1. "Earl and I worked together for many years in the Water Quality
Management Section of the Alaska Dept. of Environmental Conservation. He is
well respected, well-liked and a very good listener and collaborator. This was
invaluable as we participated in several controversial projects, including revisions
of the Water Quality Standards regulations and the potential reopening of the AJ
gold mine in Juneau, the later on which he served as DEC's lead scientist. Both
these processes involved extensive public hearings and meetings with working
groups of diverse philosophies. Throughout that time, Earl conducted himself
professionally.
One strength is his ability to work easily with diverse interests in a non-
confrontation manner to seek an acceptable solution based on science. He has
extensive knowledge of and experience with mining and seafood industry
permitting and EPA and state pollution control regulations governing those
industries, in particular the water quality standards, and I would highly
recommend Earl for his consultant services applied to those activities."
