Youth and Land: young perspectives for city governanceAlice Junqueira
About one quarter of world population (24,7%) is between 15 and 29 years old (U.S Census Bureau, 2014), the biggest number of young people that had ever existed. To 2030 the forecast is that 60% of urban population will be under 18, almost all of them living in slums and informal settlements (ONU-Habitat, 2013). However little is said on youth when the subject is access to land, and even less when it comes to access to land in the urban context. What
is the relation between youth and land in the city? How do youth access land? How do public policies incorporate them? Do young people are more concerned about public space than about housing and private property?
This publication seeks to reflect and develop reference content on the theme in order to provide input for a global policy, building from local experiences articulated by local youth.

LAND USE LAND COVER AND NDVI OF MIRZAPUR DISTRICT, UPRAHUL
This Dissertation explores the particular circumstances of Mirzapur, a region located in the
core of India. Mirzapur, with its varied terrains and abundant biodiversity, offers an optimal
environment for investigating the changes in vegetation cover dynamics. Our study utilizes
advanced technologies such as GIS (Geographic Information Systems) and Remote sensing to
analyze the transformations that have taken place over the course of a decade.
The complex relationship between human activities and the environment has been the focus
of extensive research and worry. As the global community grapples with swift urbanization,
population expansion, and economic progress, the effects on natural ecosystems are becoming
more evident. A crucial element of this impact is the alteration of vegetation cover, which plays a
significant role in maintaining the ecological equilibrium of our planet.Land serves as the foundation for all human activities and provides the necessary materials for
these activities. As the most crucial natural resource, its utilization by humans results in different
'Land uses,' which are determined by both human activities and the physical characteristics of the
land.
The utilization of land is impacted by human needs and environmental factors. In countries
like India, rapid population growth and the emphasis on extensive resource exploitation can lead
to significant land degradation, adversely affecting the region's land cover.
Therefore, human intervention has significantly influenced land use patterns over many
centuries, evolving its structure over time and space. In the present era, these changes have
accelerated due to factors such as agriculture and urbanization. Information regarding land use and
cover is essential for various planning and management tasks related to the Earth's surface,
providing crucial environmental data for scientific, resource management, policy purposes, and
diverse human activities.
Accurate understanding of land use and cover is imperative for the development planning
of any area. Consequently, a wide range of professionals, including earth system scientists, land
and water managers, and urban planners, are interested in obtaining data on land use and cover

PME Regional Conference: South America
First Announcement
1. Welcome
The Organizing Committee of the First PME Regional Conference is pleased to invite you to attend the
conference to be held in Rancagua, Chile from November 14 to 16, 2018. This event aims at bringing
together the Math Education research communities of South America and the International Group for the
Psychology of Mathematics Education.
The theme of the conference is Understanding and promoting students’ mathematical thinking, and it
emphasizes the role of Math Education research in helping educators to foster mathematical thinking in
their classrooms. It deals not only with how Math Education can be made more effective, but also more
inclusive and equitable.
Our goal is to make this event an instance for the South American Math Education community to share
their work and build collaboration networks within it as well as with the broader PME community. We
hope that your visit and stay in Rancagua and Chile will be inspiring and fruitful. We look forward to seeing
you in Rancagua!
1.1. Your host
The First PME Regional conference is being hosted by Universidad de O’Higgins, Chile (UOH; www.uoh.cl).
UOH is one of the newest Chilean state universities, being founded in 2015 and opening its undergraduate
programs in March 2017. Located in the city of Rancagua, its creation was the turning point in the history
of a region that previously had no local university. Today, the university has about 1300 students and 40
researchers in five main areas: Agronomy, Education, Engineering, Health, and Social Sciences.
The University is organized into research institutes and undergraduate schools.
The Institute of Educational Sciences of UOH gathers an interdisciplinary group of researchers whose
work deals with educational issues ranging from the cognitive to the systemic, and research topics
including mathematics cognition and education, literacy, play in early childhood, science education, and
education through the arts.
The School of Education of UOH offers six teacher training programs, which are undergraduate programs
in Chile. These six programs are focused on: early childhood, primary school, special education, language
and communication for secondary school, English as a foreign language for primary and secondary school,
and mathematics for secondary school.
1.2. About Rancagua
Rancagua is the capital of the Libertador Bernardo O’Higgins region. Within the country, this region is
mostly known by its agricultural and mining activity, being home to many vineyards that produce some of
the best grapes in the country, as well as to the World Heritage Site of Sewell, a historical mining town
also known as the “city of the stairs”. Rancagua is located some 90 kilometers south from the Chilean
capital, Santiago, and has about 250,000 inhabitants. Rancagua and its region are home to many activities
deeply rooted in Chilean traditional rural tasks.

