrastructure en processen
en IT.strategie en infrastructuur. Het boek geeft hiervoor een model SAM (Strategic
alignment model). Zie figuur 1.8. Hierin worden deze factoren samen met de dynamische
relaties weergegeven.

IS/IT strategie kan in twee contexten voor komen een interne en een extrene context.
Internal context
De interne context wordt perfect weergegeven door figuur 1.9 Hier is verder geen uitleg bij
nodig.
External context
In de externe context is het zaak op de activiteiten van de concurrenten en leveranciers in te
spelen. Deze activiteiten beïnvloeden namelijk de organisatie en het is door mogelijk met
behulp van de strategie hier op in te spelen.

Ondanks het feit dat pioniers in de it een klein voordeel kunnen hebben is dit voordeel beperkt
daar in de huidige maatschappij als razend snel gedupliceerd word en men dus terug valt op
standaard applicaties als SAP BAAN en JD edwards.
Hierdoor word het streven naar een blijvend competitief voordeel van strategisch management
onmogelijk en zullen we blijvend en competitief moeten splitsen. Het competitieve is een kort
leven beschoren maar het blijvend verwijst naar het IT systeem dat ook na dat het voordeel is
verdwenen, meer waarde levert aan de business.

Kortom afhankelijk van hoe IS in een organisatie geïmplementeerd word levert het voordelen
en mogelijk blijvend toegevoegde waarde op.
