Ms. Kim has worked in the UN system for 20 years promoting public partnerships for
the cause of children, women and girls. Prior to joining UNICEF China, Ms. Kim worked
with UNFPA as the Partnerships Advisor for China and the Republic of Korea, and from
January to August 2019, she served as the Chief ad interim of the UNFPA Seoul Office.
Before joining UNFPA, Ms. Kim served in various positions in UNICEF at Headquarters
(Public Partnerships Division), India Country Office and Office for Japan and the
Republic of Korea.

Mr. Shengli LI is the Deputy Director General of International Cooperation and Rescue
Department, Ministry of Emergency Management of China. He has been in charge of
work safety and emergency management trainings and international rescue since 2010
after twenty years of military services. He participated in China’s international rescue
operations after the Cyclone Idai that hit Mozambique.

Mr. Xuequan Zhang has over twenty years of extensive experience in disaster risk
reduction, emergency relief, recovery and reconstruction in China. He has participated
in the disaster relief and post-disaster recovery and reconstruction of many major
disasters, such as the snowstorms in Southern China, Wenchuan earthquake, Yushu
earthquake, Zhouqu severe mudslide, Lushan earthquake, and Ludian earthquake etc.
He also participated in the formulation of the "Ten-Year Plan for Disaster Prevention
and Reduction of the Macao SAR Government (2019-2028)".

Dr. Douglas James Noble
Representative a.i.
UNICEF China
Dr. Noble studied science at the University of St. Andrews and medicine at Oxford
University. He has a master’s degree and research doctorate in public health from Johns
Hopkins and Queen Mary University of London, respectively. He has worked with the
British Government in the Department of Health and Cabinet Office, the World Health
Organization, and the Commonwealth Fund. He has honorary academic affiliations with
the University of Oxford and Queen Mary University of London and has published 40
papers in academic and health service journals. Douglas first joined UNICEF in 2013 as the
Regional Health Adviser for South Asia in the Regional Office in Kathmandu, Nepal.
Douglas joined UNICEF China as the Deputy Representative in January 2017.

Mr. Hans Guttman
Executive Director
Asian Disaster Preparedness Center (ADPC)
Mr. Guttman has over 25 years of policy and development experience specifically in the
fields of rural development, water resources management, environmental management,
water diplomacy and international cooperation. He has over a decade of practical
experience in implementing on-the-ground sustainable rural development initiatives at the
local, national and regional levels in Southeast Asia. He was the CEO of the Mekong River
Commission Secretariat (2011–2015) supervising the implementation of the 1995 Mekong
Agreement on transboundary water management. As Coordinator for the Wetlands Alliance
(WA) Program, he managed 50 agencies in 5 countries to cooperate in aquatic resources
management for poverty reduction in the Mekong region. He holds a BSc from James Cook
University in Australia and an MSc from the Asian Institute of Technology (AIT) in Thailand.

Synersia Foundation, Indonesia
Mr. Septian Firmansyah is a humanitarian activist with aeronautical engineering
background study. Septian has worked on humanitarian and disaster management since
2007 as a volunteer on the Bengkulu earthquake emergency response. In 2016, along with
the rise of Unmanned Aerial Vehicle (UAV) or drone technology, Septian with his friends
initiated Sky Volunteer under Synersia Foundation. Sky Volunteer is a special task force that
focuses on optimizing the use of UAV or drone on disaster management and humanitarian
activities. In 2018, they did their first flight on Lombok earthquake emergency response
with the support from local crowdfunding. Since then, he fly to many places across
Indonesia with Sky Volunteer and an initiative called Fly for Humanity.

From the result of Aerial Risk Assessment done with BNPB,
we understand that there will be a flash flood 6 months
later.
Before the flash flood happen, local government and BPBD
evacuate the people of Negeri Lima.
Even there are people that refuse to evacuate and become
victims, we can prevent a bigger disaster by a appropriate
risk assessment.

By understanding the problem as a whole and integrated,
we could find the best and appropriate solution to the problem.
Spatial Data provided by UAV is an optimal way to understand the problem. In this case:

Dr. Nurfashareena Muhamad’s expertise is in Disaster Risk Reduction and Geographical
Information System. Her research interest covers on optimizing the use of geospatial
technology in decision support systems to facilitate knowledge-based decision making for
land use planning and development to reduce the risk of disasters at local level. She is
Geospatialist registered with the Institution of Geospatial and Remote Sensing Malaysia.
She is currently a Leader for Special Topic Group on Young Professionals in DRR and
Climate Science of the Asian Network on Climate Science and Technology. She is a co-
leader of U-INSPIRE Malaysia @ UKM, and a member of the U-INSPIRE Alliance.

Key takeaway message:
• Identifying vulnerable communities located in the susceptible zones to build back better to
improve the science communication. This can be done easily by mobilising YYPs through
social entrepreneurship to conduct targeted resilience building.
• Empower and enable local level research. The availability of open-access local
information would support efforts to build resilience of community that do not have access
to information on hazards and not aware of the emerging hazards to the infrastructure that
they depend on.
• Education is the key to reducing vulnerability. Enhance the role of education sector
through teachers, prospect teachers and children being an agent for better preparedness
level, reaction to early warnings, evacuation and decisions adaptation to changing
environmental conditions and availability to cope with the consequence of disaster
aftermath.

