2007 – 2013 PRESIDENT
Presbyterian Health Plan, Presbyterian Insurance Company - Albuquerque, New Mexico
Wholly owned for-profit subsidiaries (referred to as “PHP”) of Presbyterian Health Services (PHS) with 2012
revenue of $1.3B, serving 410,000 commercial (HMO, PPO, ASO), Medicare (MA-HMO, MA-PPO) and Medicaid
(SALUD!) members in New Mexico. PHP’s parent company, PHS is a non-profit integrated healthcare system
which includes eight hospitals and over 600 employed physicians providing services in six New Mexico
communities.
Reporting to the PHP Board and also serving as a member of the PHS senior leadership team, key
accomplishments include:
• Consistently exceeded operating income targets—for the 2010–2012 period exceeded operating income
targets by a total of $46.4M—$163.2M compared to budgets of $116.8M. For the same period paid
dividends to the parent company in excess of $100M.
• Consistently exceeded membership targets—currently the largest health plan in New Mexico.
• Restructured PHP clarifying accountabilities and establishing several new departments and functions
including strategic planning, project management, business process improvement and regulatory operations.
• Improved governance oversight by redesigning processes and implementing a secure board portal tool.
• Implemented a series of communication and employee recognition initiatives that increased employee
engagement and reduced annual employee turnover by 20%.
• PHP consistently recognized as one of the top-ranked health plans in NM based on JD Power & other
independent surveys.
• PHP consistently recognized as “most preferred payer” in statewide independent survey of physicians.
• Effectively collaborated with PDS and community providers in multiple areas. Successful actions included:
o Consolidated 12+ call centers into a single enterprise-wide call center reporting to PHP.
o Established Medicare Revenue Enhancement (HCC) and Quality Star Programs which increased
o Medicare revenue by over $25M.
o Revised shared-risk and capitation payment models (both pmpm & % of premium) to better align provider
incentives.
o Initiated the consolidation of care management resources (case management, discharge planning, care
coordination, etc.) into a single enterprise-wide function.
o Jointly created several nationally recognized programs including Hospital at Home and ED Patient
Navigator.
o Supported implementation of Patient Centered Medical Home Programs providing funding to both PDS and
community providers.
• In 2012-13 successfully achieved top score in NM Centennial Care Medicaid RFP, beating out a number of
national competitors. Centennial Care is a complete re-design of Medicaid and will result in PHP’s Medicaid
revenue growing from $600M in 2013 to over $1B by 2017.
2002 – 2007 SENIOR VICE PRESIDENT & CHIEF MEDICAL OFFICER
Fallon Community Health Plan - Worcester, Massachusetts
A not-for-profit diversified health services company serving 190,000+ commercial (HMO, PPO, ASO), Medicare
(MA, MA-SNP, PPO, PACE) and Medicaid members in central Massachusetts. In 2003 FCHP transitioned from
being a group-model HMO owned by the Fallon Clinic to being an independent, diversified health services
company.

Reporting to the CEO, responsibilities included Pharmacy Services, Utilization & Care Management, Quality &
Health Management, Worksite Wellness, Appeals & Grievances and Benefits & Technology.
• Restructured all medical management functions. Implemented multiple new or redesigned programs
including disease management & high-risk comprehensive care management, HEDIS outreach, injectable
management, palliative care/EOL and worksite wellness resulting in a favorable medical expense variance of
$13.9M in 2004, contributing to FCHP’s most successful year since the mid ‘90’s. Medical and Rx expenses
remained favorable to budget in both 2005 and 2006.
• Achieved national ranking for Medicare (#1), Medicaid (#1) and Commercial (#11) in the 2007 US News &
World Report ranking of Health Plans.
2000 – 2002 PRESIDENT
The Preferred Health Network of Maryland, Inc. – Linthicum, Maryland
A BCBS affiliate and wholly owned subsidiary of CareFirst BCBS (acquired by CareFirst in Nov. 2002).
