All Army Officers receive a yearly officer evaluation report that reviews their
performance and promotion potential. The OER is completed on a DA Form 67-9.
This form is completed by the officer's rater (supervisor) and senior rater. On the front
portion of the form is the rated officer's administrative data such as social security
number, rank, date of rank, unit of assignment, etc.
In the next section is a brief summary of the officer's job description. Next, the senior
rater evaluates checks "yes" or "no" next to a series of leadership attributes and picks the
officers strongest categories. Once that's done, the next portion is the APFT and Height/
Weight data.
On the back of the DA 67-9 is a paragraph summary of the officer's performance. This
section should include key achievements and quantifiable numbers.
In the next section, the senior rater discusses the rated officers' promotion potential.
Common comments include "promote ahead of peers," "promote immediately" or
"promote with peers."
In the final sections of the DA 67-9, the senior rater has a paragraph to review the
officer's performance and discuss promotion potential. Once that information is input, the
final section asks for recommended jobs. This section is extremely important because it
list a series of jobs the officer is "most qualified" for.
This information is evaluated by DA Boards and senior officers prior to the officer
getting new assignments.