Initiated by NDRCC and supported by UNICEF, the knowledge Hub for South-South
Cooperation on Disaster Risk Reduction Innovation and Technology is established with
the aim to bridge and promote exchanges and cooperation among developing countries in
natural disaster governance.
Vision

for mutual benefit.
2. To carry out policy dialogue, technology exchange, expert consultation, policy
research, and capacity building activities under the framework of South-South
cooperation.

1. Policy consultation
To provide expert consultation and intellectual support to promote the application of
innovative technologies in the field of disaster prevention and mitigation through policy
dialogues, seminars, expert workshop and joint research, taking into account the developing
countries’ specific needs and requirements of improving disaster risk governance capabilities.
2. Technical support.
To promote the innovation, application, and integrated development of big data, GIS, deep
learning, spatial technology, and drone technology application , and provide technical support to
decision-making for disaster management departments through online/offline training technical
interaction and exchange.
3. Capacity building.
The hub aims to develop demand-driven and capacity-based training courses for developing
countries. To provide interactive capacity building programs for emergency managers, share best
disaster management practices and the application of innovative technologies for disaster
reduction in China and the international community through inclusive and public-private
partnerships.

Empower Youth Leadership for Disaster Risk Reduction
UNICEF’s understanding of innovation goes
beyond the notion of merely piloting and
imposing technology advances but to build
skills locally that address challenges facing
children
ADDA opened in January 2020 in Lilongwe,
Malawi
• building, piloting and maintaining drones;
• using drones for transport and image acquisition
• using Artificial Intelligence techniques to harvest data out of
the collected geo-referenced imagery
Blended learning approach to train future
service providers & public officials in:
ADDA: Building Capacity of youths in UAVs for DRR
Youths in more than 22 African Countries
equipped with skills to modify and adapt
drones to DRR applications:
▪ Drone building and assembly
▪ Drone maintenance and troubleshooting
▪ Drone Piloting
▪ Geospatial analysis, remote sensing,
machine learning and artificial intelligence
This has ensured human resource availability
in terms of:
▪ Licensed and well-trained drone pilots
▪ Geospatial analysts with skills in aerial
mapping and photogrammetry and
remote sensing
ADDA Graduates:
▪ Some are freelancers providing DRR data
solutions
▪ Some are working on hybrid prototypes to
modify drones that are more adaptive for
DRR work
Integration of innovation
principles for sustainability
ADDA integration into a specific local context can happen through a “4
tiers” approach, depending on local preferences:
▪ Build for sustainability: Local ownership and capacity building:
Virginia Tech has been building the capacity of MUST to ensure that
lead and ownership can be transferred to the local higher education
institution from 2023. ADDA to become self-financing, less donor
dependent and – ultimately – sustainable.
▪ Be collaborative: Work with strategic partners in the private sector:
Set up a “UAVs in DRR innovation hub” with capacity to develop, test
and improve UAV innovations that are more suitable for DRR work;
and conduct local drone building, assembly and maintenance.
▪ Reuse and improve: Incubation centre and service provision: A data-
driven social enterprise support initiative to identify, develop and
scale-up local entrepreneurship in the drone and data industry as well
as allowing graduates to offer paid services through the academy.
Under the “UAVs in DRR innovation hub”, establish a drone rapid
response unit for timely emergency preparedness and response.
▪ Design with the user: Technical and Vocational Education and
Training (TVET): Context-driven replication of ADDA in other
Countries in Africa and other regions. A second ADDA in Niger and
soon will be opening in Ethiopia. In the long run replicate in other
regions outside Africa such as the Asia Pacific.
Recommendations
Stakeholder consultation and collaboration efforts between drone operators and policy
makers in DRR
Donor funding to propel local youth innovations and research to finance replication of
ADDA and DRR Innovation hubs in other countries
ADDAs should mature from a non-profit donor funded approach to a social enterprise
way of doing business to facilitate self financing
Drone regulatory framework that provides a conducive environment for local drone
operators e.g International operators with funding should be allowed to operate in
Malawi on the condition that they will subcontract a local operator to complement
their service delivery.
ADDA should facilitate collaboration of its graduates to form and register country-
specific associations of drone and data experts in Countries where ADDA exist/will get
established. To foster collaborative youth action to sustain the drone industry