Reporting to the Board, focus was completing PHN’s financial turnaround, converting it from a freestanding,
provider-sponsored HMO to a wholly owned subsidiary and then rolling all of its membership into CareFirst.
• Produced an underwriting gain of over $7.7 million and a total financial contribution to CareFirst of over $10
million in 2001. The most successful year in PHN’s history.
• Ranked #1 or #2 among CareFirst subsidiaries for all key operational metrics--customer service ASA, percent
of claims paid within 30 days, etc.
1997 – 2000 PRESIDENT & CHIEF EXECUTIVE OFFICER
The Preferred Health Network of Maryland, Inc. – Linthicum, Maryland
A provider-sponsored HMO, majority-owned by nine hospital systems in the Baltimore/DC area. At time of hiring
in 1997 PHN had 55,000 commercial members, flat membership growth and was projected to finish the year with
losses of $5 million. CareFirst BCBS, a minority shareholder as a result of a complex management and capital
restructuring in 1997, acquired PHN in November 2000.
Reporting to the Board, was recruited late in 1997 to turn around PHN’s performance.
• Established PHN as one of the top-rated HMO’s in the State of Maryland’s Annual Performance Report on
Commercial HMO’s.
• Increased membership by 60% to 85,000+ and doubled PHN’s revenue.
• Reduced beddays/K by 18% and the medical loss ratio (MLR) from 91% to 83%.
• Decreased account installation time by 60% and reduced processing costs per claim by 45%.
1994 – 1997 VICE PRESIDENT OF MEDICAL AFFAIRS & CHIEF MEDICAL OFFICER
FHP of Utah, Inc. (d.b.a. Pacificare of Utah) - Salt Lake City, Utah
A subsidiary of FHP International, FHP of Utah (FHP) was a mixed-model HMO serving 200,000+ members.
Staff-model component included a hospital and seven outpatient facilities staffed by 200+ employed physicians.
Product types included commercial HMO, PPO & POS, Medicare Risk, Medicare Cost and Medicaid. PacifiCare
Health Systems acquired FHP International in 1997.
Reporting to the Regional President, was responsible for the quality and cost-effectiveness of all care provided by
both employed and contracted physicians. Responsibilities included QI, UM, Risk and Litigation Management,
Benefit Interpretation, Technology Assessment, Medical Economics, Pharmacy Benefit Management, Health
Education and Worksite Wellness. Accomplishments included:
• Facilitated the transformation of FHP’s staff-model component to a freestanding medical group.
• Re-structured risk/litigation management activities, reducing malpractice claims to lowest level in 5 years.
• Re-engineered hospital-clinic workflows, eliminating misdirected/lost reports and reducing the time to workup
abnormal findings (e.g. abnormal mammograms) by 60%.
• Implemented Demand Management service resulting in a 15% drop in emergency room visits.
1989 – 1994 CHIEF MEDICAL OFFICER & ASSOCIATE REGIONAL VICE PRESIDENT

Continuous career progression with increasing responsibility starting as a Center Medical Manager and
culminating as Chief Medical Officer and Associate Regional Vice President, Health Care Delivery with
responsibility for all aspects of health care delivery, including staff-model operations (medical, dental, pharmacy,
optical, audiology and home care), contracting, network development, UM and Quality. Accomplishments
included:
• Implemented a series of quality improvement initiatives and COHC reductions which brought the region from
a $3 million loss in 1992 to a $3 million profit in 1994.
• Implemented five-year hospital capitated contract and a series of specialty capitated contracts including
Cardiology, Urology, General Surgery and Dermatology. Established additional provider networks in Santa
Fe and Southern (Las Cruces) and Northwestern (Farmington) New Mexico.
• Opened two new full-service ambulatory clinics and expanded staff-model services to include GI, Pulmonary,
Pharmacy, Optical, Dental and Audiology.
