WIH Resource Group, Inc. (WIH) conducted research and developed a Regional Waste Shed Study / White Paper
to evaluate the current and future market-place needs for a proposed landfill disposal facility to be located in
Pinal County Arizona, centrally located to both the Cities of Phoenix and Tucson Arizona. The Waste Shed Study
and resulting White Paper provides a surrounding Tri-County assessment of collection and landfill / transfer
operations in the Phoenix - Tucson Arizona region. The region was defined as an area within a 150 mile radius of
the proposed Pinal County Landfill site. The City of Phoenix and City of Tucson are ranked No. 5 and No. 32
respectively by population nationally in the United States so the Waste Shed Study White Paper represents one
of the larger combined Waste Sheds in the U.S.
This Waste Shed Study provides an understanding of active landfills and transfer stations that are currently
being used and also evaluates the potential for them to send waste to the Pinal County Landfill based on factors
such as pricing, transportation costs and existing contracts.
WIH Resource Group completed this Waste Shed Study based on a combination of the following data sources:
Interviews with cities, private haulers and disposal facility operators;
Published solid waste planning reports (e.g., regional solid waste management plans); and
Annual disposal facility reports from the Arizona Department of Environmental Quality (ADEQ).
The Study concludes with WIH’s research of disposal pricing and opportunities for the Pinal County Landfill to be
considered competitive with other facilities within the Waste Shed.

Currently in the greater Phoenix - Tucson Arizona waste shed study area - the combined Tri-County area of
Maricopa, Pinal and Pima Counties - a total of 25 active and open transfer stations, 10 Construction and
Demolition Debris (C&D – also known as inert) landfills, and 19 landfills that are permitted to receive and accept
municipal solid waste, (the Silver Bar Mine Regional Landfill and Waste Management’s Sierra Estrella - currently
moth-balled - are inactive, but permitted landfills). If the Pinal County and proposed Marana landfills are
developed, the total count becomes 21 landfills within the 150 mile radius waste shed.
There are several other transfer stations and landfills listed in the Arizona Department of Environmental
Quality’s (ADEQ) database, however they only accept inert waste materials, construction and demolition debris
(C&D) and / or are closed facilities or are in some stage of remediation.

The WIH Project Team identified solid waste volumes which flow to municipally owned landfills, vertically
integrated haulers, contractual disposal agreements, and non-committed waste and developed the general
overview of the study area that represents where solid waste is presently flowing within the Waste Shed. This
includes solid waste collection (hauling), transfer stations and landfills.

WIH Resource Group performed in-depth research and conducted interviews per Posted disposal fees at the
various transfer station and landfills may be somewhat deceiving because many of the jurisdictions that are
collecting residential waste have either preferred pricing contracts or have a volume pricing discount.

Waste transportation costs are driven by both the distance and the vehicles’ legal payload capacity. Arizona’s
weight limit for over the road tractor and trailer combinations is 80,000 pounds. This limits the waste payload to
about 48,000 pounds or 24 tons of waste, depending on the tractor trailer configuration and type; i.e., walking
floors (heavier tare weight) or lighter tipper type trailers that require a trailer tipper.
Because waste is not uniform, the weight per transfer truckload can vary by as little as 18 tons up to 24 tons
based on the waste mix and compaction ratio. The average weight per load from transfer stations equipped
with either a knuckle boom crane or a stationary compactor is about 22 tons. Transporting waste from distant
waste sheds will have limits depending on the gate rate charged at any waste receiving facility. Transport costs
higher than $10 per ton increase the likelihood that waste will flow to lower priced close-in transfer stations,
MRFs and landfills.

The WIH Resource Group Project Team developed an income/expense pro forma forecast for the proposed Pinal
County landfill. Utilizing a proprietary landfill planning model and populating it with the research data collected,
the proforma projects the fixed and operational costs based on a 10 acre lined cell and the projected number of
annual waste tonnage. Complete details and calculations are in Appendix B.
