The updated Future Land Use Map and Urban Service Boundaries will be released at
next month’s Planning Commission meeting, on January 12. The map is used in coordi-
nation with text and policy from the Comprehensive Plan to guide future growth and
development in Scott County. It lays out desired types of growth, land uses, and exten-
sions to city limits and city services. A Future Land Use (FLU) designation is not the
same as a zoning designation. No individual property’s zoning is amended with this
map. Instead, the FLU designates the type of development or changes deemed most ap-
propriate based on a community-wide view at the time of Comprehensive Plan creation
and adoption. The map is used for guidance if and when property is considered for zone
changes in the future. If land uses other than those designated are desired in the future,
they may still be applied for and considered by the Planning Commission and legislative
bodies.
Amendments to the USB
After the January 12 presentation, applications may be submitted to amend the USB
line to include or exclude a piece of property. When filing for an inclusion in the USB,
applicants will be required to submit a conceptual plan and narrative to justify the FLU
the applicant feels is most appropriate for the property and it will cost $75. No applica-
tions may be made to change the Future Land Use designated on the map unless amend-
ing the USB. If an owner wants to pursue a different zoning designation in the future,
they will simply apply for that zoning designation with a Zone Change application.