He has participated in the disaster relief and post-disaster recovery and reconstruction of many major disasters, such as the snowstorms in Southern China, Wenchuan earthquake, Yushu earthquake, Zhouqu severe mudslide, Lushan earthquake, and Ludian earthquake etc. He also participated in the formulation of the "Ten-Year Plan for Disaster Prevention and Reduction of the Macao SAR Government (2019-2028)". UNICEF China Dr. Noble studied science at the University of St. Andrews and medicine at Oxford University. He has a master’s degree and research doctorate in public health from Johns Hopkins and Queen Mary University of London, respectively. He has worked with the British Government in the Department of Health and Cabinet Office, the World Health Organization, and the Commonwealth Fund. He has honorary academic affiliations with the University of Oxford and Queen Mary University of London and has published 40 papers in academic and health service journals. Douglas first joined UNICEF in 2013 as the Regional Health Adviser for South Asia in the Regional Office in Kathmandu, Nepal. Douglas joined UNICEF China as the Deputy Representative in January 2017. Moderator PARTNER EVENT 20 SEPT. 2022 BRISBANE Mr. Hans Guttman Executive Director Asian Disaster Preparedness Center (ADPC) Mr. Guttman has over 25 years of policy and development experience specifically in the fields of rural development, water resources management, environmental management, water diplomacy and international cooperation. He has over a decade of practical experience in implementing on-the-ground sustainable rural development initiatives at the local, national and regional levels in Southeast Asia. He was the CEO of the Mekong River Commission Secretariat (2011–2015) supervising the implementation of the 1995 Mekong Agreement on transboundary water management. As Coordinator for the Wetlands Alliance (WA) Program, he managed 50 agencies in 5 countries to cooperate in aquatic resources management for poverty reduction in the Mekong region. Speaker PARTNER EVENT 20 SEPT. 2022 BRISBANE Mr. Septian Firmansyah Co-Founder/Director Sky Volunteer Synersia Foundation, Indonesia Mr. Septian Firmansyah is a humanitarian activist with aeronautical engineering background study. Septian has worked on humanitarian and disaster management since 2007 as a volunteer on the Bengkulu earthquake emergency response. In 2016, along with the rise of Unmanned Aerial Vehicle (UAV) or drone technology, Septian with his friends initiated Sky Volunteer under Synersia Foundation. Sky Volunteer is a special task force that focuses on optimizing the use of UAV or drone on disaster management and humanitarian activities. In 2018, they did their first flight on Lombok earthquake emergency response with the support from local crowdfunding.   • 56. Key takeaway message: • Identifying vulnerable communities located in the susceptible zones to build back better to improve the science communication. This can be done easily by mobilising YYPs through social entrepreneurship to conduct targeted resilience building. • Empower and enable local level research. The availability of open-access local information would support efforts to build resilience of community that do not have access to information on hazards and not aware of the emerging hazards to the infrastructure that they depend on. • Education is the key to reducing vulnerability. Enhance the role of education sector through teachers, prospect teachers and children being an agent for better preparedness level, reaction to early warnings, evacuation and decisions adaptation to changing environmental conditions and availability to cope with the consequence of disaster aftermath.

Technical support. To promote the innovation, application, and integrated development of big data, GIS, deep learning, spatial technology, and drone technology application , and provide technical support to decision-making for disaster management departments through online/offline training technical interaction and exchange. 3. Capacity building. The hub aims to develop demand-driven and capacity-based training courses for developing countries. To provide interactive capacity building programs for emergency managers, share best disaster management practices and the application of innovative technologies for disaster reduction in China and the international community through inclusive and public-private partnerships.

Integration of innovation principles for sustainability ADDA integration into a specific local context can happen through a “4 tiers” approach, depending on local preferences: ▪ Build for sustainability: Local ownership and capacity building: Virginia Tech has been building the capacity of MUST to ensure that lead and ownership can be transferred to the local higher education institution from 2023. ADDA to become self-financing, less donor dependent and – ultimately – sustainable. ▪ Be collaborative: Work with strategic partners in the private sector: Set up a “UAVs in DRR innovation hub” with capacity to develop, test and improve UAV innovations that are more suitable for DRR work; and conduct local drone building, assembly and maintenance. ▪ Reuse and improve: Incubation centre and service provision: A data- driven social enterprise support initiative to identify, develop and scale-up local entrepreneurship in the drone and data industry as well as allowing graduates to offer paid services through the academy. Under the “UAVs in DRR innovation hub”, establish a drone rapid response unit for timely emergency preparedness and response. ▪ Design with the user: Technical and Vocational Education and Training (TVET): Context-driven replication of ADDA in other Countries in Africa and other regions. A second ADDA in Niger and soon will be opening in Ethiopia. In the long run replicate in other regions outside Africa such as the Asia Pacific.

Recommendations Stakeholder consultation and collaboration efforts between drone operators and policy makers in DRR Donor funding to propel local youth innovations and research to finance replication of ADDA and DRR Innovation hubs in other countries ADDAs should mature from a non-profit donor funded approach to a social enterprise way of doing business to facilitate self financing Drone regulatory framework that provides a conducive environment for local drone operators e.g International operators with funding should be allowed to operate in Malawi on the condition that they will subcontract a local operator to complement their service delivery. ADDA should facilitate collaboration of its graduates to form and register country- specific associations of drone and data experts in Countries where ADDA exist/will get established. To foster collaborative youth action to sustain the drone industry
