• Biggest crisis since The Great Recession, huge
unemployment surge, street riots in some countries
and …
… not that much effective policy change (or even
language change)
• Ranking of European leaders and laggars in terms of
effective labor market institutions – preserved

• How to assure stepping stone for the youth?
• How to assure inclusive labor markets for other
participants?
• Which reforms to prioritize to reduce segmentation?
+ What is polarization and segmentation?

12. Polarization & segmentation – then and ahead
• Old understanding: a job that is not „good” enough,
when others have a job that is „good” enough
• New understanding: automatization inevitably kills
tasks => „high” and „low” professions remain.
• To face:
– How to assure high standards in „low” professions?
– How to stop directing people where they have no future?
