In Tanzania, a lightning strike killed a teacher and six students in 2015 – another sad example of the thousands of deaths that could easily be avoided with the effective deployment of modern weather and climate services. Providing these services not only saves lives, but is also central to building resilience to climate change, empowering nations and strengthening livelihoods across Africa’s most vulnerable communities.
UNDP supports climate information and early warning system projects in 11 African nations through its Programme on Climate Information for Resilient Development in Africa (CIRDA). The Global Environment Facility-funded CIRDA programme will launch a new report in Marrakech that explores A New Vision for Weather and Climate Services in Africa. The report calls for enabling actions by African leaders to support the sustainability of investments in weather and climate services, looking toward public-private partnerships, next generation weather and water monitoring technologies, regional cooperation and capacity building as key drivers to resolve sub-Saharan Africa’s persistent challenges in maintaining sustainable climate information and early warning systems.

The findings revealed that the respondent's awareness and knowledge of the practices on what to do before during after disasters like fire, flood, typhoon and earthquake were very much knowledgeable. It also publicized that the level of awareness among respondents on the DRR activities such as lecture and video presentation, picture and story show, drawing and coloring, DRR jingle and Evacuation Drills were very much enhanced. It was concluded that through DRR Education in the Philippines, the learners may be able to easily build their knowledge on various natural disasters and through the use and proper application of DRR activities, their interest and desire will increase in order to take appropriate action for disaster preparedness and mitigation, thus, reducing its risks and impacts. the rise of Unmanned Aerial Vehicle (UAV) or drone technology, Septian with his friends
initiated Sky Volunteer under Synersia Foundation. Sky Volunteer is a special task force that

activities. In 2018, they did their first flight on Lombok earthquake emergency response
with the support from local crowdfunding. Since then, he fly to many places across

Research Initiative
Dr. Nurfashareena Muhamad’s expertise is in Disaster Risk Reduction and Geographical
Information System. Her research interest covers on optimizing the use of geospatial
technology in decision support systems to facilitate knowledge-based decision making for
land use planning and development to reduce the risk of disasters at local level. She is
Geospatialist registered with the Institution of Geospatial and Remote Sensing Malaysia.
She is currently a Leader for Special Topic Group on Young Professionals in DRR and
Climate Science of the Asian Network on Climate Science and Technology. She is a co-
leader of U-INSPIRE Malaysia @ UKM, and a member of the U-INSPIRE Alliance.

56. Key takeaway message:
• Identifying vulnerable communities located in the susceptible zones to build back better to
improve the science communication. This can be done easily by mobilising YYPs through
social entrepreneurship to conduct targeted resilience building.
• Empower and enable local level research. The availability of open-access local
information would support efforts to build resilience of community that do not have access
to information on hazards and not aware of the emerging hazards to the infrastructure that
they depend on.
• Education is the key to reducing vulnerability. Enhance the role of education sector
through teachers, prospect teachers and children being an agent for better preparedness
level, reaction to early warnings, evacuation and decisions adaptation to changing
environmental conditions and availability to cope with the consequence of disaster
aftermath.

1. Policy consultation
To provide expert consultation and intellectual support to promote the application of
innovative technologies in the field of disaster prevention and mitigation through policy
dialogues, seminars, expert workshop and joint research, taking into account the developing
countries’ specific needs and requirements of improving disaster risk governance capabilities.
2. Technical support.
To promote the innovation, application, and integrated development of big data, GIS, deep
learning, spatial technology, and drone technology application , and provide technical support to
decision-making for disaster management departments through online/offline training technical
interaction and exchange.
3. Capacity building.
The hub aims to develop demand-driven and capacity-based training courses for developing
countries. To provide interactive capacity building programs for emergency managers, share best
disaster management practices and the application of innovative technologies for disaster
reduction in China and the international community through inclusive and public-private
partnerships.

Ms. Wang Wei has an Ph.D. in Cartography and Geographic Information Science, Chinese

86. Integration of innovation
principles for sustainability
ADDA integration into a specific local context can happen through a “4
tiers” approach, depending on local preferences:
▪ Build for sustainability: Local ownership and capacity building:
Virginia Tech has been building the capacity of MUST to ensure that
lead and ownership can be transferred to the local higher education
institution from 2023. ADDA to become self-financing, less donor
dependent and – ultimately – sustainable.
▪ Be collaborative: Work with strategic partners in the private sector:
Set up a “UAVs in DRR innovation hub” with capacity to develop, test
and improve UAV innovations that are more suitable for DRR work;
and conduct local drone building, assembly and maintenance.
▪ Reuse and improve: Incubation centre and service provision: A data-
driven social enterprise support initiative to identify, develop and
scale-up local entrepreneurship in the drone and data industry as well
as allowing graduates to offer paid services through the academy.
Under the “UAVs in DRR innovation hub”, establish a drone rapid
response unit for timely emergency preparedness and response.
▪ Design with the user: Technical and Vocational Education and
Training (TVET): Context-driven replication of ADDA in other
Countries in Africa and other regions. A second ADDA in Niger and
soon will be opening in Ethiopia. In the long run replicate in other
regions outside Africa such as the Asia Pacific.
87. Recommendations
Stakeholder consultation and collaboration efforts between drone operators and policy
makers in DRR
Donor funding to propel local youth innovations and research to finance replication of
ADDA and DRR Innovation hubs in other countries
ADDAs should mature from a non-profit donor funded approach to a social enterprise
way of doing business to facilitate self financing
Drone regulatory framework that provides a conducive environment for local drone
operators e.g International operators with funding should be allowed to operate in
Malawi on the condition that they will subcontract a local operator to complement
their service delivery.
ADDA should facilitate collaboration of its graduates to form and register country-
specific associations of drone and data experts in Countries where ADDA exist/will get
established. To foster collaborative youth action to sustain the drone industry
