2. “Dikecewakan! Aksi Warga Papua Ini
Menghebohkan Istana Negara”
This news is analyzed by using Ruth Wodak’s Approach.
In this news, there was a man named Paulus Saronggeang
who was screaming in the gate of Istana Negara on Friday
(15/5). He stand to meet Jokowi there for several days. He
screamed Joko Widodo’s name as the president of
Indonesia. He bought a piece of paper, he tried to show his
claim about Otsus Budget / Otonomi Khusus to Jokowi
and mass media in Istana Merdeka’s gate.
Look the tittle of this news. It uses exclamatory mark ( ! )
which is meant there a pressure in that word. It means they
may feel so disappointed by someone or something.
“Aksi” here means there is an action from that man which
can surprise them and his action is screaming and yelling
in the gate of Istana Negara.
3. In this case, Paulus claimed that Otsus Budget did
not allocated well to people in Papua by goverment. In
Indonesia’s Fundamental number 21 in 2001 about
managing the policies in running Special Authonomy in
Papua Province, Papua Province and West Papua
Province should get Special Budget in each year from
APBN.
Special Authonomy for Papua and West Papua
Province is around Rp 7,057 triliun. 70% (Rp 4,940
triliun) for Papua Province, dan 30% (Rp 2,117 triliun)
for West Papua Province.
4. Based on the data above, Paulus accustomed
goverment’s promises to make Papua Province better.
But in fact, Papua is getting worst day by day.
Furthermore, Paulus said that eventhough Papua had the
Special Authonomy, but people in Papua and West
Papua Province never get benefit from that budget.
Regarding to the case above, I personally do
concern to condition in Papua Province. I think from the
Special Authonomy itself, Papua should be better from
now. But the reality seems so sad.
5. One of the evidences in this case is on Tambrauw
Regency. Tambrauw Regency is an unfoldment in West
Papua. This unfoldment based on Indonesia’s
Fundamental Number 56 in 2008. This regency consists
of 9.771 citizen.
In this small number of citizen,it should be easy
for goverment to concern to the condition of citizen
there. But in reality, the goverment knew there was a
poverty there by mass media report. And usuall,
goverment tried to denied this case. Even, they threaten
some social organizations to the court who complain
about that case.
6. What makes me so painful is there are 95 citizen die
because malnutrition and hundreds people are sick because
itchiness in this regency. Karon, a human activist in Tambrauw
regency, facilities of health is very limited. At least there are four
Local Goverment Clinics with minimum medicine and the doctor
and midwife is rarely stay there.
In budgeting case, Tambrauw regency had increasing
more than 100 %. By having an increasing budget more than 100
%, this regency should have a better condition in many aspects,
particularly in healthy. Eventhough Tambrauw’s regency got
increasing budget up to 100 % but it seems spent for employee’s
cost, not for citizens’ prosperity.
This is why, I think there is a skeptical statement that the
unfoldment regency in Papua done not to bring nearer
goverment’s service to fulfill the basics citizens’ rights but for
political importance to get a position and to exploit the budget.
7. And problem in Papua and West Papua province
is not just only about poverty in everywhere, war, and
malnutrition. But it’s also about independent journalism.
There is no independent journalism there. In Papua
province, there are only 2 jounalists who may not
explore more about many cases that happened there. So,
public does not know what happen to this province
because goverment set the journalism to keep ‘their
mouth’ to spread the news.
Moreover, this policy is proven to Areki
Wanimbo’s family. Wanimbo is prisoned on August
2014 because he was an informant for two journalists
from French who want to cover and report in Lanny
Jaya.
8. Look, how big their power to keep Papua province from others.
Papua and West Papua regency are ‘treated’ very special than others regency.
What is done by Paulus Saronggeang is one of some little actions to
get justice for Papuas’ people. He says “ Jokowi bilang semua harus adil pada
Papua. Tapi kenapa miskin terus.” Like in his complain in his paper :

1. Dana Otonomi Khusus (Otsus) harus dibagi langsung atau dibangun
perumahan bagi orang asli Papua.
2. Dana Otsus harus dibagi langsung kepada orang asli Papua dalam bentuk:
Usaha orang asli Papua
Kontraktor harus orang Papua setiap tahun dapat kucuran proyek untuk
bersaing dengan kontraktor bukan asli Papua.
3. Kesehatan orang Papua harus diperhatikan lewat dana Otsus dan harus
dirujuk ke rumah sakit kelas 1 lewat dana Otsus.
4. Pendidikan dari TK, SD, SMP, SMA, dan perguruan tinggi harus gratis
total lewat dana Otsus.
9. 5. Setiap tahun, pemerintah beri jatah Otsus 60 persen untuk orang
asli Papua masuk CPNS di setiap instansi.
6. Kami minta kepada Presiden Joko Widodo dengan adanya Otsus di
tanah Papua:
Berikan kebebasan orang asli Papua untuk bebas berpolitik di tanah
Papua yang kami cintai.
Dana Otsus dari tahun 2001, sesuai dengan laporan media massa
Republika hari Senin, 11 Mei 2015, dana sudah dikucurkan Rp 57,7
triliun. Tapi toh kemiskinan di atas tanah Papua masih tertinggi,
yakni 73,29 persen. Inilah yang terjadi saat ini.
But he did not get the respon from goverment yet.
I do hope that our goverment can realize what Papua feels and
needs. They realize there is a small region there which wanted for
helping. By allocation the Special Authonomy (Otsus) well, hopefully
Papua can be better than now because Papua is proper, Papus is us !
10. From this news about there is no justice for
some region and regency in our country, there is
stigma from society to goverment regarding to
justice’s case. Society is going to interprate that
goverment can not manage well some region or
regency yet, because there are still some regions
which is marginal by goverment like Papua and
West Papua regency. It makes society’s trusty to
goverment pale day by day.