1.3. About Chile
Chile is a South American country with a wide diversity of landscapes, including the driest desert in the
world, millennial glaciers and fiords in the southernmost part of the planet, enchanted forests, and lakes
located at the foot of massive volcanoes, most of it within a narrow strip of land between the Pacific
Ocean and the Andes mountains. Its main cities are the capital Santiago, the coastal Valparaíso, and the
southern Concepción.
Chile is one of the longest countries in the world, spanning some 4300 kilometers from north to south,
compared to merely 350 kilometers from east to west. It is home to 17.5 million people, who are mostly
concentrated in its central region. Approximately 85% of the population live in urban areas.

4. About PME
The International Group for the Psychology of Mathematics Education (PME) is an autonomous body,
governed as provided for in its constitution. It is an official subgroup of the International Commission for
Mathematical Instruction (ICMI) and came into existence at the Third International Congress on
Mathematics Education (ICME-3) held in Karlsruhe, Germany in 1976.
The major goals of the group are:
i. to promote international contact and exchange of scientific information in the field of mathematical
education;
ii. to promote and stimulate interdisciplinary research in the aforesaid area; and
iii. to further a deeper and more correct understanding of the psychological and other aspects of
teaching and learning mathematics and the implications thereof.
All information concerning PME can be found at the PME website www.igpme.org.
5. About PME Regional Conferences
PME Regional Conferences are an initiative approved by PME members in their Annual General Meeting
in PME 40 (Hungary, 2016). These events have the goal of supporting researchers from regions
underrepresented within PME to organize a conference in their region with the objective of promoting
both within- and extra-regional networking. In other words, PME Regional Conferences aim at:
a) supporting a regional research community whose goals are aligned with those of PME, and
b) attracting researchers from the region to actively participate in future PME conferences and
supporting them in preparing high quality PME contributions.
The Annual General Meeting in PME 41 (Singapore, 2017), one year later, approved a proposal for
organizing a PME Regional Conference for South America during 2018.
6. The Scientific Program
The theme of the First PME Regional Conference is:
Understanding and promoting students’ mathematical thinking
Given the emphasis of the First PME Regional Conference on bringing together the South American and
extra-regional research communities, the conference language is English. Papers for the proceedings, as
well as the presentations during the conference, must be in this language. However, support will be
offered for writing papers in English (see below). Moreover, to ensure maximal involvement, participants
are welcome to contribute to discussions and questions in their first languages, following a Research
Report or an Oral Communication, if translation is provided by someone in the session so that the whole
audience can participate. The scientific program includes the following activities that are explained in
more detail below.
• Plenary lectures (see Section 6.1)
• Personal presentations (see Section 6.2)
o Research Reports (RR)
o Oral Communications (OC)
8. www.uoh.cl/pme-regional/ 8

First Announcement
o Poster Presentations (PP)
• Group activities (see Section 6.3)
o PME presentations
o Research discussion
6.1. Plenary Lectures
There will be three plenary addresses from invited speakers, each lasting 60 minutes. A reactor will be
present at some of the plenary sessions to comment on the presentations. The plenary speakers for the
First PME Regional Conference are:
• Merrilyn Goos, National Centre for STEM Education, University of Limerick, Ireland.
• Marcia Pinto, Institute of Mathematics, Universidade Federal do Rio de Janeiro, Brazil.
• María Victoria Martínez, Center for Advanced Research in Education, Universidad de Chile, Chile.
6.2. Personal Presentations
6.2.1. Restrictions on number of contributions
All presentations must promote the major goals of the IGPME (refer to Section 4). In addition, please note
that there are some restrictions:
Restriction on number of submissions: You can submit up to one proposal of each type.
Restriction on presenting authorship: You can be presenting author of either a Research Report or an
Oral Communication. In addition, you can be presenting author of a Poster Presentation.
Note that it is not allowed to change the presenting author after the review process!
6.2.2. Research Reports (RR)
Research Reports should state what is new in the research, how the study builds on past research, and/or
how it has developed new directions and pathways. Some level of critique must exist in all papers.
Contributions need not be limited to completed research. Ongoing studies may be submitted, provided
that theoretical framework, preliminary results, and a discussion of these results appear in the text
submitted. Proposals that represent new and significant contributions to research in the Psychology of
Mathematics Education are especially encouraged. Proposals that are too similar to papers previously
presented at a PME conference cannot be accepted. However, contributions that were accepted for the
First PME Regional Conference can still be submitted to the subsequent PME 43 conference.
Two types of papers are suitable for Research Reports:
Reports of empirical studies should cover, as a minimum, the following:
• a statement regarding the focus of the submitted paper;
• the study’s theoretical framework;
• references to the related literature;
• a description of the research methods used; and
• a sample of the data and the results (additional data can be presented at the conference but some
data ought to accompany the proposal).
Theoretical and philosophical essays should cover, as a minimum, the following:
9. www.uoh.cl/pme-regional/ 9
PME Regional Conference: South America
First Announcement
• a statement regarding the focus of the submitted paper;
• a statement about the paper’s theoretical or philosophical framework;
• references to related literature;
• a clearly articulated statement regarding the author’s position on the paper’s focus or theme; and
• implications for existing research in the respective area.
Submission procedure and restrictions
Research Report Proposals papers are to be written in English, with an abstract in English (and a second
one in another language, if desired by the author) of at most 10 lines. The document may be up to 8 pages
long and must be in line with the formatting guidelines provided by the conference organizers. The PME
template for Research Report Proposals and guidelines for proposals are available at www.uoh.cl/pme-
regional/. For the peer review process, authors must submit a second, blinded version of their proposal.
Papers that do not conform to the formatting guidelines, exceed the maximum number of pages, or which
are not accompanied by a properly blinded version, may be rejected without further consideration or peer
review.
For details, please refer also to the Submission Checklist provided by IGPME at
www.igpme.org/index.php/79-pme/pme-public/121-submission-checklist-rr.
Because of length restrictions, papers should be concise, but should nevertheless contain all information
necessary to inform both reviewers and other researchers. Proposals merely stating that results will be
presented at the conference cannot be accepted. Authors are requested to refer to related papers that
have been presented at previous PME conferences.
Please consider the following issues before you submit your proposal:
Proposals for Research Reports must be submitted via ConfTool (www.conftool.net/pme-regional) by the
presenting author no later than June 15, 2018. Submissions to ConfTool are only possible if the presenting
author is registered in the ConfTool system.
Two files must be submitted for each proposal:
• for publication, a Word file that strictly follows the formatting guidelines.
• for review, a “blinded version” as a PDF file in which it is not possible for a reviewer to infer the
authors’ identities from the text, including the references.
After the review process, the Program Committee will take a decision on each contribution. While in
regular PME conferences the decision can only be that the contribution is accepted or rejected in the form
in which it was submitted, in this PME Regional Conference there also is the possibility that the author
may be asked to conduct some essential revisions before a final decision is made. Please note that no
revisions are possible after acceptance.
Every person may submit up to one Research Report. The proposal should be submitted by the author
who will deliver the presentation during the conference. Each conference participant may present at most
one Research Report or one Oral Communication.

PME Regional Conference: South America
First Announcement
Reviewing procedure and criteria
The submitted proposals for the Research Reports will be double-blind peer-reviewed by three PME
members or South American researchers whose areas of expertise match the research categories chosen
for the contribution. The Program Committee (PC) decides on the acceptance of proposals. Details of the
review process are available at the IGPME webpage www.igpme.org/index.php/annual-
conference/session-types/research-report/.
Notification of the decision of the Program Committee will be available in July 15, 2018. The proposal can
be accepted or rejected, or the author is invited to conduct essential revisions before a final decision is
reached. If a revision is requested, the revised version must be sent back to the Program Committee no
later than August 15, 2018. The final notification of acceptance or rejection will be available in September
1, 2018. When a Research Report is not accepted, a possible outcome is that the author is invited to
resubmit the contribution in the form of an Oral Communication or Poster Presentation.
Publication and presentation
Accepted papers will be included in the proceedings only if the presenting author has registered for the
conference and paid the registration fee in time. The deadline for this is September 21, 2018.
Each Research Report presentation will be allotted a total time of 40 minutes: 20 minutes for the oral
presentation and 20 minutes for questions and comments.
A chairperson will be assigned to each Research Report session. He/she will introduce the presenters,
make a comment regarding photographing, audio and videotaping the session, monitor timing of the
session, and moderate the discussion.
6.2.3. Oral Communication (OC)
An Oral Communication proposal should describe which past research the study is built on; give a concise
overview of the new results attained, and what the main implications of these results are.
Contributions need not be limited to completed research. Ongoing studies may be submitted, provided
that theoretical framework, preliminary results, and a discussion of these results appear in the text
submitted. Proposals that are too similar to papers already published cannot be accepted. Proposals that
represent new and significant contributions to research in the Psychology of Mathematics Education are
especially encouraged.
Submission procedure and restrictions
Proposals for Oral Communications are to be written in English without an abstract. The document may
be up to one page long and must be in line with the formatting guidelines provided by the conference
organizers. The PME template for Oral Communications Proposals and guidelines for proposals are
available at www.uoh.cl/pme-regional/.
For details, please refer to the Submission Checklist provided by IGPME at www.igpme.org/index.php/79-
pme/pme-public/122-submission-checklist-oc-and-pp/.
The preparation of a proposal for an Oral Communication is a challenging enterprise since the length is
limited to one page only. Note that no abstract is necessary for an Oral Communication paper.
Please consider the following issue before you submit your proposal:

The PC will group several Oral Communications according to the distinctive themes in order to provide
the opportunity for a common discussion period at the end of each OC session.
A chairperson will be assigned to each Oral Communication session. He/she will introduce the presenters,
make a comment regarding photographing, audio- and video-recording the session, monitor timing of the
session, and moderate the discussion according to one of the previously mentioned options.
6.2.4. Poster Presentations (PP)
Poster Presentations are intended for research that is best communicated in a visual form rather than an
oral presentation. There is no formal oral presentation associated with Poster Presentations, although
there is time allotted during which presenters will be available by their posters for discussion with
conference participants.
Reports should describe the research context of the study presented, the study itself, and its implications,
with a particular focus on the visual aspects of the presentation.
Contributions need not be limited to completed research. Ongoing studies may be submitted, provided
that theoretical framework, preliminary results, and a discussion of these results appear in the text
submitted. Proposals that are too similar to papers already published cannot be accepted. Proposals that
represent new and significant contributions to research in the Psychology of Mathematics Education are

author has registered for the conference and paid the registration fee in time. The deadline for this is
September 21, 2018.
Depending on the number of submissions, one or more time slots will be allocated to Poster Presentation
sessions during the conference. Authors should be available at their poster in this session for discussion
with conference participants. The authors should bring their posters printed in the format prescribed by
the conference organizers in the Second Announcement.
6.3. Group Activities
Two types of group activities are organized at the First PME Regional Conference, in order to give
attendees the opportunity to exchange information and ideas related to the PME.
13. www.uoh.cl/pme-regional/ 13
PME Regional Conference: South America
First Announcement
6.3.1. PME Presentations
During these meetings, a presentation will be given of IGPME (the International Group for the Psychology
of Mathematics Education) as a scientific organization. The goals, culture, history, and organizational
structure will be clarified, as well as the ways in which attendees can get involved in this organization.
Additionally, the main activity of PME, i.e. its annual conference, will be presented, including the various
aspects of the scientific and social program, the plans for future conferences, and the facilities and
activities specifically organized for newcomers and early researchers.
6.3.2. Research discussion
The research discussion time slots have an ad hoc character. Several slots may be organized in parallel.
Their goal is to provide time for discussion among the participants to discuss research topics that
spontaneously came up during discussions of previous presentations at the conference, share research
perspectives, methodologies, etcetera, and exchange research plans and search for possible
collaboration.
7. Pre-Submission Support
The pre-submission support for Research Reports, Oral Communications, and Poster Presentations is
intended for novice or inexperienced researchers who have limited access to expert advice and who would
like to receive guidance from more experienced PME researchers. This includes presentation of the
content, formal aspects, scientific style and general (English) language support. The support procedure is
organized along the following steps:
i. Applicants submit their manuscript for language support to the organization (pme.regional@uoh.cl)
at least four weeks prior to the submission deadline (i.e. May 15, 2018; see important dates in Section
9). The manuscript should be “ready for submission” as much as possible.
ii. The coordinator will then assign the paper to an appropriate mentor.
iii. The mentor will read the manuscript and add comments using the comment function of a word
processing system. The mentor will also include a short overall feedback to the manuscript,
highlighting the main issues and hints on how to approach them.
iv. The mentor will answer questions from the author to clarify his comments, if necessary. The mentor
will not consider the paper a second time.
v. The author revises his paper and submits it for the conference (see above).
Pre-submission support is intended to ensure that the author’s ideas and research results are presented
in a comprehensive way. The mentors will not provide feedback on the research itself (such as content of
the background or discussion, chosen methods of research and analysis). These aspects are considered in
the same way for all papers during the peer review procedure. In particular, this mentoring does not
guarantee acceptance, as all submitted papers will still undergo the regular reviewing procedures.
8. Registration and Payment
8.1. Conference Registration
Registration for the First PME Regional Conference begins in April 15, 2018. It will be carried out online
using the ConfTool conference registration system, at www.conftool.net/pme-regional.

the South American community, researchers working in institutions within this region will receive a 25%
discount, for a final registration fee of CLP 90,000 (approximately USD 148 or EUR 120).
The registration fee covers:
• a printed book of proceedings (see below) and access to an electronic version of the proceedings;
• 2 lunches and 5 coffee breaks;
• conference dinner; and
• the costs of venue, administrative work, and facilities needed for the organization of the conference.
An additional charge of CLP 15,000 (approximately USD 25 or EUR 20) in the registration fee will be applied
for registrations made after September 21, 2018. These late registrations are intended for people who
want to attend the conference without presenting contributions. Accepted contributions from
researchers who do not pay by September 21 cannot be included in the conference’s scientific program.
8.3. Payment Options
All participants can make their payment by bank wire transfer or credit card. More information on this
will be available in the conference website www.uoh.cl/pme-regional/.
8.4. Special benefits for South American participants

from South American institutions as follows:
• Regional participants with accepted contributions will be eligible for financial support for flight tickets
and/or accommodation. Further information will be provided in the Second Announcement.

8.5. Cancellation Policy
8.5.1. For Specific Participants
Participation in the conference is conditional upon registration and payment of the registration fee. All
cancellations and changes regarding the conference registration must be made in written form to the
conference organizers by sending an email to pme.regional@uoh.cl.
If a cancellation for conference participation is made after the registration fee has been paid:
• Before October 14, 2018, the refund will be the amount of the registration fee minus the fees that
the bank charges for transferring the refund. Refund = registration fee – bank fees.
• After October 14, 2018, the refund will be 50% of the registration fee, minus the fees that the bank
charges for transferring the refund. Refund = (50% of registration fee) – bank fees.
After November 14, 2018, when the conference has started, cancellation is not possible.

Participation is not guaranteed until full payment of the registration fee is received.
The conference program may be subject to changes (based on decisions by the Program Committee).
